MOTION CARRIED 7-0. UNFINISHED BUSINESS a. A resolution restating the City's commitment to being diverse, tolerant and inclusive, and repealing Resolution No. 1900. MOVED BY ROBERTSON, SECONDED BY SEAL THAT THE PROPOSED RESOLUTION BE READ IN ITS ENTIRETY BY THE COUNCIL. MOTION CARRIED 7-0. The Councilmembers read the resolution in its entirety. MOVED BY ROBERTSON, SECONDED BY QUINN THAT THE PROPOSED RESOLUTION BE APPROVED AS READ. MOTION CARRIED 7-0, TO ADOPT RESOLUTION NO. 1970. b. An ordinance amending Ordinance No. 2247, regarding the execution of an amended and restated Interlocal Agreement relating to SCORE; approving the City's capital contribution related to refunding bonds to be issued to refinance the SCORE facility; approving other matters related thereto. MOVED BY HOUGARDY, SECONDED BY KRULLER THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 7-0. Andy Youn, Deputy City Clerk, read the proposed ordinance by title only. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING ORDINANCE NO, 2247, REGARDING THE CITY'S PARTICIPATION IN THE SOUTH CORRECTIONAL ENTITY (SCORE); AUTHORIZING THE EXECUTION OF AN AMENDED AND RESTATED INTERLOCAL AGREEMENT RELATING TO SCORE; APPROVING THE CITY'S CAPITAL CONTRIBUTION RELATED TO REFUNDING BONDS TO BE ISSUED TO REFINANCE THE SCORE FACILITY; APPROVING OTHER MATTERS RELATED THERETO; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. MOVED BY HOUGARDY, SECONDED BY KRULLER THAT THE PROPOSED ORDINANCE BE APPROVED AS READ.* In response to Councilmember Quinn's question regarding the removal of the phrase, "and not less than 15 days' notice shall be given to all members prior to any such meeting," Rachel Turpin, City Attorney, clarified the removal allows the Administrative Board flexibility while still being subject to the Open Public Meetings Act and public notice requirements per State law. *MOTION CARRIED 7-0, TO ADOPT ORDINANCE NO. 2615. REPORTS a. Mayor Mayor Ekberg attended the 2019 China International General Aviation Expo in Shijiazhueang, China as part of the Northwest delegation of the US -China Global Economic Association. No City funds were utilized for this visit. b. City Council Tukwila City Council Regular Minutes Page 3 of 3 Council President Hougardy attended a SCATBd (South County Area Transportation Board) meeting. She encouraged residents to complete the Tukwila Community Connections Survey and shared the link onpage 1O8ofthe agenda packet. Cnunci|memberOuinn participated in the University of Washington West Coast Poverty Center's 2019 Poverty Summit onbehalf ofthe City. Counci|memberKruUerattended aRainier Symphony concert. Councilmember McLeod attended the AFEW (American Filipino Engineers of Washington) Annual Gala. Councilmember Idan reported the Transportation and Infrastructure Committee will be continuing to review the Public Works Shops Master Plan at its next meeting. c. Staff David C|ine, City Administnator, referenced the CA (City Administrator) report and 2019 3rd Quarter Work Plan update, and offered tnanswer any questions. Councilmember Kruller asked that the issue of traffic calming measures on 53rd Avenue South go through the Transportation and Infrastructure Committee. d. City Attorney There was noreport. e. Council Analyst Laurel Humphrey, Council Analyst, referenced the monthly PMQA (Program Management Quality Assurance) Report inthe packet.
