PERMIT CONDITIONS: 1: Work shall be installed in accordance with the approved construction documents, and any changes made during construction that are not in accordance with the approved construction documents shall be resubmitted for approval. 2: All permits, inspection record card and approved construction documents shall be kept at the site of work and shall be open to inspection by the Building Inspector until final inspection approval is granted. 3: When special inspection is required, either the owner or the registered design professional in responsible charge, shall employ a special inspection agency and notify the Building Official of the appointment prior to the first building inspection. The special inspector shall furnish inspection reports to the Building Official in a timely manner. 4: A final report documenting required special inspections and correction of any discrepancies noted in the inspections shall be submitted to the Building Official. Special inspections shall be based on the fire -resistance design as designated in the approved construction documents. 8: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap the sanitary sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks, wells, and other excavations. Final inspection approval will be determined by the building inspector based on satisfactory completion of this requirement. 9: All plumbing and gas piping work shall be inspected and approved under a separate permit issued by the City of Tukwila Building Department (206-431-3670). 10: All electrical work shall be inspected and approved under a separate permit issued by the City of Tukwila Permit Center. 11: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. (City Ordinance #2437) 17: H.V.A.C. systems supplying air in excess of 2,000 cubic feet per minute to enclosed spaces within buildings shall be equipped with an automatic shutoff. Automatic shutoff shall be accomplished by interrupting the power source of the air -moving equipment upon detection of smoke in the main return -air duct served by such equipment. Smoke detectors shall be labeled by an approved agency for air -duct installation and shall be installed in accordance with the manufacturer's installation instructions. Edgewood, WA 98371 2 of 22 CenturyLink Tukwilla Cyber Center.xlsx BALANCING PROCEDURES Generic Balancing Procedures: AIR HANDLING UNITS / EXHAUST FANS / SUPPLY FANS Each air handling unit is assigned a unique name and identified on a schematic flow diagram for cross reference with log sheets. At the time of balance the following procedure is followed: 1. Check all branch, main line, and terminal dampers to insure they are in the full open position. 2. Verify that all controls are programmed, operate, and are in the correct positions. 3. For units requiring filters, check to see if the filters are in place and clean. Block filters to simulate dirty condition. 4. Record all fan and motor nameplate data. 5. Check for proper fan rotation. 6. Test and record fan rpm with a tachometer. 7. Test and record motor running amps and volts with a clamp -on volt/amp meter. 8. Test and record static pressure for suction and discharge using a magnehelic gauge or a U-tube manometer. For units with filters, test and record the static pressure drop across the filters. 9. Make a pitot traverse of main ducts, and record the unit's cfm. This is accomplished with a pitot tube and manometer gauge or a U-tube manometer. The number of points and positions depend on the size and configuration of the duct; NEBB procedures will be followed. A duct cannot be traversed because of inaccuracy if it has a velocity of less than 1000 fpm or if traverse points cannot be located at least 7.5 diameters from a turbulence causing device. The quantity of air in such a duct is determined from the unit's total terminal cfm or rotating vane anemometer readings. 10. After initial terminal readings have been made, adjust the unit to within 10% of design cfm. 11. For supply fans only, set outside and return air appropriately. 12. Repeat steps 6 through 9 after all terminals are balanced and set to within +/- 10% of design. 13. A minimum of one outlet per system will be full open from fan to outlet and will be designated as the wide open path in the balance report. 14. Prepare log sheets of readings for final report to illustrate the conditions of flow in the unit before and after balancing. 15. Record all associated controls settings in the remarks section of each Air Handling Unit Test Sheet or in the T.A.B. Summary. Examples of these settings would be Duct Static Setpoint for VAV systems, Minimum Outside Air Control Damper settings for fresh air requirements, etc. 16. At the time of balance the following procedure is followed: 1. Record the room and area served. 2. Record the size and type of terminal. 3. Record the effective area factor (K/F). This factor is obtained from manufacture literature or is calculated. If a flow hood is used to read the terminal then the K/F is set to 1.0. 4. Record the design CFM. 5. Calculate the design FPM; CFM divided by K/F. 6. Record initial terminal FPM and CFM readings. 7. Adjust each terminal to within 10% of design using volume dampers. If volume dampers are not provided then adjustments may have to be made at the terminal device. 8. For supply terminals only, adjust flow pattern to that shown on plans and schedules. 9. Jones, KDWS original Control Sequence The Switch and Battery Room contain the following equipment controlled by the BAS 1. Existing rooftop DX packaged AC units RTU-16 and RTU-17. 2. New rooftop DX packaged AC unit RTU-16A. 3. New exhaust fan EF-32 dedicated for the battery room. 4. New economizer relief fans EF-38 and EF-39 at the Switch. General 1. The switch and battery rooms have continuous cooling loads. The new RTU-16A shall operate simultaneously with either RTU-16 or RTU-17 to provide cooling to the switch area and cooling/make-up air to the battery/rectifier room. a. The combined air handling system is an "adjustable" constant volume two zone system. The supply air temperature is controlled to satisfy the Switch Area, air flow to the battery/rectifier room is manually balanced to satisfy the room load, total system volume is adjusted by changing RTU-16A static pressure set point. b. RTU's 16 and 17 have constant volume (no vfd's) supply fans. RTU's 16 and 17 shall be rotated as lead lag to even out operating hours. c. RTU-16A shall modulate supply fan speed (VFD) to maintain either a minimum discharge duct static pressure or minimum fan speed. Minimum fan speed for RTU-16A is intended to ensure adequate supply airflow through the DX coil. Do to the nonsymmetrical supply duct configuration it is necessary to use three different RTU-16A duct static pressure for the different combination of RTU's running: i. RTU-16A with RTU16. (determine set point during air balance) ii. RTU-16A with RTU17. (determine set point during air balance) iii. RTU-16A in solo operation (use the higher of the two set points above) d. RTU failure modes: i. RTU-16 and 17 are lead/lag. If either unit fails rotate to the other unit. ii. If RTU-16A fails, operate both 16 and 17. iii. If both 16 and 17 fail, RTU-16A continues to operate and reaches full fan speed in an attempt to maintain duct static pressure set point. 2. Air Side Economizer a. The BAS shall modulate the new economizer dampers (OA & RA) at RTU-16 & RTU-17 to maintain mixed air temperature set point via dry-bulb differential temperature economizer control logic. DX coils at the RTU's are controlled by their internal controllers. Fail positon of RTU-16 & 17 dampers shall be OA closed, RA open. b. RTU-16A shall operate on stand-alone economizer controls furnished with the RTU. c. Economizer relief fans EF-38 & EF-39 shall stage to relieve economizer air from the building. Anticipate interference between RTU-16A's integral economizer relief controls and those performed by the BAS — tune the BAS economizer relief control loop to react slowly to building pressure changes caused by RTU-16A. i. The first stage shall be to modulate EF-38 & 39 isolation dampers open. ii. The second stage shall be to operate one of the two fans (EF-38 & 39) at minimum vfd speed. iii. Third stage is to operate the second fan at minimum speed. iv. Fourth speed is to modulate EF-38 & 39 simultaneously. Considering the large amount of exhaust air from the battery room and the apparent negative pressurization of adjacent spaces, it seem likely that EF-38 & 39 will need to reach full speed. 3. Battery Exhaust fan EF-32 shall modulate from a fixed minimum speed to maintain a battery room negative static pressure of 0.05 inches WC. Supply air into the battery room will be manually balanced with future adjustments to increase supply air volume as the DC plant load growth occurs. a. BAS shall monitor the Battery/Rectifier room temperature and alarm high and low temps to the operator. 4. Alarms and set points: reuse from existing sequence for RTU-16 and 17.
