Workplan Item Update Creative Consultancy (Southcenter District) — Artist Beth Gahan is under contract. Tracy Gallaway is serving as the project manager and has Community Engagement, Updates been setting up meetings with various staff from the Mayor's Office (Economic Development), DCD and PW to ensure that everyone has a good understanding of the project and will be doing their part to assist. The Artists in Residents have continued to provide a variety of community programs, events and art engagement opportunities. During the third quarter several community mural projects were launched: Two by the River AiR at Tukwila Community Center; One by the TIB AiR on International Blvd. 10-Minute Walk — Update The work noted in Q2 continues. Additionally, Tracy Gallaway is part of the National 10 MWG team which is working to host bi-monthly network calls with professionals across the country that are working on 10 MWG initiatives and interested in learning about successes, challenges and best practices. Afterschool Program Updates The Afterschool Program is running smoothly and operating at capacity, which is 100 kids, with at least one on the waitlist. Of the 100 kids, about 70% are participating via free or reduced fee. Senior Levy — 2019 Funding Contract The City did not receive HUB funding, but was notified we would be receiving a one-time $90,000 award. KC will be following up with contract details in Oct/Nov which will have parameters on implemention. Senior Levy — 2019 funding — Implementation Update Green Tukwila — Update Staff spent a considerable amount of 3Q time planning for 4Q quarter work parties and stewardship events. Stewardship work parties often occur during late fall and early spring when the ground is soft and well hydrated. Green Tukwila day was on 10/5/19 at Tukwila Park where 50 volunteers removed invasive ivy and planted native plants for several hours. Photos from the event can be viewed at the following url: https://flic.kr/s/aHsmHGmFUz Tukwila South Trail — Study Consultant Finished phase 2 of master plan for trail. Preliminary study done. Included initial design and addressing area of concerns and potential off shoots and trail connections with SeaTac and Kent. Fort Dent Parking Lot Overlay/Curbing — Update This project was completed in August. Foster Golf Links — Reclaimed Water Update Continuing to monitor test plot with regular meter reads and soil samples. Lake to Sound Trail — Construction Update The project is slightly behind schedule due to sensitive area wetland restorations in the Renton area. The Tukwila section trail base layer is completed and paving is scheduled for early October between the Green River Trail and Monster Rd. Landscape work will happen later in the project along the shoreline between the railroad and the existing trail. The Tukwila portion is scheduled to begin the asphalt phase Thursday 10/17/19. Planting along shore line will be in early spring 2020. PROS Plan — Community Engagement Strategy The State of the System Summary has been completed and is available on the city's website. Community Engagement is continuing; one methodolgy is the online survey which closed on 10/11 and is offered in four languages. Our consultant is actively working on identifying gaps in the current system and programs, summarizing those into a Key Findings Report, as well as looking at Levels of Service Standards and Cost Recovery. An update and facilitated discussion seeking Council input is schduled for the 10/28/19 CDN meeting. A total of six See You in the Park events were held throughout the summer (four during the 3rd Quarter). Music, art, and fun themes created excellent community gathering opportunities throughout Tukwila's parks. A total of approximately 1100 people attended during the 3rd quarter. The PROS Plan was able to utilize each of these events as part of the community engagement strategy. PROS Plan — Draft Plan Review The DRAFT PROS Plan Update is on schedule and will be coming to staff and Council for review in the 4th Qtr, likely in December. The plan is currently scheduled for adoption in early 2020. There will be a Community Priorities Workshop in mid November that will be reviewing the needs assessment and preliminary identified projects. Foster Golf Links — Green Fees Ordinance The green fees ordinance update is planned for the 4th Qtr. S. 146th Play Space — Lease, Acquisition, Design The property owner has chosen to go another route and is no longer interested in selling to the city. The grant application that was being pursued to fund this acquisition was repurposed to an "Equitable Access Feasibilty Study" that will focus on identifying key target properities that would help meet the need providing equitable access to quality parks for all Tukwila residents. Currently no new properties have come to surface; we are awaiting the completion of the PROS Plan Update to help provide guidance and free up staff time to work on this. Property Donations/Property Naming Staff are working through the process shortplat the parcel Mr. Raisbeck is desiring to donate to the city for a park in the Ryan Hill Neighborhood area. The City was awarded CFT Grant funds for the purchase of a parcel located in the Duwamish Neighborhood, along the Duwamsih River and Green River Trail. City staff are beginning the process with King County to enter into an agreement for the grant funds. This agreement, as well as a purchase and sales agreement, will be coming to the Council in the 4th Qtr, possibly into early 2020 for the acquisition of this site. The Park Commission just made a recommendation at their 10/9/19 Meeting last week to name the S. 128th St Parcel, "Cottonwood Corner." This will be coming to CDN in near future. This site was donated to the city in 2016, was included as one of the initial sites of the Green Tukwila Program, and has a very active stewardship group on site led by Heidi Watters (local resident who also serves on the Planning Commission).
