Authorize the Mayor to sign Amendment No. 5 to Contract No. 18-001 with Lydig Construction for the full construction of Fire Station 52 including the buildout of the Administration space, in the amount of $16,154,260 to include expenditure of $1,615,426 in sales tax associated with the full project; expenditure of contingency of $1,567,483 (as needed); and transfer $104,057 each from the Fire Station 51 and Justice Center projects to fully cover the cost of the Administration space buildout. MOVED BY KRUULEFLSECONDED BYROBERTSONTHAT THE PROPOSED ORDINANCE BE ADOPTED ASREAD.° Richard Rabe, 13745 56 1h Avenue South, spoke against the proposed ban on the basis it may result in more harmful impacts tothe environment. He cited articles from reasonorQ. "Bans on Plastic Bags Harm the Environment" and the Los Angeles Times, "The Incredible Plastic Bag," that maintain paper bags result inmore greenhouse gases than plastic. Mr. Rabe urged the Council tovote against this proposed ordinance or table for further discussion. Heather Trim, 816 2nd Avenue, Seattle, is the Executive Director of Zero Waste Washington. Tukwila will be the 36m local jurisdiction to pass a bag ordinance. She referenced Mr. Rabe's comments and stated reusable bags are extremely durable and often hold more goods than single -use plastic bags. Ms. Trim indicated Zero Waste Washington is interested in returning to the Council at later date with an update on Styrofoam food containers. The Counci|members asked clarifying questions and commented that the effective date is September 1. 2020 and it is likely there will be a statewide bag ban that will pass in the next or future legislative session. *MOTION CARRIED 5-0, TO ADOPT ORDINANCE NO. 2619. e. /4 resolution adopting applicable Performance Policy, Standards and Objectives outlined in FlCVV 35.103 as the Tukwila Fire Department's Emergency Resource Deployment and Response Times objectives. Rachel Turpin. City Attorney, clarified that RCVV35.1O3 allows jurisdictions to interpret the services that will be provided by the Fire Department. MOVED BY MCLEOD, SECONDED BY KRULLER TO AUTHORIZE THE MAYOR TO SIGN A COLLECTIVE BARGAINING AGREEMENT WITH TEAMSTERS LOCAL 763 FOR THE PERIOD OF JANUARY 1, 2020 THROUGH DECEMBER 31, 2022 FOR SENIOR PROGRAM MANAGERS. MOTION CARRIED 5-0. b. Consensus to have the Mayor sign two letters of support regarding federal priorities to reduce impacts associated with Port of Seattle airport and flight operations. Brandon Miles, Business Relations Manager, explained this item was brought up at the November 12, 2019 Committee of the Whole Meeting by Council President Hougardy. As the result of discussions through the Sea-Tac Airport Stakeholder Advisory Round Table (StART), the Port of Seattle has asked adjacent cities to sign these letters as part of a shared federal policy agenda. Council consensus existed to have the Mayor sign two letters of support regarding federal priorities to reduce impacts associated with Port of Seattle airport and flight operations. • a. Mayor Mayor Ekberg attended Thorndyke Elementary School's annual C.A.R.E. (Clothes are Really Expensive) Night and a local fundraising event held by the First Lady of Somalia in response to heavy flooding in Somalia. b. City Council Councilmember Seal met with the Teens for Tukwila. She relayed their request for a map of free WiFi hotspots available throughout the City. The Teens for Tukwila are looking forward to an opportunity to attend a future NLC (National League of Cities) conference. Councilmember Quinn met with the Teens for Tukwila. Councilmember Kruller met with the Teens for Tukwila. Staff David C|ine, City Adminiotnator, referenced the CA(City Administrator) report and offered to answer any questions. d. City Attorney There was noreport. a. Council Analyst Laurel Humphrey, Council Analyst, was not in attendance. Mayor Ekberg referenced the monthly PMQA (Program Management Quality Assurance) Report inthe packet. Councilmember Robertson highlighted this is the final monthly report from Steve Goldblatt, PMQA Consultant. He thanked Mr. Go|db|attfor the work he has done and for helping the Council engage productively with the Public Safety Plan. MISCELLANEOUS Counoi|momber Kru||eraaked for an update regarding the plan for public art atthe Public Safety Plan facilities. She would like tnensure the art appropriately reflects Tukwila and is community oriented. Coumci|nlemberKru||erreferenced arequest for acapital purchase for the Police Department that was discussed at the November 18, 2019 Public Safety Committee meeting. Due hoan administrative mieundentonding, purchasing processes were not followed. She emphasized the need to ensure processes are adhered to. Mayor Ekberg indicated a reminder on the purchasing policy will be communicated to staff at the next opportunity.
