BACKGROUND The City has contracted with Kenyon DioendPLLC for City Attorney Services for over 25 years. Our current contract expires December 31'202O. Since late 2O14'Rachel Turpinand Ann Marie Soto have been the Kenyon Disend attorneys assigned to serve as Tukwila's City Attorney and Assistant City Attorney. Effective November 25, 2019, Ms.Turpin and Ms. Soto are no longer working for Kenyon Disend and have joined with other attorneys to start their own municipal law firm, the MadnonoLaw Group. DISCUSSION Kenyon Disend PLLC currently provides City Attorney Services; the current contract includes a termination clause which allows a 30-day notice. The Council can continue this contract, terminate this contract and contract with another firm, and/or proceed with m Request for Qualifications for City Attorney Services. RECOMMENDATION Staff is seeking Council concurrence to authorize the City Administration to proceed with a Request for Qualifications for City Attorney Services and provide Notice of Termination of the existing contract with Kenyon Disend PLLC, upon completion of the RFQ process which is estimated toboconcluded byMarch 31'2O2O. Staff proposes the following process for the RFQ: 1. Across-departmental team formed 0ndraft and finalize the RFQ. 2. The RFQ will be published in the Seattle Times and Daily Journal of Commerce and on the Municipal Research & Services Center and Washington State Bar Association websites, as well as sent directly tnarea municipal law firms. 3. The deadline iusubmit proposals would beJanuary 24.2O2O. 4. Proposals would be presented to the City Council's Finance (or successor) Committee at its first February 2020 meeting for review and selection of the top 3-4 proposals. 5. Committee members would be invited to participate in intervievvs, scheduled in mid - February. O. Finalists will be invited to present tothe City Council at the first {}[)VV meeting in March. 7. The contract for services effective April 1, 2020 will be presented to Council later in March.
