M I N U T E S
Mayor Van Dusen led the Pledge of Allegiance and called the
Regular Meeting of the Tukwila City Council to order.

Mayor Van Dusen said he has heard that the American Legion is de-
clining the offer to use the Old Police Department Building. He
asked if Council wanted to take any action.
MOVED BY HILL, SECONDED BY DUFFIE, THAT THIS ITEM BE PLACED IN
THE COMMUNITY AFFAIRS COMMITTEE. MOTION CARRIED.
Mayor Van Dusen reported that he felt there were some problems
with the new Sign Ordinance so he chose not to sign it. After
10 days it becomes law without his signature. He feels there
is still a problem with non conforming signs; too many signs,
sign clutter and size and number of signs. However, the new
ordinance is better than the old one.

He asked Council if they want the City to renew membership in
the Association of Small Cities. Council agreed that they
haven't received a great deal of information from them and should
drop the membership.
Fall Cleanup is scheduled for mid November. There will be dump
sters on the Library site and the lot at 54th and Slade Way.
Mayor Van Dusen presented employee service pins to Bob McQueen,
Police Sergeant, for 15 years of service with Tukwila and to Pat
Lowery, Police Chief for 5 years of duty.
Staff Don Williams, Recreation Director, reported that the Joint King
County /Tukwila Project to develop the Upper Foster Youth Athletic
Field has been set aside until next year. The low bidder was
offered the job and now refuses to sign the contract and the re-
maining bids are all over the allotted funds.
Southgate Mayor Van Dusen requested that Council allow time to discuss the
Annexation proposed Southgate Annexation.
MOVED BY HARRIS, SECONDED BY PHELPS, THAT COUNCIL CONSIDER THIS
AS ITEM 8B. MOTION CARRIED.

Revenue Sharing Mayor Van Dusen declared the Public Hearing open on the use of
Funds $84,301 in 1983 Revenue Sharing Funds. There were no suggestions
from the audience.
NEW BUSINESS
Claim for
Damages-
Michael Lucey
Councilman Morgan mentioned two issues that are problems in the
South King County area. (1) Emergency housing is needed because
of evictions or inability to pay rent. (2) Domestic violence
issues are on the upswing because of the poor economy. She said
both of these projects are worthy of support.
Mayor Van Dusen declared the Public Hearing closed.
MOVED BY BOHRER, SECONDED BY HILL, THAT THIS CLAIM BE DENIED.*
Council President Bohrer noted that the police report shows that
Mr. Lucey was properly cited and was asked to remove the vehicle
within 24 hours. The police office attempted to contact him, in
accordance with a note left on the windshield, before having the
vehicle towed away. The City did more than was required here.
Councilman Bauch said he felt the City was a little hasty. The
time could have been extended since Mr. Lucey contacted the police
department. The City should pay the claim.
Councilman Duffie said the City was right. Mr. Lucey failed to
move his vehicle after he was cited.
Councilman Harris sais she agrees with Mr. Bauch. Mr. Lucey made
an attempt so an extra few hours could have been allowed him.
The City was a little hasty.
Councilman Hill noted the vehicle had been parked on the street
for five hours prior to being cited.
Councilman Morgan said she felt a good faith effort was made.
In the future police clerks should be instructed to say only
what the law states. She agreed with Mr. Bauch and Mrs. Harris.
Councilman Phelps said the City was technically correct. If we
don't deny the claim this time, we are setting a precedent.
*MOTION CARRIED WITH HARRIS, BAUCH, MORGAN VOTING NO.
Southgate Mayor Van Dusen explained that the original annexation of the
Annexation Southgate site included the school property and three single
family houses. The Masonic Temple requested that their property
be added to the annexation. The original agreement with the
School Board was that it would be limited to the original pro-
posal. Now, the School Board does not want the petition for
annexation to include the Masonic Temple site so they will not
sign it. He said he met with the Temple Board and they have
agreed to have their name withdrawn from the petition. They
would like to come in to Tukwila on a separate annexation.

BAL REQUEST TO DELAY THE ANNEXATION OF THE MASONIC TEMPLE UNTIL
AFTER THE SOUTHGATE ANNEXATION IS COMPLETE.*
MOVED BY BOHRER, SECONDED BY DUFFIE, THAT THIS BE CONTINGENT UPON
RECEIPT OF A LETTER FROM THE MASONIC TEMPLE. MOTION CARRIED WITH
BAUCH VOTING NO.
*MOTION CARRIED.
