This letter serves as a notice of decision and is issued pursuant to TMC 18.104.170 on the following project
and permit approval.
I. PROJECT INFORMATION

Project Description: Approval of a Type I Wireless Telecommunication Facilities Permit in
order to add 3 new LTE antennas on an existing transmission tower, add
a DCX converter inside an existing TE43 cabinet, add a 992 BBU within
an LTE 9412 backpack enclosure, and add a raycap surge suppressor
enclosure and excess cable enclosure mounted to a new H-frame located
within an existing fenced compound. Also, add (6) radio heads mounted
on a new H-frame located on an existing concrete slab and add a new
LTE GPS antenna to an existing ice bridge post.
Location: Parcel NO: 0423049130; vacant parcel used for utility transmission
towers. This tower is located just south of 10700 West Marginal Way
South.

H. DECISION
SEPA Determination: The City SEPA Responsible Official has previously determined that this application
does not require a SEPA threshold determination because it is categorically exempt.
Decision on Substantive Permit: The City Community Development Director has determined that the
application for a Type 1 Wireless Telecommunications Facility does comply with applicable City and state
code requirements and has approved that application without conditions.
III. YOUR APPEAL RIGHTS
The Decision on this Permit Application is a Type 1 decision pursuant to Tukwila Municipal Code
§ 18.104.010. Other land use applications related to this project may still be pending.
No administrative appeal of a DNS or an EIS is permitted. One administrative appeal to the City Hearing
Examiner of the Decision on the Permit itself is permitted. If an MDNS was issued, any person wishing to
challenge either the conditions which were imposed by the MDNS decision or the failure of the Department
to impose additional conditions in the MDNS must raise such issues as part of the appeal to the Hearing
Examiner.
A party who is not satisfied with the outcome of the Hearing Examiner appeal process may file an appeal in
King County Superior Court from the Hearing Examiner's decision.
IV. PROCEDURES AND TIME FOR APPEALING
In order to appeal the Community Development Director decision on the Permit Application, a written
notice of appeal must be filed with the Department of Community Development within 14 days of the
issuance of this Decision, that is by May 24, 2012.
The requirements for such appeals are set forth in Tukwila Municipal Code ch. 18.116. All appeal
materials shall be submitted to the Department of Community Development. Appeal materials MUST
include:
1. The name of the appealing party.
2. The address and phone number of the appealing party; and if the appealing party is a corporation,
association or other group, the address and phone number of a contact person authorized to receive
notices on the appealing parry's behalf.
3. A statement identifying the decision being appealed and the alleged errors in the decision, including
any specific challenge to an MDNS.
4. The Notice of Appeal shall identify (a) the specific errors of fact or errors in application of the law in
the decision being appealed; (b) the harm suffered or anticipated by the appellant, and (c) the relief
sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal.
5. Appeal fee of $541 plus retainer.

V. APPEAL HEARINGS PROCESS
Any administrative appeal regarding the Permit shall be conducted as a closed record hearing before the
Hearing Examiner based on the information presented to the Community Development Director, who
made the original decision. No new evidence or testimony will be permitted during the appeal hearing.
Parties will be allowed to present oral argument based on the information presented to the Community
Development Director before their decision was issued. The Hearing Examiner's decision on the appeal is
the City's final decision.
Any party wishing to challenge the Hearing Examiner's decision on this application must file an appeal
pursuant to the procedures and time limitations set forth in RCW ch. 36.70C. An appeal challenging a
DNS, an MDNS or an EIS may be included in such an appeal. If no appeal of the Hearing Examiner's
decision is properly filed in Superior Court within such time limit, the Decision on this permit will be
final. The City's decision to issue a DNS, an MDNS or an EIS is final for this permit and any other
pending permit applications for the development of the subject property.
VI. INSPECTION OF INFORMATION ON THE APPLICATION
Project materials including the application, any staff reports, and other studies related to the permits are
available for inspection at the Tukwila Department of Community Development, 6300 Southcenter Blvd.,
Suite 100,-Tukwila, Washington 98188 from Monday through Friday between 8:30 a.m. and 5:00 p.m. The

Property owners affected by this decision may request a change in valuation for their property tax purposes.

FINDINGS
Vicinity/Site Information
Project Description
The applicant is requesting approval of a Type I Wireless Telecommunication Facilities [WCF] Permit to
add equipment to an existing tower at a location south of 10700 West Marginal Way South. The project
includes adding 3 new LTE antennas on an existing transmission tower, adding a DCX converter inside
an existing TE43 cabinet, adding a 992 BBU within an LTE 9412 backpack enclosure, and adding a
raycap surge suppressor enclosure and excess cable enclosure mounted to a new H-frame located within
an existing fenced compound. Also, adding (6) radio heads mounted on a new H-frame located on an
existing concrete slab and adding a new LTE GPS antenna to an existing ice bridge post. The existing
electrical utility tower is 157 feet high with the AT&T antennas to be mounted at 85 feet adjacent to
existing AT&T antennas; additionally antenna currently mounted at 135 feet high will be removed by
Seattle City Light in the future.
ExistingDevelopment
This site is part of the Seattle City Light utility route. In addition to the tower, the site contains the
Association's building and a few outbuildings.
Surrounding Land Uses
The property and the surrounding parcels are zoned MIC/H.
BACKGROUND
In 2006, the City adopted a Wireless Facilities Chapter (TMC 18.71) to the Zoning Code. The chapter
provides specific location and design requirements for the placement of WCF within the City of Tukwila.
The WCF being.modified was originally approved by the City in 2000 (L98-0018) through a conditional
use permit.
Location Selection
Tukwila Municipal Code (TMC) provides a hierarchy of appropriate locations within the City. Generally,
co -locations and utilizing existing structures are favored over the development of new standalone WCF
within the City.

CONCLUSIONS
1. The proposed modifications to the existing antenna will not significantly alter the conditions that
currently exist. The height of the tower will not change.
2. As demonstrated in Table B, the project meets all applicable development standards.
3. The proposed modifications will not alter the surrounding land uses in terms of traffic and
pedestrian circulation, building or site design.
4. The proposed project is in keeping with the goals and policies of the Comprehensive Land Use
Policy Plan.
RECOMMENDATIONS
The recommendation to the Director of Community Development is to approve this application for a
Type I Wireless Telecommunication Facility permit as applied for by RYKA Consulting for AT&T
without conditions.

site map, architectural elevations, method of attachment, proposed screening, location of
proposed antennas, and all other information which accurately depicts the proposed project.
Minimum size is 8.5" by 11". Plans shall be no greater than 24" x 36".
4. Application Fee: See Land Use Fee Schedule.
5. Completed and notarized Affidavit of Ownership and Hold Harmless Permission to Enter
Property (1 copy attached).
6. SEPA Environmental Checklist. SEPA is not required when the facility:
i) Is a microcell and is to be attached to an exiting structure that is not a residence or school
and does not contain a residence or a school;
Includes personal wireless antennas, other than a microcell, and is to be attached to an
existing structure (that may be an existing tower) that is not a residence or school and does
not contain a residence or school, and the existing structure to which it is to be attached is

communication facility cannot be located within a commercial or industrial zone.

20. Evidence of compliance with Federal Aviation Administration (FAA) standards for height
and lighting and certificates of compliance from all affected agencies.
21. Evidence that the tower has been designed to meet the minimum structural standards for
wireless communication facilities for a minimum of three providers of voice, video or data
transmission services, including the applicant, and including a description of the number and
types of antennas the tower can accommodate.

Applicant Responses to General Requirements for All Wireless Communication Facilities.
1. Noise — Any facility that requires a generator or other device which will create noise must
demonstrate compliance with TMC Chapter 8.22, "Noise ". A noise report, prepared by an acoustical
engineer, shall be submitted with any application to construct and operate a wireless communication
facility that will have a generator or similar device. The City may require that the report be reviewed by a
third party expert at the expense of the applicant.
Applicant Response: A generator or other noise producing device is not required as part of this
application.
2. Business license requirement — Any person, corporation or entity that operates a wireless
communication facility within the City shall have a valid business license issued annually by the City. Any
person, corporation or other business entity which owns a tower also is required to obtain a business
license on an annual basis.
Applicant Response: Applicant understands and will comply.
3. Signage — Only safety signs or those mandated by other government entities may be located on wireless
communication facilities. No other types of signs are permitted on wireless communication facilities.
Applicant Response: This application is for the modification of an existing wireless facility, and
therefore no additional signage is proposed. All existing signage meets the above development standards.
4. Parking — Any application must demonstrate that there is sufficient space for temporary parking for
regular maintenance of the proposed facility.
Applicant Response: This application is for the modification of an existing wireless facility, and
therefore no additional parking is required. Existing parking is available.
S. Finish — A tower shall either maintain a galvanized steel finish or, subject to any applicable standards
of the FAA or FCC, be painted a neutral color so as to reduce its visual obtrusiveness,

6. Design — The design of all buildings and ancillary structures shall use materials, colors, textures,
screening and landscaping that will blend the tower facilities with the natural setting and built
environment.
Applicant Response: This application is for the modification of an existing wireless facility, and
therefore no additional buildings or ancillary structures are proposed. The existing ground equipment is
enclosed within a fence, which utilizes sight -obscuring slats.
7. Color — All antennas and ancillary facilities located on buildings or structures other than towers shall
be of a neutral color that is identical to or closely compatible with the color of the supporting structure so
as to make the antenna and ancillary facilities as visually unobtrusive as possible.

8. Lighting — Towers shall not be artificially lighted unless required by the FAA, FCC or other applicable
authority. Zf lighting is required, the reviewing authority shall review the lighting alternatives and
approve the design that would cause the least disturbance to the surrounding areas. No strobe lighting of
any type is permitted on any tower.
Applicant Response: This application is for the modification of an existing wireless facility. Existing
tower does not have artificial lighting, and new lighting is not proposed.
9. Advertising — No advertising is permitted at wireless communication facility sites or on any ancillary
structure or facilities equipment compound.
Applicant Response: Applicant is not proposing to install advertising. Existing site conditions meet this
standard.
IL Equipment Enclosure — Each applicant shall be limited to an equipment enclosure of 360 square feet
at each site. However, this restriction shall not apply to enclosures located within an existing
commercial, industrial, residential or institutional building.
Applicant Response: The existing equipment concrete pad is 256sq/ft., which meets this standard. The
entire equipment compound is located within the footprint of the Seattle City Light SST Utility Tower,
and screened with sight obscuring slats.
Specific Design Standards Based on Type of Facility
18.58.080 Electrical Transmission Tower Co -Location -Specific Development Standards.
The following requirements shall apply:
1. Height — There is no height requirement for antennas that are located on electrical transmission
towers.
Applicant Response: This application is for the modification of an existing wireless facility, and an
increase in facility height is not proposed.
2. Antenna aesthetics — There are no restrictions on the type of antennas located on the electrical
transmission tower. The antennas must be painted to match the color of the electrical transmission tower.
Applicant Response: All proposed antennas will be painted to match the existing tower.
3. Antenna intensity — There is no limit on the number of antennas that may be located on an electrical
transmission tower ,structure.
Applicant Response: Applicant understands.
4. Feed lines and coaxial cables — shall be attached to one of the legs of the electrical transmission tower.
The feed lines and cables must be painted to match the color of the electrical transmission tower.

Applicant Response: All existing and proposed feed lines (coax) are attached to the East tower leg. All
existing and proposed feed lines will be painted to match the transmission tower.
5. Cabinet equipment — Cabinet equipment shall be located directly under the electrical transmission
tower where the antennas are located or a concealed location. The wireless communication equipment
compound shall be fenced; the fence shall have a minimum height of 6 feet and a maximum height of 8
feet. The fence shall include slats, wood panels, or other materials to screen the equipment from view.
Barbed wire may be used in a utility right-qf-way that is not zoned residential.
Applicant Response: All existing and proposed equipment cabinets will be located within the footprint
of the existing transmission tower. The 6' fence utilizes sight -obscuring slats. The existing fence and
equipment pad will. not be altered as part of this proposal. An additional cabinet will be installed on the
existing concrete pad.
6. Setbacks — Since the facility will be located on an existing electrical transmission tower, setbacks shall
not apply.

GENERAL GROUNDING NOTES
1. ALL DETAILS ARE SHOWN IN GENERAL TERMS. ACTUAL INSTALLATION AND
CONSTRUCTION MAY VARY DUE TO SITE SPECIFIC CONDITIONS.
2. GROUND ALL ANTENNA BASES, FRAMES, CABLE RUNS, AND OTHER METALLIC
COMPONENTS USING GROUND WIRES AND CONNECT TO SURFACE MOUNTED
BUSS BARS. FOLLOW ANTENNA AND BTS MANUFACTURERS PRACTICES FOR
GROUNDING REQUIREMENTS. GROUND COAX SHIELD AT BOTH ENDS AND EXIT
FROM TOWER OR POLE USING MFR'S PRACTICES.
3. ALL GROUND CONNECTIONS SHALL BE CADWELD. ALL WIRES SHALL BE
COPPER THHN/THWN. ALL GROUND WIRE SHALL BE GREEN INSULATED WIRE
ABOVE GROUND.
4. CONTRACTOR TO VERIFY AND TEST GROUND TO SOURCE. GROUNDING AND
OTHER OPERATIONAL TESTING WILL BE WITNESSED BY AT&T WIRELESS, LLC.
REPRESENTATIVE.
5. REFER TO DIVISION 16 GENERAL ELECTRIC; GENERAL ELECTRICAL PROVISION
AND COMPLY WITH ALL REQUIREMENTS OF GROUNDING STANDARDS.

ELECTRICAL CONTRACTOR SHALL ORDER GROUND RESISTANCE TESTING ONCE
THE GROUND SYSTEM HAS BEEN INSTALLED; A QUALIFIED INDIVIDUAL, UTILIZING
THE FALL OF POTENTIAL METHOD, SHOULD PERFORM THE TEST. THE REPORT
WILL SHOW THE LOCATION OF THE TEST AND CONTAIN NO LESS THAN 9 TEST
POINTS ALONG THE TESTING LINE, GRAPHED OUT TO SHOW THE PLATEAU.
2 POINT GROUND TEST OR 3 POINT 62% TESTS WILL NOT BE ACCEPTED AS
ALTERNATIVES TO THE AFORE MENTIONED GROUND TESTS. TEST SHALL BE
PERFORMED WHILE THE COUNTERPOISE IS ISOLATED FROM THE A/C SYSTEM
GRIDS AND EXISTING COMMUNICATIONS FACILITY.
