CALL TO ORDEFVPLEDGECJF ALLEGIANCE
Council President Hougardy called the Tukwila City Council meeting to order at 7:02p.m.and led the
audience inthe Pledge ofAllegiance.
OFFICIALS
Present were Council President Hougardy; Councilmembers Dennis Robertson, Verna Seal,
De'Sean Quinn, Kate Kruller, Thomas McLeod, Zak Idan.
CITY OFFICIALS
David C|ine, City Administrator; Vicky Carlsen. Finance Director; Jeff Friend, Fiscal Manager;
Bruce Linton, Police Chief; JayVNttwer, Fire Chief; Laurel Hunnphrey, Council Analyst; Barbara Soxton,
Administrative Support Coordinator.
Coumci|na»mberQuinn stated that today kaIndigenous Peoples Day, and acknowledged that Tukwila ks
on Duwamish Territory.
PUBLIC COMMENTS
David Puki, 3748 South 152nd' stated he has watched his property taxes climb over the past 5years
during the increase in residential housing prices and referenced other factors affecting these increases.
He asked ifthe City'e plans include embracing single-family housing along the Tukwila International
Boulevard corridor or whether high -density, no -cars allowed rental apartments is the objective. He noted
Section 8 of the City's Comprehensive Plan does not identify single-family homes as valued in this
dishiot, and he would like to participate in discussions regarding that section.
SPECIAL ISSUES
a. Anordinance and amendment bothe ymterlouua|Agreement with SCORE (South Correctional
Counci|rnernbarKru|kerindicated this item was discussed mtthe Public Safety Committee meeting on
October 7, 2019. The committee members forwarded this item with unanimous approval.
Vicky Cadaen, Hnonma Director, introduced Devon Schrum, Executive Director with SCORE.
Ms. Schrum shared information regarding the $5,000,000 deficit resulting from Federal Way leaving as
amember city. She referenced mission -based management measures SCORE has taken to increase
revenue. A mu|U-diecip|inary committee has been formed with area Finance Directors and Police staff to
work through the issues. Because nfthe changes implemented, 8CORE'sbudget has been reduced by
$500,000.
Ms. Carlsen explained the ordinance would amend the Interlocal Agreement between all member cities
and SCORE. Federal Way will be removed as a member city effective January 1, 2020, and Des Moines
will become amember city (not just ahost oih/). Tuhwi|a'ashare ofthe capital contribution was 896;itwill
increase toS.G496. Debt service will now berolled inospart cf SCORE'eoperating budget. With bonds
being refunded as a result of Federal Way leaving, additional savings will be realized and Tukwila's share
ofdebt service will be$0O.00Uless each year than the current amount paid.

language changes and deletions inseveral places. They asked that the City Attorney weigh inonthe
changes atthe next Regular Meeting.

Counoi|memberMcLeod indicated this item was discussed at the Finance Committee meeting on
September 23.2U1S.
Jeff Friend, Fiscal Manager, presented an overview of the City's financial position as of June 30, 2019.
General Fund revenues exceeded General Fund expenditures by$G17.DOO. General Fund revenues are
$178,000 over allocated budget. General Fund expenditures are less than allocated budget by $156,000.
Ms Codmenstated the Finance Department has begun work ona10-yoarfinancial euatainubi|ityplan that
will cover the entire Chx'ofinancio| operation, including revenue and expenditures. Various tools,
including the priority -based budgeting model and performance measures, will be put to place to gather
and analyze this information.
REPORTS
a. Mayor
Mayor Ekberg was not inattendance.
b. City Council
Councilmember Robertson commented on the potential for a flood disaster in the Green River Valley.
While the area's flood protection capability is critical, the King County Flood Control District's budget
shows only a196increase inexpenditures ineach nfthe next Gyears. The conversation onclimate
change needs tocontinue: The City'owork tocontrol storm drain flooding inthe City has worked;
however, vvecannot fix potential flooding ofthe river byourselves.
Coumci|member Quinn participated in a presentation for some of the residents at Horizon House senior
facility, who also recently had presentations from Tukwila School Board members. These residents are
learning about changes in the area, and may be doing a bus tour of Tukwila soon.
Councilmember Kruller noted that nominations for Sound Cities Association (SCA)positions are now
open. Upcoming SCAmeetings include: (1)Apartner event with Seattle/King CountyBui|dingTredeaon
community work agreements and apprenticeship utilization programs; (2) Regional Homelessness
Authority discussion; and (3) Public Issues Committee workshop on the Martin vs. City of Boise decision
by the Ninth Circuit Court, which said it is unconstitutional under the 8th Amendment (under cruel and
unusual punishment) b)criminalize and ban homeless people.
Council President Hougardy attended a Women in Business and Leadership luncheon sponsored by the
Seattle Metropolitan Chamber of Commerce at which Patty Murray was among the speakers. She also
attended a Parks and Healthy Communities meeting sponsored by Global to Local and Somali Health
Board. A contingent of young soccer players with the Congolese Integration Network shared concerns
about safety in parks and walking in the City, and the lack of places to play soccer and be active, which
creates esense ofcommunity.

MISCELLANEOUS
Councilmember Kruller referenced several issues she has heard during recent conversations with
citizens, including speeding on 160th (even with the addition of speed cushions) and on 164th, concern
about sight lines at the intersection of 160th and 42nd, the black fence at the corner of 160th and 42nd,
and requests for LED lights inCrystal Springs Park.
