PERMIT CONDITIONS: 1: ***PLUMBING/GAS PIPING PERMIT CONDITIONS*** 2: No changes shall be made to applicable plans and specifications unless prior approval is obtained from the Tukwila Building Division. 3: All permits, inspection records and applicable plans shall be maintained at the job and available to the plumbing inspector. 4: All plumbing and gas piping systems shall be installed in compliance with the Uniform Plumbing Code and the Fuel Gas Code. 5: No portion of any plumbing system or gas piping shall be concealed until inspected and approved. 6: All plumbing and gas piping systems shall be tested and approved as required by the Plumbing Code and Fuel Gas Code. Tests shall be conducted in the presence of the Plumbing Inspector. It shall be the duty of the holder of the permit to make sure that the work will stand the test prescribed before giving notification that the work is ready for inspection. 7: No water, soil, or waste pipe shall be installed or permitted outside of a building or in an exterior wall unless, adequate provision is made to protect such pipe from freezing. All hot and cold water pipes installed outside the conditioned space shall be insulated to minimum R-3. 8: Plastic and copper piping running through framing members to within one (1) inch of the exposed framing shall be protected by steel nail plates not less than 18 guage. 9: Piping through concrete or masonry walls shall not be subject to any load from building construction. No plumbing piping shall be directly embedded in concrete or masonry. 10: All pipes penetrating floor/ceiling assemblies and fire -resistance rated walls or partitions shall be protected in accordance with the requirements of the building code. 11: Piping in the ground shall be laid on a firm bed for its entire length. Traditionally the term "Grease Trap" was commonly applied and is still used in the industry today. This term is progressively disappearing from nomenclature and technical references based on an industry wide recognition that the term "trap" would suggest the presence of a water seal, integrally located within the interceptor. This practice substantially ceased many years ago, modem interceptors being designed to be installed in conjunction with external water seal traps as a standard part of the system. In addition to this clarification, with publication of the 2006 UPC plumbing code three generic types of Grease Interceptor were introduced and have since become the industry standard for designating the type of interceptor being considered. Generically the application of a Grease Interceptor regardless of type is defines as follows: Grease Interceptor. "A plumbing appurtenance or appliance that is installed in a sanitary drainage system to intercept nonpetroleum fats, oil, and grease (FOG) from a wastewater discharge. The use of a flow control with a Hydromechanical Grease Interceptor is considered mandatory. Without a properly sized flow control, the discharge rate through into the interceptor may exceed the design rating of the unit, causing lower efficiencies and increase the risk of grease, passing into the downstream system. Be careful not to confuse liquid capacity and flow rate. Liquid capacity is stated in gallons (or liters) while flow rate is referenced in gallons per minute (GPM) or liters per second (L/Sec). Fixture Capacity: Most commonly used and recommended method for Hydromechanical Grease Interceptors. This method looks at the maximum capacity of fixtures connected to the interceptor and the time taken to discharge that volume of wastewater through the interceptor. Units are expressed in Gallons Per Minute (gpm). Calculation takes 75% of maximum capacity of all fixtures and based on a 1 or 2 minute period of time taken to discharge, results in a gallons per minute flow rate. This number is rounded up to the next available size of interceptor, i.e. 16.7gpm become a 20gpm Grease Interceptor. Dependent on the Authority Having Jurisdiction (AHJ), a dishwashing system may be required or prohibited from discharging to the grease interceptor. Verify with the respective AHJ. Best practice recommends that where a dishwashing system is required to be connected to the interceptor, that it be serviced by a separate and appropriately sized interceptor, the outlet being connected to the building drain downstream of the main interceptor. Where not specified, the dishwashing system is recommended to bypass the grease interceptor, the outlet being connected downstream of the interceptor outlet. This is based evidentially on the negative impact of commercial detergents and surfactants that are specifically designed to emulsify fats oil and grease making it virtually impossible to separate this material from waste water discharge. If discharged to the interceptor, the same agents will likewise cause even the most efficient interceptor, regardless of generic type to work at a significantly reduced efficiency, passing FOG to the downstream system. A hydromechanical grease interceptor is designed to operate as an air balanced environment. This is vital to the function of the interceptor and as such no modification or removal of any component parts should be made before, during or after installation unless specifically addressed in the respective Installation & Operation document. Unlike Gravity Grease Interceptors, a Hydromechanical Grease Interceptortank is not required to be directly vented.This would be detrimental to the function of the interceptor. All connected appliances shall be individually trapped and vented in accordance with local code requirements. The downstream drain carrying effluent to the municipal wastewater system shall also be vented to atmosphere in compliance with applicable code. For installations below grade, most codes require the installation of a two way cleanout immediately before and after the respective inlet and outlet connections. These cleanouts will be extended to grade so as to remain accessible once the interceptor is operational. An installation above or below grade that sees a fall equal to or in excess of 8 ft, when measured from the outlet of the highest appliance to the invert of the interceptor SHALL require the installation of a secondary flow control device to neutralize the effect of head pressure. The first flow control will be located as close as possible to the last appliance discharging to the interceptor, the second being located externally immediately before the interceptor or by utilizing the manufacturers internal flow control device where available. I inspected their facility on April, 13 2016 and made the following observations: • The facility cleans metal exhaust filters in a hot water and caustic detergent hot tank with an approximate volume of 80 gallons. The tank is discharged every two weeks. • The filters are removed from the hot tank and pressure washed with water to finish the cleaning process. This is the main source of wastewater. • All wastewater passes through the grease interceptor. The interceptor appeared to be working properly. • The pH of the wastewater from the hot tank was 10.8 and the temp was approximately 150 degrees. • The facility discharges at most 300 gallons per day. I was concerned that the staff were discharging the hot tank without cooling it prior to discharge. Hot water with detergent could potentially overwhelm the grease interceptor and cause pass through. I recommended that the company ifista11-a-C661ing to nk to lower the temperature of the tank water prior to discharge. On May 23, 2016 1 received an email showing that a NCO-Oli-tlg-tank-had been installed and that they are checking the pH of the tank water prior to discharge. I will be issuing a No Control Document Required to this facility. The program requires elimination or control of any cross -connection between the distribution system and a consumer's water system by the installation of an approved backflow device. The City has determined that the building at the above address has deficiencies on the domestic water line. A Reduced Pressure Principle Assembly (RPPA), previously called a Reduced Pressure Backflow Assembly (RPBA), shall be installed immediately downstream of the existing 1.5" permanent water meter. Installation at another location requires the Public Works Director's approval. The RPPA shall be installed in a Hot Box/Hot Rock or equal freeze protection enclosure anchored to a minimum 4" thick concrete pad. On your site plan, please show the property lines, street name, North arrow, building location, and location and size of existing permanent water meter and proposed RPPA. Specify size, manufacturer and backflow model number. Submit RPPA cut sheet and circle backflow to be installed. The Public Works Director may withhold issuance of NW Kitchen Cleaners plumbing permit until a separate Public Works Type C Construction Permit for the subject RPPA installation is applied for. Submittal shall include installation plans consisting of a schematic that clearly shows the location of the proposed RPPA in relationship to the property line(s), building perimeter and existing water meter, together with a construction cost estimate for RPPA installation and backflow testing.
