The basement was not assessable but it was possible to verity that the floors were all concrete by visual verification and the owner's statement. All the main floors above the basement in the old section were badly burned or had fallen into the basement only debris samples were collected in this area, all the floors above the basement in the new section were under construction with no vinyl sheeting or carpet, and all the walls were uncovered studs. All windows were vinyl in the new and old section. PARAMETERS: Puget Sound Clean Air Agency (PSCAA) and Washington State Department of Labor and Industries (L&I) regulations require an inspection of all buildings for the presence of asbestos -containing materials (ACM) prior to renovation or demolition. ACM is identified as those building materials containing one percent (1.0%) or more of asbestos as verified by laboratory analysis. All building materials fabricated prior to 1980 are assumed to contain asbestos unless proven otherwise by a certified building inspector. DEFINITIONS: (1) Surfacing Materials: These are defined as those materials that are sprayed -on, toweled -on or otherwise applied to surfaces including, but not limited to, lath and plaster, acoustical plaster on ceilings, paints, fireproofing materials on structural members or other materials on surfaces applied for decorative purposes. (2) Thermal System Insulation (TSI): These materials are defined as those applied to pipes, fillings, boilers, tanks, ducts or other structural components to prevent heat loss or gain. Tukwila, WA. 98168 RE: Structural Site Inspection Dear Mr. Bridge, SUMMARY: A site visit was performed on August 8, 2014 to review the existing structural condition of your west Tukwila area home that recently underwent extensive fire damage. Property records indicated the original 1320 sq.ft. home was first built in 1946. A substantial remodel/addition to the home was permitted in March 2013, and was also damaged in the fire. No existing blueprints of the home were available during the site visit. The focus of the structural inspection was to review the existing condition of the home's basement foundation and exterior wall framing, and note any structural deficiencies. August 12, 2014 Figure 1: Existing west side of home STRUCTURAL OBSERVATIONS & ANALYSIS: General observations of the home's structural construction are noted as follows: The original 1946 portion of the home appears to have been built using typical mid-century era wood framed residential construction methods. The main story exterior walls of the home was built with 2x4 studs spaced at 16-inches. The main floor was framed with 2x6 joists bearing on a 2x6 still plate along the perimeter concrete foundation. The majority of the home's foundation is a below grade basement wall measured at 5-1/2" thick and 7'-6" tall. Further discussion on each of the major structural support elements is noted below. WOOD FRAMING: The scope of the fire damage to the existing structure was extensive. Very limited portions of the bottom level of the new addition areas of the home appear to have been spared any fire damage, however for the general long term safety of the structure it should be completely torn down and rebuilt. The portions of the home that were permitted in 2013 showed clear signs of being designed by a structural engineer and appeared to be in general conformance with modern building codes. The original 1946 area of the home was built using lumber sizes that do not meet current code required guidelines and upgrades would be necessary for reconstructing these areas of the home. Examples of wood framing systems that are undersized include the following: - 2x4 exterior wall studs should be upgraded to 2x6 for current insulation energy efficiency requirements. - 2x6 floor framing joists are undersized and should be re -engineered for current design standards. - 2x6 exterior wall sill plate does not appear to be pressure -treated or have any anchor bolts embedded into the top of the basement wall to tie down the house to the foundation. Building code requires both. - The west side of the home has wood framing extending to only 4" above the surrounding grad f"WEIVE-13 long term decay hazard. Fig. 3 — Basement walUsill a �■ FOUNDATION / BASEMENT WALLS: The existing foundation below the original home consists of a 5-1/2" thick concrete basement wall and a shorter crawl space wall footing. The size and location of any steel reinforcing within the walls is not known, however the observation of several large structural cracks around the basement walls indicate that inadequate reinforcing was used. Cracks above existing wall openings demonstrate a lack of lintel beam reinforcing, while a large diagonal crack in the west basement wall is indicative of an under -reinforced soil stress bending fracture. SUMMARY OF STRUCTURAL DEFICIENCIES: The following construction materials or methods were found to be structurally deficient and must be upgraded in any future rebuild of the home: 1) Perform an engineering analysis/redesign of the entire home portions which are torn down and rebuilt. 2) Upgrade size of exterior wall studs to 2x6. 3) Upgrade size of main floor joists to larger depth per engineering analysis. 4) All wood in contact with concrete, such as sill plates, to be pressure treated. 5) Anchor bolts to be installed into top of concrete perimeter foundation walls at maximum 6-feet spacing. 6) Locate all wood framing a minimum of 6" above existing exterior soil grade. 7) Thickness of concrete basement walls is recommended to be minimum 6" or greater. 8) Steel reinforcing inside concrete basement walls to be engineered for code required strength capacities. 9) Concrete foundation wall footings to be located 12" minimum below grade to comply with frost depth. The registration provisions of this chapter do not apply to: 1. An authorized representative of the United States government, the state of Washington, or any incorporated city, town, county, township, irrigation district, reclamation district, or other municipal or political corporation or subdivision of this state; 2. Officers of a court when they are acting within the scope of their office; 3. Public utilities operating under the regulations of the utilities and transportation commission in construction, maintenance, or development work incidental to their own business; 4. Any construction, repair, or operation incidental to the discovering or producing of petroleum or gas, or the drilling, testing, abandoning, or other operation of any petroleum or gas well or any surface or underground mine or mineral deposit when performed by an owner or lessee; 5.
