Council President Bohrer called attention to an opinion from the
City Attorney on a question raised at the last meeting. It is
the Attorney's opinion that there is no problem, but issues can
always be challenged.

MOVED BY BAUCH, SECONDED BY DUFFIE, THAT COUNCIL MOVE ON TO THE

Issue #14, 19.08.030 Area and Background Area
MOVED BY BAUCH, SECONDED BY HILL, THAT COUNCIL MOVE ON TO THE
NEXT ISSUE AND KEEP THE LANGUAGE AS IT IS IN DRAFT FOUR. MOTION

Issue #16, 19.08.040 Billboard
Brad Collins explained that staff feels there may have been
significant change when the word "display" was changed to
"device." It was intended to be anything structural in nature.

AND COMPONENT PARTS" AFTER THE WORD "DEVICE" BE ADDED.*

Issue #21, 19.08.140 Portable Sign
Mr. Collins said staff has chosen not to regulate vehicle signs.
Stationary signs on wheels are not permitted. He recommended
adding "operating in the normal course of business" be added to
the end of 19.08.140, Portable Sign.

Issue #40, 19.24.010 Area Restrictions -Time Limit
Mr. Collins said that staff agrees with the comments from the
May 11, 1982 meeting. The Real Estate Governmental Affairs
Committee suggested that signs advertising open house and the
direction to residents for sale shall be limited to one sign on
the premise, three off premise signs; however, if a real estate
company has more than one house open for inspection in a single
subdivision, they shall be limited to four off premise open house
signs. Such signs are permitted only during daylight hours and
when the real estate company representative, seller or agent is
in attendance at the property for sale.
Mr. Collins said the important language is "the duration of those
signs be limited to when a representative is in attendance at the
property for sale." He recommended that this language be incor-
porated into 19.24.010.

RECOMMENDATION AND INCLUDE WORDING ON DURATION OF SIGNS. MOTION
CARRIED.
Issue #42, 19.08.170, 19.28.O10F, 19.32.020 Shared Directional
Signs
Mr. Collins said all of the concerns expressed at the public
meeting have been addressed.

THE REVIEW. MOTION CARRIED.

Mr. Collins said this item was corrected while dealing with
Issue #18.

REVIEW. MOTION CARRIED.
Issue #47, 19.08.090, 19.22.040, 19.32.070 Freestanding Signs
Mr. Collins noted that language changes have been made in 19.22.040.
He recommended, in 19.32.070, that the text end after the word sign
in the third line.
MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE SENTENCE END AFTER
THE WORD SIGN IN THE THIRD LINE OF 19.32.070. MOTION CARRIED.
19.08.090 Height
Council President Bohrer referred to 19.08.090; there are two items
here. Mr. Collins explained that first is "the lowest point of
the elevation of the ground between the top of the sign and a
point five feet distant from said sign." Second is "the lowest
point of elevation of the finished surface of the ground between
the top of the sign and the property, if it is less than five
feet distant from said sign."
Council President Bohrer said the word "boundary" is needed with
property Nos. "1" and "2" used to identify the separate items.

GESTED BY COUNCIL PRESIDENT BOHRER BE MADE IN 19.08.090. MOTION
CARRIED.
MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE SECTION NUMBER BE
ADDED IN EACH SUBSECTION (B) CONTAINING THE WORDS "ALL SIGNS IN
THIS SUBSECTION (Add number here) MUST BE APPROVED BY THE PLAN-
NING COMMISSION IN 19.32.080B THROUGH 19.32.130B. MOTION CARRIED.
Issue #54, 19.32.140B Office Buildings with Multiple Tenancies
Mr. Collins explained that the issue was to add language that
would permit tenants above ground floor, who have an exterior
entry, signing to help people locate their operation. A new
section 2 has been added to Draft #4 at the request of the

Council. If there is a single entry which all tenants use, there
would not be ground floor signs permitted. If there are exclusive
entries by any ground floor tenants, they would be allowed exterior
signs.
Ron Mikulski, from the Business Community, explained how they
would like to put signs on their building located on Interurban
Avenue. The building was constructed with exclusive outside
entries for security purposes. He said that if signs are only
allowed next to the entry it would be hard to identify their
office. They have an outside entry and they occupy the entire
second floor.
Mr. Collins said the intention was that the sign would stay in
scale with the ground floor exposed building face only.
MOVED BY VAN DUSEN, SECONDED BY PHELPS, THAT COUNCIL ACCEPT THE
PROPOSED LANGUAGE REVISION AS SUBMITTED.*
Council President Bohrer clarified that it is to:
(1) Substitute the word "ground" for "first" in line one,
paragraph 1.
(2) Substitute "the ground floor" for "a single" in paragraph 1,
line 3 and after "on the" in paragraph 2, line 2.
(3) Add new Section 2.
*MOTION CARRIED WITH BOHRER VOTING NO.

THE MISUNDERSTANDINGS IN DETAIL.*

Mr. Collins noted a typing error in subsection 19.32.060, 110
should be 130.

Council President Bohrer said that Council will consider bill-
boards at the next meeting and then, review Draft #5 on July
26. Council will also reconsider Policy Issue #53, Free
Standing Sign Setback /Height Reauirements at the next meeting.

THE WHOLE MEETING ADJOURN. MOTION CARRIED.
