TUKWILA CITY COUNCIL City Hall COMMITTEE OF THE WHOLE MEETING Council Chambers M I N U T E S Council President Bohrer reported there would be no Regular Meeting of the Council on June 15, 1982 due to lack of a quorum. There will be a Special Meeting held prior to the Committee of the Whole Meeting on June 22, 1982. o� PP Council President Bohrer called the Tukwila City Council Committee of the Whole Meeting to order at 8:35 p.m. EDGAR D. BAUCH, LIONEL C. BOHRER (Council President), MABEL J. HARRIS, GEORGE D. HILL, DORIS PHELPS, GARY L. VAN DUSEN. Council President Bohrer said the City Council has called a meeting to be held June 10, 1982 to consider the acceptance of the Mayor's letter of retirement. Council President Bohrer reported a meeting of the Boundary Review Board was held on Thursday. The City of Tukwila stated their opposition to annexation of the City of Highline. There will be a Public Hearing on June 17, 1982. MOVED BY BOHRER, SECONDED BY PHELPS, THAT THE AWARD OF THE BID FOR STREET IMPROVEMENT PROJECT ALONG 59TH AVENUE SOUTH, 59TH PLACE SOUTH AND SOUTH 142ND STREET TO MOSS CONSTRUCTION BE ON THE AGENDA OF THE JUNE 22, 1982 SPECIAL MEETING. MOTION CARRIED. Byron Sneva, Director of Public Works, presented a map showing priorities by number. Council President Bohrer opened the Public Hearing at 9:03 p.m. There being no comments from the audience, Council President Bohrer declared the Public Hearing closed at 9:04 p.m. MOVED BY PHELPS, SECONDED BY HARRIS, THAT THE RESOLUTION ADOPTING THE REVISED AND EXTENDED COMPREHENSIVE TRANSPORTATION PROGRAM BE ON THE AGENDA OF THE JUNE 22, 1982 SPECIAL MEETING. MOTION CARRIED. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT THE MINUTES OF THE MAY 25, 1982 COMMITTEE OF THE WHOLE MEETING BE APPROVED AS PUBLISHED. MOTION CARRIED. MOVED BY PHELPS, SECONDED BY HARRIS, THAT THE NOTICE OF INTENT TO COMMENCE ANNEXATION PROCEEDINGS OF 1.78 ACRES BE PLACED IN THE COMMUNITY AFFAIRS COMMITTEE. MOTION CARRIED. MOVED BY VAN DUSEN, SECONDED BY HILL, THAT THE LIBRARY AGREEMENT BE ON THE CONSENT AGENDA OF THE JUNE 22, 1982 SPECIAL COUNCIL MEETING. MOTION CARRIED. MOVED BY PHELPS, SECONDED BY VAN DUSEN, THAT THE PROPOSED RESOLUTION BE ON THE CONSENT AGENDA OF THE JUNE 22, 1982 SPECIAL COUNCIL MEETING. MOTION CARRIED. MOVED BY HARRIS, SECONDED BY PHELPS, THAT THE BUDGET TRANSFER BE ON THE AGENDA OF THE JUNE 22, 1982 REGULAR COUNCIL WITH PLANS AND RATIONALE PRESENTED AS TO WHY LIGHTS ARE NEEDED. MOTION CARRIED. Policy Issue 25: Sections 19.08.180 and 19.04.020 (Sign Regulations). 19.04.020 MOVED BY HARRIS, SECONDED BY VAN DUSEN, THAT SEC. 19.08.180 REMAIN UNCHANGED. MOTION CARRIED. Policy Issue 36: Sections 19.28.010(1) and 19.22.040(c) (Free- standing sign intersection setback). MOVED BY PHELPS, SECONDED BY HARRIS, THAT SECTION 19.22.040(C) CONFORP WITH SECTION 19.28.010(I) AS CLARIFIED BY MR. COLLINS. MOTION CARRIED. Policy Issue 38: Chapter 19.24 and Section 19.08.190 "Real Estate" temporary signs). CHAPTER 19.24 AND SEC. 19.08.190 MOVED BY BAUCH, SECONDED BY PHELPS, THAT REMAIN AS WRITTEN IN DRAFT NO. 4 OF THE PROPOSED SIGN CODE. MOTION CARRIED. Policy Issue 46: Section 19.32.050 (Exposed neon tubing signs). MOVED BY VAN DUSEN, SECONDED BY PHELPS, THAT SECTION 19.32.050 REMAIN UNCHANGED. MOTION CARRIED. through Policy Issue 49: Section 19.32.090 19.32.130(b) (Hospital signs). MOVED BY VAN DUSEN, SECONDED BY PHELPS, THAT SECTIONS 19.32.090 AND 19.32.130(B) REMAIN UNCHANGED. MOTION CARRIED. COUNCILMAN HARRIS LEFT THE MEETING AT 10:00 P.M. Policy Issue 51: Title 19 (Sign industry committee involvement). MOVED BY VAN DUSEN, SECONDED BY HILL, TO PROCEED AS OUTLINED. MOTION CARRIED. COUNCILMAN DUFFIE ARRIVED AT THE MEETING AT 10:15 P.M. Policy Issue 52: Sections 19.08.100 and 19.22.020 (Internal information logos /trade names). MOVED BY VAN DUSEN, SECONDED BY HILL, THAT SECTIONS 19.08.100 AND 19.22.020 REMAIN UNCHANGED. MOTION CARRIED. Policy Issue 53: Sections 19.32.140(c), 19.32.160(a), 19.32.180, 19.32.070 (Free- standing sign setback /height requirements). Council President Bohrer said there would be no change in Policy Issue 53. Policy Issue 54: Section 19.32.140(b) (Multi- tenant office building signs). MOVED BY VAN D USEN, SECONDED BY PHELPS, THAT POLICY ISSUE 54 BE REFERRED TO PLANNING STAFF TO COME BACK WITH RECOMMENDATIONS. MOTION CARRIED. Policy Issue 56: Billboard regulations. Council President Bohrer said this matter had been referred by the City Attorney to someone in his legal firm. Information on this policy issue will be presented at the next discussion. Policy Issue 57: Sections 19.08.150 and 19.32.150 (Large tenant planned business center signs). Council President Bohrer said this policy issue will be discussed at a later date. TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MEETING June 8, 1982 Page 3 MISCELLANEOUS Letter from South Central School District re annexation of Southgate Comm. Center. ADJOURNMENT 11:00 P.M. Council President Bohrer said a letter had been received from the South Central School District expressing some opposition to the incorporation of some of the neighboring areas as discussed in the previous Committee of the Whole Meeting. Council President Bohrer said the School District has no objections to the inclusion of applicants who have already indicated their desire to annex to the City, but they did not feel the action should be extended to further contact and discussion with neighboring people. He said there are six letters requesting annexation. He recommended Council proceed on that basis, which would include Southgate Community Center and the six properties. Council President Bohrer said he would direct Don Williams, Director of Parks and Recreation, to bring forward the annexation of the Community Center and the six properties requesting annexation.
