The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Chairperson Carol Zuvela, and Commissioner Ron Johnston. Others in
attendance were Stephanie Brown, HR Director, Battalion Chief Marty Grisham, and Police
Chief Mike Villa.
Commissioner Dennis Sivak was not in attendance.
CALL TO ORDER
5:00 p.m. Chairperson Zuvela called the October meeting of the
Tukwila Civil Service Commission to order.
APPROVAL OF MINUTES
MOVED BY JOHNSTON, SECONDED BY ZUVELA,
THAT THE MINUTES OF THE TUKWILA CIVIL
SERVICE COMMISSION MEETING HELD
SEPTEMBER 13, 2011, BE APPROVED. MOTION
CARRIED.
GENERAL BUSINESS Commissioner Zuvela inquired about the decision on filling
the Civil Service Examiner position. Stephanie Brown, HR
Director reported that the meeting with the Mayor to
discuss the position has been rescheduled, and that the
status would be reported to the Commission at the
November 2011 meeting.
FIRE DEPARTMENT BUSINESS
Staffing Update Marty reported that there is still one person on disability
leave, and two personnel on Family Medical Leave. He
shared with the Commissioners that the new recruit started
on September 16, 2011 and is moving from his day shift
orientation to his assigned shift on suppression. He
commended the training division for doing an excellent job
and has prepared him well.

Marty reported that the Fire Captain Promotional tests are
scheduled for October 25 and 26. The closing date for
applications is October 6.
POLICE DEPARTMENT BUSINESS
Staffing Update Chief Villa reported that he had no updates to staffing. He
stated that a final offer was made to James Schwan who
was going to be sworn in before the City Council on
October 3. He reported there are three candidates in the
background process, and four new officers in training. He
also reported that Daryl Barnes the new Services Transport
Officer would also being sworn in before the City Council
on October 3. He added Commander Bruce Linton will be
on Military Leave October December for pre deployment
and will leave in January for an extended deployment.
Provisional Appointments/ Chief Villa briefed the commissioners about the status of
Temporary Assignments provisional appointments in his department. He explained
that the Assistant Police Chief is non -civil service and it is
his intention to restructure his Administrative staff down to
one Assistant Police Chief, and add two administrative
support positions. He explained that he does not want to
place someone permanently in the Assistant Police Chief
position due to the restructuring however, he is interested in
extending the appointment. He reported that Dennis
McOmber has been in the acting position for five (5)
months and he would like to extend his appointment
through the end of the year.

to approve the request for the extension for the Acting
Assistant Police Chief position through the end of 2011.
The Chief continued that Commander Bruce Linton is
scheduled to be deployed for 14 -15 months, and that he
wants to make a provisional appointment from the
Sergeants list for six months, then request an additional
extension for six months for continuity of operations. He
added that language on provisional appointments is
confusing and that it states "no provisional appointment
shall be continued for longer than six months unless the
Commission finds good cause for the extending the
appointment, and no one person appointed provisionally
shall again be appointed in the same year unless he or she is
qualified by competitive examination and is appointed in
the regular manner." The Chief pointed out that there is no
list for Commanders, and that a testing process has to be
developed. Commissioner Johnston stated that he does not
want the Chief to get stuck out on a limb given the way the
rules are written. He recommends that the provisional
appointment be extended to the end of the year, then in
2012 after six months, the provisional list would expire and
then a new list would need to be established.
The discussion continued of the possibility of appointing a
Sergeant from November through December, 2011 (one
month), then appointing a new Sergeant for six months, and
then request an additional six month extension to provide
the coverage needed until Bruce returns from Military
leave. Commissioner Zuvela stated her understanding of
the provision of the rules does provide that as long as the
Chief has good cause to ask for the extension that is all that
is needed for approval.
Chief Villa explained that he has two Sergeants interested
in becoming Commanders. He is going to interview them
and make a selection and will bring it back to the
Commission in November for the provisional appointment.
He added that this provisional Commander appointment
would work in Patrol.
Stephanie stated that the Commission could make revisions
to the language to better clarify the intent so that this
process is easier to administer in the future. She stated that
in the interim, she will work with Kim Gilman, HR Analyst
to bring some language forward for the Commission to
consider after the first of the year. The Commissioners
were in agreement to review the language.
Certification of Lateral Police
Officer Continuous Eligibility list Stephanie reported that there is one person to be certified
on the eligibility list for Lateral Police Officer, Patrick
George Hisa.
