In 2011, the applicant applied for a minor modification to design review to remodel the exterior fagade of the existing Applebee's restaurant on a pad site at this location. This application represents changes to the entrance of the building and ensures the requested changes comply with the BAR review criteria. Request The following changes to the exterior are subject to BAR Design Review criteria: A. Remove some existing stone work to accommodate new storefront doors. Review Criteria Tukwila Municipal Code 18.60.050 Design Review Criteria is divided into five sections. For the proposed modifications to the design, the following criteria have been highlighted due to their relationship to the proposed changes. Comments regarding the current submittal have been made as they relate to the relevant criteria. 1. Relationship of Structure to Site. No changes are proposed. 2. Relationship of Structure and Site to adjoining area. No changes are proposed. Landscaping and Site Treatment No changes are proposed. 4. Building Design (a) Architectural style is not restricted; evaluation of a project should be based on quality of its design and relationship to its surroundings; (b) Buildings should be to appropriate scale and in harmony with permanent neighboring developments; (c) Building components such as windows, doors, eaves, and parapets should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the structure; (d) Colors should be harmonious, with bright or brilliant colors used only for accent. (e) Mechanical equipment or other utility hardware on roof, ground or buildings should be screened from view. 69 Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design; (g) Monotony of design in single or multiple building projects should be avoided. Variant of detail, form and siting should be used to provide visual interest. A. —A set of new storefront doors will be installed. Some of the surrounding stone on the exterior and masonry on the interior will be removed to accommodate the new doors. The applicant is proposing to install a new main entrance door. The storefront doors installed in 2011 open into the surrounding stonework damaging both the doors and the stone. The current design consists of a single entrance door and a sidelight separated by a stone -faced pier. The applicant is proposing to remove the stone pier that separates the door from the sidelight and install a new storefront system in its place. The style and color of the door remain the same. The update is proposed on the doors installed on both the west and south facing elevations. Figure 1: Current condition shows center stone pier to be removed. Discussion Figure 2: Proposed condition with new storefront. The current design is causing damage to both the door and the stonework when the door is fully opened. Reworking the front entrances is necessary to prevent further damage to the doors and stone. The doors, with divided sidelights and painted Urbane Bronze, are the same style and color as the existing door. Conclusion The proposed revision to the design of the Applebee's restaurant is considered a minor modification as permitted under TMC 18.60.030(E). Staffs Recommendations Approve the application for minor modification to the design review approval of the Parkway Supercenter shopping center (L97-0063). Appeal Process This decision is a Type 1 decision that may be appealed to the City's Hearing Examiner. The Permit Application Types and Procedures chapter of the City's Zoning Code, Classification of Project Permit Applications section (18104.010(B), outlines the authorization and process for appeal. As per the drawings dated August 24, 2012, the main storefront doors will be removed. Some of the surrounding stone will be removed to accommodate the new doors. A portion of the existing masonry will be removed from the interior of the entrance tower, and the exiting entry floor tile will be extended to the door threshold; following which the new doors will be installed. The proposed modifications maintain the original approved plan's intent of harmony and good proportion, while enhancing the appeal and usability of the current entrance to the restaurant.
