City Council Public Safety Committee PUBLIC SAFETY COMMITTEE Meeting Minutes November 18, 2019 - 5:30 p.m. - Hazelnut Conference Room, City Hall Councilmembers: Dennis Robertson, Chair; Kate Kruller, Thomas McLeod Staff: David Cline, Bruce Linton, Trina Cook, Jay Wittwer CALL TO ORDER: Chair Robertson called the meeting to order at 5:30 p.m. I. ANNOUNCEMENT II. BUSINESSAGENDA A. Police Department Capital Purchases Staff is seeking Committee approval to purchase a replacement backup motor for the Police Department board in the amount of $6,960.0, a Portacount Respirator Fit Tester in the amount of $19,690, and an Oculus NxtGen Kit in the amount of $12,124. Funds are available from existing budget, specifically General Fund for the first item and Seizure Fund for the latter two. Committee members and staff had lengthy discussion aboutthe proper protocol for purchasing capital items and gaining approvals. Staff will work on improvements going forward to ensure all Council policies are followed. COMMITTEE APPROVAL. B. Police Department Statistics Staff intends to work with next year's successor committee on the most effective format for discussing crime statistics. POSTPONED. C. 2019 3rd Quarter Police Department Report Chief Linton updated the Committee on items of interest in the 3rd Quarter, including staffing, recognitions, community engagement, significant operations and events, and crime statistics. DISCUSSION ONLY. D. 2019 3rd Quarter Fire Department Report Chief Wittwer updated the Committee on items of interest in the 3rd Quarter, including call volume and average response times, response types, notable incidents, events, staffing, Fire Marshal's Office, and Emergency Management. DISCUSSION ONLY. With regard to the Police and Fire Department reports, the Committee requested the following information no later than the end of February: • Number of boat emergency responses, including if used in regional/national incidents. • Can a boat response be initiated by Station 53? • Can a lift be put in for a quick launch? • Cost/budget of operating two boats and justification for 2 Public Safety Committee Minutes......................................................................................................................
