TUKWILA CITY COUNCIL City Hall COMMITTEE OF THE WHOLE MEETING Council Chambers MINUTES MOVED BY PHELPS, SECONDED BY HARRIS, THAT THE TUKWILA CITY COUNCIL GO INTO EXECUTIVE SESSION TO INTERVIEW LABOR NEGOTIATORS. MOTION CARRIED. MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE TUKWILA CITY COUNCIL ADJOURN THE EXECUTIVE SESSION AND GO INTO THE COMMITTEE OF THE WHOLE MEETING. MOTION CARRIED. Council President Bohrer called the Committee of the Whole Meeting to order at 7:35 p.m. EDGAR D. BAUCH, LIONEL C. BOHRER, JOE H. DUFFIE, MABEL J. HARRIS, DORIS PHELPS, GARY L. VAN DUSEN. Don Williams, Director of Parks and Recreation, will attend the Pro -Park Meeting on Wednesday, 4:30 p.m. The 56th Avenue Bridge will be discussed at a meeting on Thursday. The Mayors of Renton, Kent, and Auburn will exercise the prerogative and impose the one -half cent sales tax by October 1, 1982. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE COUNCIL RETREAT BE HELD ON MONDAY, JUNE 7, 1982 AT 7:00 P.M. MOTION CARRIED. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE COUNCIL APPROVE THE MINUTES OF THE APRIL 27, AND MAY 11, 1982 COMMITTEE OF THE WHOLE MEETINGS AS PUBLISHED. MOTION CARRIED. Herbert F. Mutschler, Director of King County Library System, presented a report on use of the Tukwila library. The 1982 contract fee will be $15.00 per capita. The building maintenance support paid by the Library System reduced the net per capita support to $14.51. Councilman Phelps asked that a copy of the proposed agreement be distributed to Council Members prior to June 8, 1982 when the renewal will be considered. Brad Collins, Director of Planning, presented the policy issues evolving from the Sign Code Public Hearing. Policy Issue 1 (Section 19.28.030): Non conformance sign abatement. Mr. Collins said the current language would permit Farwest to have their signs. MOVED BY BAUCH, SECONDED BY HARRIS, THAT SECTION 19.28.030 REMAIN AS WRITTEN IN DRAFT NO. 4. MOTION CARRIED, WITH DUFFIE VOTING NO. Policy Issue 3 (Section 19.28.010(f)): Off- premise sign restric- tions. MOVED BY BAUCH, SECONDED BY PHELPS, THAT SECTION 19.28.010(F) REMAIN AS WRITTEN IN DRAFT NO. 4. MOTION CARRIED. Policy Issue 4 (Section 19.32.170): Factory outlet sign exceptions. Mr. Collins said Mr. Benaroya's problem can be solved without chan- ging the issue. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT FACTORY OUTLET SIGNS BE TREATED LIKE ANY OTHER BUSINESS AND THERE BE NO EXCEPTIONS TO SECTION 19.32.170. MOTION CARRIED. Policy Issue 5 (Section 19.36.020): Written warning enforcement procedure. Mr. Collins said a written citation is part of the procedure. MOVED BY BAUCH, SECONDED BY PHELPS, THAT A SPECIFIC WRITTEN FIRST WARNING IS NOT REQUIRED. MOTION CARRIED, WITH PHELPS VOTING NO. MOVED BY HARRIS, SECONDED BY PHELPS, TO NOT ALLOW RETAIL TO USE "REAL ESTATE" -LIKE SIGNS. MOTION CARRIED. Policy Issue 8 (Section 19.28.010(h): A -frame signs. MOVED BY HARRIS, SECONDED BY PHELPS, THAT SECTION 19.28.010(H) OF DRAFT NO. 4 REMAIN UNCHANGED. MOTION CARRIED. Policy 9: Sign code enforcement hardships. MOVED BY BAUCH, SECONDED BY HARRIS, TO AMEND THE CODE A MINIMUM AMOUNT TO GET A WORKABLE CODE. MOTION CARRIED, WITH DUFFIE VOTING NO. Policy 13 (Section 19.28.010(c) and 19.08.020): "Changing message center" animated signs. MOVED BY BAUCH, SECONDED BY PHELPS, THAT PLANNING STAFF COME BACK TO COUNCIL WITH RECOMMENDATIONS ON THIS ISSUE. MOTION CARRIED. Policy 15 (Section 19.08.030): Sign area and background redefini- tion. MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THIS SECTION REMAIN AS IN DRAFT NO. 4. MOTION CARRIED. Policy 17 (Section 19.08.110, 120 and 19.08.040) "Billboard" off premise signs. MOVED BY HARRIS, SECONDED BY PHELPS, THAT BILLBOARDS BE TREATED SEPARATELY AS THEY ARE NOW. MOTION CARRIED. Policy 18 (Section 19.28.010(f),19.32.020, 19.08.170): Off- premise directional signs. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THIS SECTION REMAIN AS IN DRAFT NO. 4. MOVED BY PHELPS, SECONDED BY DUFFIE, TO AMEND THE MOTION AND REFER TO STAFF TO ADD LANGUAGE TO THE ON- PREMISE NATURE OF THE DIRECTIONAL SIGN. MOTION CARRIED. *MOTION CARRIED, AS AMENDED. Policy 19 (Section 19.32.150, .180, 19.08.070) "Shopping Center" freeway interchange signs. MOVED BY BAUCH, SECONDED BY HARRIS, THAT LANGUAGE REMAIN AS IN DRAFT NO. 4. MOTION CARRIED, WITH DUFFIE AND HARRIS VOTING NO. Policy 23: Same as Policy 18. Policy 56, 58 and 59: Billboard regulations. MOVED BY BAUCH, NO SECOND, THAT BILLBOARD CONTROL BE AS OUTLINED IN DRAFT NO. 4. MOTION FAILED, FOR LACK OF A SECOND. MOVED BY PHELPS, SECONDED BY HARRIS, TO REFER THIS MATTER TO THE CITY ATTORNEY FOR DETERMINATION AS TO WHETHER OR NOT SR 181 IS PART OF THE SCENIC VISTAS ACT. MOTION CARRIED, WITH BAUCH VOTING NO. Council President Bohrer said continued discussion of the Sign Code would take place at another session of the Council. MOVED BY BAUCH, SECONDED BY PHELPS, THAT A RESOLUTION SETTING FORTH THE CITY'S POSITION RELATIVE TO THE PROPOSED INCORPORATION OF CITY OF HIGHLINE BE ON THE AGENDA OF THE JUNE 1, 1982 REGULAR COUNCIL MEETING. MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE CITY PROCEED WITH THE ANNEXATION OF THE COMMUNITY CENTER SITE ALONG WITH THE THREE HOMES ON THE STREET AS PROPOSED. MOVED BY HARRIS, SECONDED BY DUFFIE, TO AMEND THE MOTION AND CHECK WITH REST OF THE NEIGHBORHOOD, SOLICITING ANNEXATION, AND IF RESIDENTS REPLY WITHIN ONE MONTH THEY WILL BE CONSIDERED FOR ANNEXATION.
