After the Regular Meeting adjourned, Council President Bohrer
called the Committee of the Whole Meeting to order with all
Council Members present.
Don Williams, Recreation Director, distributed memo dated
September 27, 1982. It furnished Council with additional in-
formation they had requested on:
1. Private grounds maintenance costs.
2. P.G.A. Golf Pro salaries.
3. Golf Management, Inc. proposal.

Mayor Van Dusen said the City should not get involved with the
operation of the Pro Shop, Restaurant and the front end of the
operation. After discussions with the Public Works Director,
he would like to see the City involved in the building and grounds
maintenance. If we hire the proper Building Maintenance employee,
we will have the expertise and proper supervision. We do not
need to hire a full staff; just use the resources we have. There
are a number of options the City has to the future operation.
Byron Sneva, Public Works Director, agreed that the City has a
lot of resources to draw from that apply to operations of the
Golf Course and believes it warrants considerable consideration.
Councilman Morgan said she is in favor of contracting because
history shows that hiring personnel costs more than contracting
with experts. She has not seen any long range plan for maintenance
of the facility and would hesitate to hire more personnel for
short range maintenance. It is complicated to care for a golf
course well. It is technical and she would not want to put the
City in that kind of business. If we are going into it, look at
it as a long range goal. The contract for lease of the golf course
should contain some tight language providing for accounting and
auditing by someone from City Hall. If we go to bid for a con-
tractor, we would hope there is a large field to draw from. The
City needs greater control.
Mayor Van Dusen said the responsibility for the building is the
City's. If the City takes over the course, we would need an ex-
pert in greens keeping. He also said that he and the Public Works
Director both have building and grounds maintenance experience.
Council President Bohrer noted that splitting a contract always
creates a problem. If the person operating the restaurant, Pro
Shop, etc. is responsible for maintenance, them some of the ele-
ments that effect maintenance are under his control. If someone
else maintains them, it could be a sticky situation. There are
still some capital projects the City has to complete. The process
before was to have a simple administrative process.
Mr. Williams said the City has a number of choices that could be
made. He said the financial picture might play an important part
and asked Council to call an Executive Session to discuss it.
Councilman Bauch said he has a problem using City people to do
grounds maintenance. The salaries and wages, including benefits,
are going to cost much more than having a contractor operate it.

TIVE SESSION. MOTION CARRIED.
MOVED BY HILL, SECONDED BY DUFFIE, THAT THE EXECUTIVE SESSION BE
CLOSED. MOTION CARRIED.
Council President Bohrer called the meeting back to order. At-
torney Woo noted, for the record, that the Executive Session was
called pursuant to RCW 42.30.110, to consider the disposition
of real estate by lease or sale when publicity would likely cause
an increase in price.

Council President Bohrer suggested that one of the considerations
be the net revenue to the City for a contractor managed operation
and also list specific items and /or clauses in the current con-
tract that should be changed and in what fashion.

Dennis Hidell, Council Analyst, said that during the review on
the salary survey, there was noted a significant discrepancy in
the exempt (non- union) salary schedule for City employees. He
distributed several exhibits to Council and explained their con-
tent. The new schedule has been computed at 2.5% increase be-
tween each of the steps. The percentage difference between the
grades is not the same.
Council President Bohrer said when you start at Step 5 and work
backward in computing the schedule, you destroy the vertical
schedule that was there at the start. Mr. Hidell said there is
less impact in doing it this way.
Councilman Bauch noted that it was Council that changed the
schedule arbitrarily to meet some existing situations.

Council President Bohrer said he would like to see the vertical
percentages calculated.

SESSION TO DISCUSS A CLASSIFICATION CHANGE FOR THE RECREATION
DIRECTOR. MOTION CARRIED.
MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE EXECUTIVE SESSION
BE CLOSED. MOTION CARRIED.
MOVED BY HILL, SECONDED BY HARRIS, THAT THE COMMITTEE OF THE WHOLE
MEETING ADJOURN. MOTION CARRIED.
