Current Site Configuration: The Site's current configuration is as follows: Three sector site operating with technology including GSM in PCS band (1900 MHz), UNITS in PCS band (1900 MHz), UMTS in AWS band (2100 MHz), and LTE in AWS band (2100 MHz). Proposed Site Configuration: The Site's proposed upgrade is as follows: installation and operation of additional LTE technology, Long Term Evolution (LTE) in the 700 MHz band. Accomplished by the replacement of antenna TMBXX-6516-R2M with antenna SBNH-ID65C-V1. The proposed physical modifications will result in replacement of radio hardware and antennas at this site. Site Description: • Site Type and Height- Rooftop, elevation of 74.4' • Equipment Location- Adjacent to the antennas on the rooftop. • Other Antennas- This is a T-Mobile only site that does not host any other antennas. • Access- Access to the site is through the locked door of the penthouse that leads to the rooftop of the building. • Study Reference Location- This study examines the power density environment on the ground from ALL sources of RF radiation except the ones excluded in this analysis. The details on the excluded antenna types are mentioned in the introduction section of this document. • Existing Signage- There is a yellow RF caution sign placed at the interior of the penthouse door that leads to the rooftop. • RF Environment- Since the areas on the rooftop can only be accessed by the authorized persons, for purposes of evaluating compliance with FCC OET Bulletin 65, the areas was determined as controlled/occupational environment. The top of the cutoffs at the north-east and south-east part of the building could be accessed by the workers without a knowledge of RF radiators being present on the top of the building. Hence, these areas were determined as general public environments. The areas on the ground is accessible to general public and thus was determined as general public environment. It was also found that the power density levels on the cutoffs at north-east and south-east side of the building will be below the FCC's MPE limit for general public environments. Ground level exposure was calculated to be less than 5% of FCC MPE limit for general public environments. Conclusion and Recommendations: - The results of the analysis indicate that the power density levels in the areas near to alpha and gamma sectors at the rooftop might exceed FCC MPE limit with the proposed antenna plan. - The results of the analysis also indicate that the power density levels on the cutoffs of the building and the ground will be below FCC MPE limit for general public environments. - Centerline Solutions recommends placing yellow RF signs on the walls of the screen enclosures in alpha and gamma sectors. See Exhibit 3-1 for recommended signage placement locations. - By taking the above mentioned actions, this site will be in general compliance with FCC OET Bulletin 65. Centerline Solutions, Inc. The purpose of this analysis and report is to evaluate the cumulative power density levels of all antennas located on the rooftop and identify any areas of concern that require mitigation. This report also assesses the site's compliance with FCC OET Bulletin 65; "Guidelines for Human Exposure to Radio -frequency Electromagnetic Fields". As part of this analysis, the site was visited on 5/4/2015, to perform a complete field survey. The purpose of the survey was to verify antennas located on the rooftop and identify co -located wireless facilities. The power density simulation performed for this site utilized Roofviewe analysis software. All antennas were assigned an operating frequency and transmit power and were deemed to be operating at 100% of their rated output power. The microwave dish antennas located on the rooftop were not included in the analysis, as their beam -width is very narrow, and very little of their radiated energy is propagated to the ground below the rooftop. Similarly, the Yagi antennas were also excluded from the analysis because of the high directivity and narrower beam -width. The FCC guidelines for human exposure to RF electromagnetic fields incorporate two categories of limits; namely "Controlled" (a.k.a. Occupational) and "Uncontrolled" (a.k.a. General Public). The guidelines offer suggested methods for evaluating fixed RF transmitters to insure that the controlled and uncontrolled limits deemed safe by the FC for human exposure are not exceeded. OET Bulletin 65 recommended guidelines are intended to allow an applicant to "make a reasonably quick determination as to whether a proposed facility is in compliance with the limits." In addition, the guidelines offer alternate supplementary considerations and procedures such as field measurements and more detailed analysis that should be used for multiple emitter situations. Although its name suggests that the tool is only for use in evaluating emissions for roof top applications, it can also be used to evaluate ground level effects of tower facilities. RoofView@ allows the user to apply near field, far field, or a combination of near and far field computational methods as desired by the user. For this analysis, near field computations are used for areas within the near field, and far field computations are used beyond the near field. Specific break points are dynamic based on the aperture of the antenna being analyzed. The near field methodology is based on a cylindrical model that assumes the power into an antenna is distributed as a cylinder around the aperture of the antenna. Research by Richard Tell Associates, LCC. found that using such a model, along with corrections for height and antenna pattern, is very accurate, if not slightly conservative in estimating RF exposure. FCC Bulletin 65 recognizes the use of the cylindrical model for near field calculations.
