Background
In December of 2011, the Director approved a fagade update and site design improvements to create the new King County
Housing Authority office. Plans called for remodeling the fagade of a retail and warehouse building into an office and
warehouse space; site design including new parking, landscaping, outdoor picnic spaces and coordination of the site
design with the building on the parcel to the north that serves as administrative offices for the Housing Authority. The
applicant has proposed a series of changes to the approved plans. The quantity and scope of the changes results in a minor
modification to the approved design. This review ensures the requested changes comply with the design review criteria.
Request
The following changes to the exterior are subject to Design Review criteria:
1. Add four panels of artwork to the fagade of the building.
2. Change the exterior building color.
3. Reconfigure the parking lot to add parking stalls.
4. Irrigate the newly created landscape areas to the west of the train spur; areas east of the train spur are
landscaped with drought -tolerant plant species.
I. REVIEW CRITERIA
For the proposed modifications to the Director -approved design, the following criteria have been highlighted due to their
relationship to the proposed changes. Comments regarding the current submittal have been made as they relate to the
relevant criteria.
1. Add four panels of artwork to the building.
Building Design: (c) Building components such as windows, doors, eaves, and parapets should have good proportions
and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the
structure; (d) Colors should be harmonious, with bright or brilliant colors used only for accent. (e) Exterior lighting
should be part of the architectural concept. Fixtures, standards and all exposed accessories should be harmonious with
building design.
Discussion
The applicant wants to add four panels of artwork to the front of the building. There is no design review criterion
that specifically addresses art although the above criteria can be applied to the materials proposed. However, the

proposed artwork was submitted to the Tukwila Arts Commission for their review. The Art Commission
recommended moving forward with the art installation on the Housing Authority Building.
According to the application, the artwork will be constructed from resin and steel plate forms on a galvanized steel frame.
The materials are intended to be used in exterior applications in all weather conditions. The colors are chosen to
represent natural elements such as water, forest and mountains. The colors chosen to represent the buildings (gray and
burgundy) are muted and understated.
Condition: Revise Dll-340
o The building permit drawings should be revised to include the artwork on the building facade.
2. Propose a different color for the building exterior.
Building Design: (d) Colors should be harmonious, with bright or brilliant colors used only for accent.
Discussion
The applicant proposed changing the color of the main body of the building to a darker shade of neutral beige
than the lighter shade originally proposed. The new hue remains harmonious and is neither brilliant nor bright.
Condition: Revise Dll-340
o Revise or note on the building permit set the new paint color.
3. Reconfigure parking lot to add parking stalls and landscape islands.
Relationship of Structure to Site (b) Parking and service areas should be located, designed and screened to moderate
the visual impact of large paved areas.
Landscape and Site Treatment (b) Grades of walks, parking spaces, terraces and other paved areas should promote
safety and provide an inviting and stable appearance;
Relationship of structure and site to adjoining area. (d) Compatibility of vehicular pedestrian circulation patterns and
loading facilities in terms of safety, efficiency and convenience should be encouraged.
Discussion
The revision involves adding 14 parking spaces to the 700 building site and 3 spaces to the 600 building site. Some
landscaped areas are reconfigured or created and some standard stalls are reduced to compact size stalls. The 700
building will have a total of 134 stalls and the 600 building will have a total of 78 stalls. Parking stalls are added to the
paved area adjacent to the railroad tracks. These stalls break up an expanse of paving previously defined by the railroad
spur. Landscaping islands are included at the ends of all parking islands. Some of these islands are reduced in size from
the previously approved size and shape in order to create additional parking. These proposed parking stalls will channel
traffic to limited lanes of travel and define circulation patterns onsite.
The drive -aisle created along the railroad spur is too narrow to allow two-way traffic. Directional signage is needed in
this area to direct traffic one-way along the railroad spur.
Action on Dll-340
o Include the new site plan (C1.1a) dated 3/23/12 to replace the previously submitted site plan to the building
permit plan set.
Condition: Dll-340
o The four stalls created at the south-east corner of the building are accessible via a one-way aisle. Add signage
and directional arrows to direct traffic one-way along the train tracks to these parking stalls.

4. Irrigate the newly created landscape areas to the west of the train spur; areas east of the train spur are
landscaped with drought -tolerant plant species.
Landscape and Site Treatment (g) In areas where general planting will not prosper, other materials such as
fences, walls and pavings of wood, brick, stone or gravel may be used.
Discussion
Irrigation is not a design review criteria but the need for an irrigation plan was noted as a condition of the future building
permit in the design review staff report. However, the landscaping east of the railroad spur does not have access to
irrigation. The applicant is proposing a drought -tolerant plant palette in lieu of irrigation. Irrigation is necessary, even
with drought -tolerant plants, for the first 2-3 years until the plants are established.
Action on Dll-340
o Include the new landscape plan (Ll.l) dated 3/23/12 to replace the previously submitted landscape plan which
include the drought -tolerant plant species proposed.
Condition: Dll-340
o Hand -water all areas not served by automatic irrigation as needed until the plants are established. This will
include hand -watering for the first two to three years during dry spells and indefinitely whenever drought
conditions occur.
Conclusion
The conditions listed above and summarized below need to be incorporated into the King County Housing Authority
Building in keeping with the design criteria.
Staffs Recommendations
A revision to the building permit includes the new site plan (Cl.la) and landscape plan (L1.1) dated 3/22/12. The
building permit shall be revised further to meet the following conditions of approval:
Revise Dll-340 to show the following:
o The building permit drawings should be revised to include the artwork on the building fagade.
o Red -lines will be added to the building permit set to reflect the new paint color.
o The four stalls created at the south-east corner of the building are accessible only via a one-way aisle. Add
signage and directional arrows to direct traffic one-way along the train tracks to these parking stalls.
o Red -lines will note on the landscape plan sheet L1.3 that hand -watering will be done for the first 2-3 years
until the plants are established and as needed during drought conditions.
II. DECISION
SEPA Determination: The City SEPA Responsible Official has previously determined that this application
does not require a SEPA threshold determination because it is categorically exempt.
Decision on Substantive Permit: The City Community Development Director has determined that the
application for a Minor Modification to Administrative Design Review does comply with applicable City and
state code requirements and has approved that application, subject to any conditions which are set forth in the
Decision.
III. YOUR APPEAL RIGHTS
The Decision on this Permit Application is a Type 1 decision pursuant to Tukwila Municipal Code
§ 18.104.010. Other land use applications related to this project may still be pending.

One administrative appeal to the City Hearing Examiner of the Decision on the Permit itself is permitted. A
party who is not satisfied with the outcome of the Hearing Examiner appeal process may file an appeal in
King County Superior Court from the Hearing Examiner's decision.
IV. PROCEDURES AND TIME FOR APPEALING
In order to appeal the Community Development Director decision on the Permit Application, a written
notice of appeal must be filed with the Department of Community Development within 14 days of the
issuance of this Decision, that is, by April 12, 2012.
The requirements for such appeals are set forth in Tukwila Municipal Code ch. 18.116. All appeal
materials shall be submitted to the Department of Community Development. Appeal materials MUST
include:
1. The name of the appealing party.
2. The address and phone number of the appealing party; and if the appealing party is a corporation,
association or other group, the address and phone number of a contact person authorized to receive
notices on the appealing party's behalf.
A statement identifying the decision being appealed and the alleged errors in the decision.
4. The Notice of Appeal shall identify (a) the specific errors of fact or errors in application of the
law in the decision being appealed; (b) the harm suffered or anticipated by the appellant, and (c)
the relief sought. The scope of an appeal shall be limited to matters or issues raised in the Notice
of Appeal.
5. Appeal fee per the current fee schedule, additional hourly charges may apply. In addition all
hearing examiner costs will be passed through to the appellant.
V. APPEAL HEARINGS PROCESS
Any administrative appeal regarding the Permit shall be conducted as a closed record hearing before the
Hearing Examiner based on the information presented to the Community Development Director, who
made the original decision. No new evidence or testimony will be permitted during the appeal hearing.
Parties will be allowed to present oral argument based on the information presented to the Community
Development Director before their decision was issued. The Hearing Examiner's decision on the appeal is
the City's final decision.
Any party wishing to challenge the Hearing Examiner's decision on this application must file an appeal
pursuant to the procedures and time limitations set forth in RCW ch. 36.70C. If no appeal of the Hearing
Examiner's decision is properly filed in Superior Court within such time limit, the Decision on this permit
will be final.
VI. INSPECTION OF INFORMATION ON THE APPLICATION
Project materials including the application, any staff reports, and other studies related to the permits are
available for inspection at the Tukwila Department of Community Development, 6300 Southcenter Blvd.,

Dear Matt:
The following minor modifications are proposed to the parking layout for the King County Housing
Authority 700 Building Renovation project. The numbering below follows what is shown on the parking
modification plan, beginning at the front of the 700 Building and moving counter -clockwise.
I. One standard stall has been added adjacent to the entry island and the landscape planter and
entry walk has been modified to provide required parking lot landscaping.
2. At the SE corner of the 700 Building, an existing planter island is to be removed and one
compact stall and one standard stall are proposed. A new landscape planter island is proposed
to replace the existing one.
3. One standard stall is proposed, with the existing planter island reduced in size.
4. The existing driveway off of Minkler Blvd. is moved to the east approximately 9 feet. One
standard stall is added with a 6-foot wide planter island adjacent to it. The new driveway apron
will be 25 feet wide, consistent with the proposed driveway off of Andover Park West.
S. Two standard stalls are added in this area, with a 6-foot wide parking landscape area proposed
adjacent to the perimeter planting area. The nearest stall is 20 feet from the curb line of
Minkler Blvd.. This is similar to the parking relationship at the current entry to the 600 Building.
The typical back-up movement would be for cars to pull out of these stalls away from Minkler
and into the parking lot, allowing for a clear driveway.
6. Five new compact stalls are proposed in this area. New planter islands are proposed to clearly
define these stalls and the traffic patterns around them, and to provide required parking lot
landscaping.
7. An additional parking landscape island has been added to clearly define traffic patterns in this

As follow up to our recent discussion, KCHA is submitting for a permit revision on above referenced project
including:
- Parking Layout - See attached correspondence and drawings dated 3/14/12 from our consultant Triad
Associates adding a total of 14 spaces to 700 Building and 3 spaces to 000 Building. KCHA is seeking
additional parking spaces to serve clients and visitors to the campus. The proposed modifications also serve to
better define traffic flow in SE portion of the property.

Dear Oksana,
Thank you for attending this past Tuesday's Arts Commission meeting. I received you voicemail and thought I'd send a
quick email so you have everything in writing.
A quick clarification: The Arts Commission is not the governing authority when it comes to approving public art for the
City. The Arts Commission does advise and make recommendations on art to the City Council. Their comments can be
noted in permit applications or elsewhere that may be appropriate or required.
The following will be noted in the meeting minutes from the Tuesday, March 6, 2012 Arts Commission meeting:
"Cynthia Chesak made a motion to recommend moving forward with artwork at the new King County Housing Authority
Office Building in Tukwila as it was presented. Trisha Gilmore seconded the motion, all were in favor and the motion
carried."
Overall the Commission really liked the artwork, it was a great presentation!

Four Art Panels for the King County Housing Authority Office Building at 700 Andover Park West
The Tukwila Arts Commission met on Tuesday, March 6, 2012. Artist Lydia Aldredge and Oksana
Winstead from KCHA presented an art proposal for 4 art panels to be installed on 3 upper wall panels
and the top panel of the entry on the west -facing frontage of the new KCHA central office building at
700 Andover Park West. On March 9, Stephanie Gardner of the Arts Commission, in an email to Oksana
Winstead and Stacy MacGregor, wrote that the following would be included in the meeting minutes
from Tuesday, March 6:
"Cynthia Chesak made a motion to recommend moving forward with artwork at the new King County
Housing Authority Office Building in Tukwila as it was presented. Trisha Gilmore seconded the motion,
all were in favor and the motion carried."
Each of the 4 panels will be constructed on a framework grid of galvanized steel flat bar attached to two
galvanized steel channels anchored to the concrete building wall or the new frame wall section (of the
new entry). Water jet -cut recycled resin layers and laser -cut steel plate forms will be attached to the flat
bar framework with stainless steel nuts, bolts and neoprene washers. Materials to be used are designed
for exterior applications in all weather conditions and are durable. Panels will be designed to be installed
easily and will be easily removable for repairs if needed. Three of the 4 panels will be 15' long x 4' high.
The central panel above the entry will be 18' long x 4' high.
The colors will be a rust powder coat, a warm light gray powder coat, a black and burgundy powder
coat, an ice white resin, a pale blue resin, a pale green resin, an olive green powder coat and a cobalt
blue resin. The 4 panels will be backlit by LED strip lighting that will provide a nighttime glow through
the lens of the colored resin panels.
