M I N U T E S
Mayor Todd led the audience and Council Members in the Pledge of
Allegiance and called the Tukwila City Council Special Meeting
to order at 7:05 p.m.
EDGAR D. BAUCH, LIONEL C. BOHRER (Council President), MABEL J. HARRIS,
GEORGE D. HILL, DORIS PHELPS, GARY L. VAN OUSEN.
Alan Doerschel, Finance Director, stated the revised copy of the
proposed ordinance should reflect an interest rate of 13.625% in
Section 4. The rate is appropriate and the contract is standard.
A representative from Foster and Marshall explained the rate of
interest and stated the second line of Section 3 should read:

The Deputy City Attorney read an ordinance of the City of Tukwila,
Washington, fixing the amount, form, date, interest rate, maturity
and denominations of Local Improvement District No. 30 Bonds and
directing the issuance and sale thereof to Foster Marshall/
American Express, Inc. of Seattle, Washington by title only.
MOVED BY BOHRER, SECONDED BY HILL, THAT THE PROPOSED ORDINANCE
BE ADOPTED AS READ. MOTION CARRIED.
MOVED BY BOHRER, SECONDED BY HILL, THAT THE COUNCIL ACCEPT THE
CONTRACT FOR THE SALE OF LID #30 BONDS AND THE MAYOR BE AUTHORIZED
TO SIGN THE CONTRACT. MOTION CARRIED.
Council President Bohrer said the Council has indicated they wish
to have additional information from the County regarding the
sharing of costs in replacing the 56th Avenue bridge.
Deputy City Attorney Carlsen read a letter from King County Executive,
Randy Revelle, reiterating his former proposal of King County funding
80% of the cost of the bridge replacement using federal funds
appropriated through the Washington State Department of Transportation
Bridge Replacement Program. The City of Tukwila will fund the
remaining 20% of the cost of bridge replacement, which would serve
as the required 20% local match to the federal funds. King County
will serve as lead agency in all bri4gg activities.
The City of Tukwila will participate u y in design of the new bridge
and in decisions regarding realignment. The replaced bridge will
be of similar size and utility as the old Foster Bridge. Realignment
may be necessary and if so will be the result of mutual decisions
and study by King County and the City of Tukwila. The cost of the
bridge is estimated to be $1.5 million. Whatever exact costs the
80 %/20% formula will apply. The City of Tukwila will accept
responsibility by deed for 50% of the completed bridge. The City
agrees to reimburse King County $16,849.01 Tukwila's share of
of costs resulting from clean -up activities for the old Foster
Bridge. The City agrees to reimburse King County 50% of the
outstanding Washington Natural Gas claim for damages resulting
from the collapse of the bridge, if both the City and King County
agree to honor the claim. Mr. Revelle said if Tukwila does not
accept his proposal the federal dollars, which are discretionary,
will be used elsewhere and reallocated to other bridge structures
in King County.
Councilman Hill said Tukwila is putting up 100% of the local match
and will own only one -half of the bridge. He did not agree the
City should reimburse King County $16,849.01 as Tukwila's share
of costs resulting from the clean -up.
Councilman Harris said she spoke with Mr. Eggen of the Washington
State Department of Transportation and he said if the funds are not
used for the Foster Bridge they are to be returned and the committee
will meet and reallocate the funds for bridges which may or may not
be in King County.

Tom Fitzsimmons, representing Mr. Revelle's office, said it is
correct the funds would be reallocated to another bridge which
might or might not be in King County. He said the possibilities
offered by Council at the last meeting of using a surplus bridge
for replacement has been explored and none exist at this time.
There is a question in engineering. The Interurban Bridge
offers the most potential but the size is not the same. The
State funding would not apply to replacement of that bridge. It
is geared to fund new construction or repair new construction.
There are the following options: Do nothing; not replace the
bridge but improve the signals; put in a pedestrian bridge; put
in a one -way bridge; put in a two -lane bridge. The bridge problem
has existed for two years. Residents have to travel two miles to
compensate for loss of the bridge. There would be a problem in
case of an emergency. There has been a territorial dispute. The
day after the bridge collapsed a meeting was called. A number of
options have been gone through. The County pursued the grant. The
County thinks the 80% grant money is King County share.
Councilman Van Dusen said King County was the agent in charge of
inspection of the bridge, therefore, they should be the one
seeking the grant. Tukwila has gone from a 50/50 share to 100%
of the cost.
Council President Bohrer said the City Council should make an offer
to the County Council. The offer that has been given is a basis,
but it is not acceptable to the City.
MOVED BY BAUCH, SECONDED BY HILL, THAT THE CITY COUNCIL REJECT THE
COUNTY OFFER AND AUTHORIZE THE MAYOR TO NEGOTIATE WITH THE COUNTY
NOT TO EXCEED 10% OF THE COST OF THE BRIDGE.
MOVED BY BOHRER, SECONDED BY HARRIS, TO AMEND THE MOTION AND HAVE
THE TWO SENIOR MEMBERS OF THE CITY COUNCIL, COUNCILMEN HILL AND
VAN DUSEN, DEVISE A COUNTER PROPOSAL FOR CITY COUNCIL APPROVAL AND
SUBMIT IT TO KING COUNTY COUNCIL. MOTION CARRIED.
MOVED BY PHELPS, SECONDED BY BOHRER, THAT THE CITY COUNCIL REJECT
SECTIONS 2 AND 7 OF THE PROPOSAL AND RETAIN THE REST. MOTION
FAILED, WITH PHELPS VOTING YES.
*MOTION CARRIED, AS AMENDED.
MOVED BY BOHRER, SECONDED BY HARRIS, THAT VOUCHER NO. 12127 IN
THE AMOUNT OF $16,847.47 TO BELLEVUE DODGE BE APPROVED. MOTION
CARRIED.
MOVED BY HARRIS, SECONDED BY BOHRER, THAT THE SPECIAL MEETING
ADJOURN. MOTION CARRIED.
