This permit shall become null and void if the work is not commenced within 180 days for the date of issuance, or if
the work is suspended or abandoned for a period of 180 days from the last inspection.
PERMIT CONDITIONS:
1: 'BUILDING PERMIT CONDITIONS'
2: Work shall be installed in accordance with the approved construction documents, and any changes made
during construction that are not in accordance with the approved construction documents shall be
resubmitted for approval.
3: All permits, inspection record card and approved construction documents shall be kept at the site of work
and shall be open to inspection by the Building Inspector until final inspection approval is granted.
4: All construction shall be done in conformance with the Washington State Building Code and the
Washington State Energy Code.
5: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap
the sanitary sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks,
wells, and other excavations. Final inspection approval will be determined by the building inspector based
on satisfactory completion of this requirement.
6: All electrical work shall be inspected and approved under a separate permit issued by the City of Tukwila
Permit Center.
7: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an
approval of, any violation of any of the provisions of the building code or of any other ordinances of the City
of Tukwila. Permits presuming to give authority to violate or cancel the provisions of the code or other
ordinances of the City of Tukwila shall not be valid. The issuance of a permit based on construction
documents and other data shall not prevent the Building Official from requiring the correction of errors in
the construction documents and other data.
11: Confirm the presence of a readily visible, labeled, accessible Emergency Power Off Switch for fire
department emergency shutdown use. Install the EPO switch if not already existing.
8: Contact The Tukwila Fire Prevention Bureau to witness all required inspections and tests. (City Ordinances
#2436 and #2437)
9: Any overlooked hazardous condition and/or violation of the adopted Fire or Building Codes does not imply
approval of such condition or violation.

Structural Review of Proposed Antenna and Equipment Installation
Per your request, we have reviewed the construction drawings prepared by your office for the proposed removal of
(2) existing panel antennas and the installation of (3) new panel antennas, (2) RRUs, and (6) diplexers attached to
new or existing antenna mounts on the wall of the existing penthouse. We have also reviewed a previous structural
mount analysis by our office (Job No. U1194-582-151, Dated: March 27, 2015) and previous as -built antenna mount
construction drawings prepared by PB Architects Seattle (Site Name: Southcenter Place; Dated June 14, 1998). In
addition, we have reviewed the site walk photographs provided to us by your office. Please be advised as follows:
Based upon our calculations and review of the documents noted above, we conclude that the antenna mounts, as
shown on the attached construction drawings, are adequate to support the loads associated with the proposed
antennas. Supporting calculations for the loading on the proposed equipment and an analysis of the antenna
mounts and their connection to the existing building are attached. The loading associated with the proposed
antennas and equipment is minor compared to the original loading on the existing structure and will not
significantly affect the existing structure.
The recommendations above are provided based upon calculations prepared by our office and information the client
provided. A representative from Vector has not visited the site. The analysis and conclusions described above are
based on the assumption that the structure was properly designed and constructed. Vector Structural Engineering
makes no claim as to the correctness of the original design or the current condition of the structure, which is
assumed to be in good condition, free of damage or deterioration. The contractor shall notify Vector immediately
should any damage, deterioration or discrepancies between the as -built condition of the existing structure and the
assume condition described in this report and on the construction drawings be found.

This letter is in reference to two wireless permits obtained by Centerline Solutions ("Centerline") on behalf
of T-Mobile West LLC ("T-Mobile"). Centerline applied for wireless telecommunication facilities permits
("Wireless Permits") to modify existing cell sites at South Center Place and Parkridge. A Type 11 Wireless
Telecommunications Facilities Permit was approved by the Department of Community Development (the
"Department") on January 21, 2016 under the project number L15-0059 for South Center Place. The corresponding
building permit number, D15-0308, was issued on May 26, 2016. A Type I Wireless Telecommunications Facilities
Permit was approved by the Department on November 22, 2016 under the project number L16-0053 for Parkridge.
The corresponding building permit number, D16-0251, was issued on April 17, 2017.
The Wireless Permits and the building permit for South Center Place contained a condition that an
emergency power off ("EPO") switch must be installed at the site. The Wireless Permit for Parkridge also indicated
that "an emergency power shut down switch is required for antennae system for fire department use in event of a
building fire." The initial interpretation of the requirement of an EPO switch by the Department and Tukwila Fire
Department (collectively, "Tukwila") was the ability to sever the local AC commercial power to prevent electrical
hazards in the event of a fire.
After completion of the modification to South Center Place, T-Mobile contractors scheduled an inspection
with the City of Tukwila to close D15-0308. When the Tukwila Fire Department inspected the site on October 24,
2016, the inspection failed because an EPO switch was not installed. At that time, the contractors and Centerline
learned that the Tukwila Fire Department requires the installation of a "readily visible, labeled, accessible" EPO
switch shutting down all power and communication at a cell site, and not solely AC commercial power, due to
concerns over emergency responder exposure to radiofrequency electromagnetic radiation ("RF Exposure").
The Federal Communications Commission ("FCC") established guidelines for RF exposure and published
OET Bulletin No. 65 ("OET-65") which provides guidance on evaluating compliance with FCC policies and
guidelines related to RF Exposure. The FCC's guidelines for RF exposure incorporate two tiers of limits, one for
general public exposure and one for situations usually involving workers, termed "occupational/controlled"
exposure. Antenna installations on building rooftops fall into the latter limit when members outside the general

public enter the rooftop space. T-Mobile regularly conducts testing and takes measurements to ensure compliance
with FCC guidelines as described in OET-65.
T-Mobile, along with other communications providers, play an essential role in the delivery of public safety
services, particularly 911 services, and that role is especially prominent during emergencies that lead to power
outages. 80 Fed. Reg. 62470. Pursuant to federal regulations promulgated by the FCC, certain communications
providers, such as T-Mobile, must reliably provide 911 callers the ability to connect to a Public Safety Answering
Point ("PSAP") or appropriate local emergency authority. 47 C.F.R. §20.18. Furthermore, providers of 911 services
must have the ability to provide the location of the caller. id. T-Mobile's South Center Place and Parkridge sites are
equipped with enhanced 911 capabilities. The reliability of this public safety service is dependent on the ability of
these sites to transmit and receive information from mobile devices at all times, including commercial power
outages. T-Mobile, being a covered 911 service provider, is required to "certify whether it ... provisions backup
power through fixed generators, portable generators, batteries [emphasis added], fuel cells, or a combination of
these or other such sources to maintain full -service functionality, including network monitoring capabilities, for at
least 24 hours at full office load...," 47 C.F.R. §12.4. T-Mobile has installed batteries at these sites to ensure its
compliance with federal regulations. Furthermore, providers of "facilities -based, fixed voice service" are required
to offer new voice subscribers the option to purchase standby backup power solutions. 47 C.F.R. § 12.5. Collectively,
these federal regulations underscore the importance of an uninterruptible power supply to ensure 911 services will
continue to operate during power outages.
Tukwila's requirement to install an EPO switch enables the Tukwila Fire Department, or any other person
having access to the EPO switch, to power down T-Mobile's equipment, including its antennas, thereby
compromising T-Mobile's ability to ensure delivery of reliable 911 services in emergencies, as required by federal
regulation. Additionally, a more immediate need exists to connect individuals to a PSAP during emergencies,
including building fires, and shutting down T-Mobile's equipment would undoubtedly impair T-Mobile's ability to
meet the need of the Tukwila community during such emergencies.
T-Mobile has reviewed the Tukwila Zoning Ordinance, Tukwila's Fire Code (adopted from the
International Fire Code), the Washington State Building Code, and the Washington State Energy Code, and T-
Mobile is unable to locate a section that requires an EPO switch be installed at wireless communication facilities.
Therefore, it does not appear that State or local law require the installation of an EPO switch for wireless
communications equipment.
It is T-Mobile's position that Tukwila's requirement to install an EPO switch in order to power down T-
Mobile's antennas and associated equipment during building fires is inconsistent with federal laws and regulations
governing covered 911 service providers. T-Mobile, as a covered 911 service provider, respectfully requests the
removal of this requirement from the Wireless Permits and/or building permits for the South Center Place and
Parkridge cell sites. The safety of the members of Tukwila's Fire Department and the public are important to T-
Mobile, as are T-Mobile's compliance with federal laws/regulations and its role in maintaining network reliability
and public safety communications. T-Mobile welcomes the opportunity to further discuss this requirement and its
prevalence on all Tukwila Wireless Permits and building permits for these facilities. T-Mobile appreciates the

SPECIAL INSPECTION
1. IF REQUIRED, SPECIAL INSPECTIONS SHALL BE PERFORMED BY AN INDEPENDENT SPECIAL
INSPECTOR.
2. THE SPECIAL INSPECTOR SHALL PROVIDE A COPY OF THEIR REPORT TO THE OWNER, ARCHITECT,
STRUCTURAL ENGINEER, CONTRACTOR, AND BUILDING OFFICIAL AS EACH TEST IS COMPLETED.
3. ANY MATERIAL WHICH FAILS TO MEET THE PROJECT SPECIFICATIONS SHALL IMMEDIATELY BE
BROUGHT TO THE ATTENTION OF THE ARCHITECT AND THE STRUCTURAL ENGINEER. SPECIAL
INSPECTION TESTING REQUIREMENTS APPLY EQUALLY TO ALL BIDDER DESIGNED COMPONENTS.
4. INSPECTION FOR PREFABRICATED CONSTRUCTION SHALL BE THE SAME AS FOR THE MATERIAL USED
IF THE CONSTRUCTION TOOK PLACE ON SITE. CONTINUOUS INSPECTION WILL NOT BE REQUIRED
DURING PREFABRICATION IF THE APPROVED AGENCY CERTIFIES THE CONSTRUCTION AND
FURNISHES EVIDENCE OF COMPLIANCE.
5. THE SPECIAL INSPECTOR SHALL SUBMIT A FINAL REPORT CERTIFYING THAT ALL WORK REQUIRING
SPECIAL INSPECTION WAS, TO THE BEST OF THE SPECIAL INSPECTOR'S KNOWLEDGE IN
CONFORMANCE WITH THE APPROVED PERMIT PLANS AND SPECIFICATIONS AND THE APPLICABLE
WORKMANSHIP PROVISIONS.

1. WHERE A CONSTRUCTION DETAIL IS NOT SHOWN OR NOTED, THE DETAIL SHALL BE THE SAME AS
FOR OTHER SIMILAR WORK.
2. NOTES AND DETAILS ON DRAWINGS SHALL TAKE PRECEDENCE OVER GENERAL NOTES.
3. NO PIPES, DUCTS, SLEEVES, CHASES, ETC., SHALL BE PLACED IN SLABS, BEAMS, OR WALLS UNLESS
SPECIFICALLY SHOWN OR NOTED, NOR SHALL ANY STRUCTURAL MEMBER BE CUT FOR PIPES,
DUCTS, ETC., UNLESS OTHERWISE NOTED. CONTRACTOR SHALL OBTAIN PRIOR APPROVAL FOR
INSTALLATION OF ANY ADDITIONAL PIPES, DUCTS, ETC.
4. CONTRACTOR AGREES THAT HE SHALL ASSUME SOLE AND COMPLETE RESPONSIBILITY FOR JOB
SITE CONDITIONS DURING THE COURSE OF CONSTRUCTION OF THIS PROJECT INCLUDING SAFETY
OF ALL PERSONS AND PROPERTY; THAT THIS REQUIREMENT SHALL APPLY CONTINUOUSLY AND
NOT BE LIMITED TO NORMAL WORKING HOURS; AND THAT THE CONTRACTOR SHALL DEFEND,
INDEMNIFY AND HOLD T-MOBILE AND THE ARCHITECT/ENGINEER HARMLESS FROM ANY AND ALL
LIABILITY, REAL OR ALLEGED, IN CONNECTION WITH THE PERFORMANCE OF WORK ON THIS
PROJECT, EXCEPTING FOR LIABILITY ARISING FROM THE SOLE NEGLIGENCE OF T-MOBILE OR THE
ARCHITECT/ENGINEER.
5. THE CONTRACT DRAWINGS AND SPECIFICATIONS REPRESENT THE FINISHED STRUCTURE. THEY DO
NOT INDICATE THE METHOD OF CONSTRUCTION. THE CONTRACTOR SHALL PROVIDE ALL MEASURES
NECESSARY TO PROTECT THE STRUCTURE, WORKERS, AND PEDESTRIANS DURING
CONSTRUCTION. SUCH MEASURES SHALL INCLUDE, BUT NOT BE LIMITED TO BRACING, SHORING
FOR LOADS DUE TO CONSTRUCTION EQUIPMENT, TEMPORARY STRUCTURES, AND PARTIALLY
COMPLETED WORK, ETC. OBSERVATION VISITS TO THE SITE BY THE ARCHITECT/ENGINEER SHALL
NOT INCLUDE INSPECTION OF SUCH ITEMS.
6. ASTM SPECIFICATIONS NOTED ON THE DRAWINGS SHALL BE OF THE LATEST REVISION.
7. CONSTRUCTION MATERIALS SHALL BE SPREAD OUT IF PLACED ON FRAMED FLOOR OR ROOF. LOAD
SHALL NOT EXCEED THE DESIGN LIVE LOAD PER SQUARE FOOT. PROVIDE ADEQUATE
SHORING/BRACING WHERE STRUCTURE HAS NOT ATTAINED DESIGN STRENGTH.
8. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO LOCATE ALL EXISTING UTILITIES
WHETHER SHOWN HEREON OR NOT AND TO PROTECT THEM FROM DAMAGE. THE CONTRACTOR
SHALL BEAR ALL EXPENSE OF REPAIR OR REPLACEMENT IN CONJUNCTION WITH THE PROSECUTION
OF THIS WORK.
9. DIMENSIONS SHALL TAKE PRECEDENCE OVER SCALES SHOWN ON DRAWINGS.
10. THESE NOTES SHALL BE CONSIDERED A PART OF THE WRITTEN SPECIFICATIONS.
11. ALL ITEMS REMOVED DURING CONSTRUCTION WORK (I.E., DRYWALL, PLYWOOD, CEILING PANELS,
ETC.) SHALL BE REPLACED TO MATCH EXISTING.
THE FOLLOWING REQUIREMENTS SHALL BE MET FOR SPECIAL INSPECTION:
A. THE SPECIAL INSPECTOR SHALL BE UNDER THE SUPERVISION OF A REGISTERED PROFESSIONAL
ENGINEER.
B. THE SPECIAL INSPECTOR SHALL FURNISH INSPECTION REPORTS TO THE ARCHITECT/ENGINEER,
AND OTHER DESIGNATED PERSONS. ALL DISCREPANCIES SHALL BE BROUGHT TO THE IMMEDIATE
ATTENTION OF THE CONTRACTOR FOR CORRECTION; THEN, IF UNCORRECTED, TO THE PROPER
DESIGN AUTHORITY AND THE BUILDING OFFICIAL.
C. THE SPECIAL INSPECTOR SHALL SUBMIT A FINAL REPORT SIGNED BY BOTH HE AND HIS
SUPERVISOR STATING WHETHER THE WORK REQUIRING SPECIAL INSPECTION WAS IN
CONFORMANCE WITH THE APPROVED PLANS AND SPECIFICATIONS AND THE APPLICABLE
WORKMANSHIP PROVISIONS OF THE CODE.
