City of Tukwila Allan Ekberg, Mayor INFORMATIONAL MEMORANDUM TO: Public Safety Committee FROM: Bruce Linton, Chief of Police CC: Mayor Ekberg DATE: November 13t'', 2019 SUBJECT: Replacement Boat Motor ISSUE Pursuant to TMC 3.32.040, the Police Department is seeking Committee approval to purchase a replacement back-up "kicker" motor for the Police Department's boat in the amount of $6,960.80. BACKGROUND The Police Department utilizes their watercraft to conduct operations on the Duwamish River, Puget Sound, and other nearby waterways. The kicker acts as a secondary engine to be used to return teams to safety in the event that the primary engine fails. Because the jet-propelled primary engine takes in leaves and kelp when operated at slow (non -plane) speeds, the kicker is used when these potentially engine -choking elements are present and low, non -wake, speeds are required. DISCUSSION The 9.9hp kicker motor currently mounted on the Police Department's boat lacks the power necessary to propel the boat and required crew and equipment up the Duwamish River, especially when tides are ebbing. The proposed replacement is a 25hp outboard motor with adequate propulsion to reliably return the boat and crew to safety in the event of a primary engine failure and to be used when detritus is present and non -emergency speeds are required. FINANCIAL IMPACT Final cost to purchase the product is $6,960.80 and will be absorbed into the Police Department's existing General Fund budget. RECOMMENDATION The Committee is being asked to approve this purchase. ATTACHMENTS None. 2 City of Tukwila Allan Ekberg, Mayor INFORMATIONAL MEMORANDUM TO: Public Safety Committee FROM: Bruce Linton, Chief of Police CC: Mayor Ekberg DATE: November 13', 2019 SUBJECT: PortaCount Respirator Fit Tester ISSUE Pursuant to TMC 3.32.040, the Police Department is seeking Committee approval to purchase a Portacount Respirator Fit Tester for the price of $19,690. BACKGROUND Our Police Officers, Detectives, SWAT operators, and VCDU members face numerous airborne threats, not the least of which is the escalating risk of fentanyl exposure. Each of our employees that face these risks is issued a close -fitting respirator and is trained in its use. However, for these respirators to adequately protect our employees, the fit of each respirator to each of our employees needs to be thoroughly and periodically tested. DISCUSSION To protect our employees and to comply with OSHA's 1910.134 (explained below), the Police Department seeks approval to purchase a quantitative respirator fit tester. The PortaCount 8048 is a fit testing kit that will allows trained employees to test all who have been issued respirators. Tukwila Police Department's policy #705.6.5 and WAC 296-842-15005 stipulate that no member of the TPD shall be issued a respiratory PPE until a proper fit testing has been completed and that additional fit testing shall be repeated at least once every 12 months. OSHA 1910.134 states that "A respirator shall be provided to each employee when such equipment is necessary to protect the health of such employee...The employer shall be responsible for the establishment and maintenance of a respiratory protection program, which shall include the requirements outlined in paragraph (c) of this section." 1910.134(c)(1)(iii) goes on to say that employers must include in the respirator program "fit testing procedures for tight- fitting respirators". FINANCIAL IMPACT Final cost to purchase the product is $19,690 and will be absorbed into the Police Department's Seizure Fund budget. RECOMMENDATION The Committee is being asked to approve this purchase. ATTACHMENTS None. 3 11 City of Tukwila Allan Ekberg, Mayor INFORMATIONAL MEMORANDUM TO: Public Safety Committee FROM: Bruce Linton, Chief of Police CC: Mayor Ekberg DATE: November 13', 2019 SUBJECT: Oculus NxtGen Purchase ISSUE Pursuant to TMC 3.32.040, the Police Department is seeking Committee approval to purchase an Oculus NxtGen Kit for the price of $12,124. BACKGROUND Tukwila's Anti -Crime Team (TAC) is the investigatory lead on all cases that involve narcotics, prostitution, human -trafficking, and other vice -related crimes. To build these criminal cases, we ask our TAC detectives to work in plain -clothes, often undercover, and with confidential informants. The work we ask of these detectives is inherently dangerous and the Police Department is continuously pursuing ways to make their jobs safer while building the most robust cases possible against some of society's worst kinds of offenders. DISCUSSION The Oculus NxtGen is a wearable covert camera system that provides high -definition stereo audio and video in real-time. It is highly concealable and nearly undetectable as it can be sewn into undercover officers' and assets' clothing, disguised as a button on a shirt, or placed discretely in a room. The secure audio/video that this device provides can be monitored remotely in real time via a WiFi signal, providing all involved with critical information. This information will be used not only as evidence, but also to increase the safety of the undercover officers, assets, and suspects. Our current system uses small, frequently "laggy" WiFi cameras that cannot be worn and must be hidden somewhere in a room. Because these cameras are stationary and must be placed out of view, it is likely that portions of conversations and interactions aren't captured or observed. The latency in the transmission means safety and arrest teams sometimes miss pieces of information that are critical to the case and to the safety of all involved. FINANCIAL IMPACT Final cost to purchase the product is $12,124 and will be funded through the use of existing Seizure Funds. RECOMMENDATION The Committee is being asked to approve this purchase. Same for case reports, which are running slightly lower overall but not significantly lower on a daily basis. One current crime of interest is auto theft, which is still lower than average, but two specific suspects have been identified as possibly being active right now. Both have a long history in Tukwila and are out of jail at the moment. Work will continue on this topic. Residential burglaries are much lower than last year, and we are looking into whether the decrease is due to a change in coding types (trespass vs. burglary) or other issues. TuKwi�L FI�R�E EmergencyManagement Emergency Management Academy: Battalion Chief Jason Konieczka successfully completed the FEMA Basic Emergency Management Academy in October, which consisted of five classes and over 112 hours of training.( LI-W This is over half of the required hours needed to become a Certified Emergency Manager. The Tukwila EOC was used to host one of the classes in October, which 22 students attended. Executive Leadership Academy: Jason Konieczka and Dawn Judkins are both currently enrolled in the program, which is a joint effort between the King County Fire Chiefs, Seattle Fire, and University of Washington Foster Business School. They have attended two sessions so far and have met with multiple Fire Chiefs in the region to help establish their team's charter as well as get input on the project they were assigned. The project revolves around the RCW that measures a department's performance measures and being able to explain them to elected officials to build trust and help obtain the resources they need. Grant Status: The federal grant for Pre -disaster Mitigation has been selected to move on to the next step for the seismic retrofit of Station 54. The full application will be submitted by early December and the awarded projects will be determined in 2020. Once again, this is for a four -million -dollar grant matched at 75% (we pay one million and the grant pays three million). Plans: The Hazard Mitigation Plan Annex was completed and submitted to King County. There were only two revisions requested by the reviewer. The revisions were made, and the Annex was accepted a full two months before it was due. Social Media: Battalion Chief Konieczka has attending two PIO (public information officer) classes from FEMA and has been eiV continuing to post significant calls as well as PR events on Twitter, Facebook, and Instagram. There has also been a committee that has been developing a Zone 3 PIO program to have 24/7 coverage throughout the Zone with a rotation established to share the duties. Chair Robertson has requested discussion at the November 18 meeting to look at examples from previous reports as well as information available on Community Crime Map.
