BACKGROUND The Notice to Proceed for Contract Number 17-108 with PCL Construction, LLC of Bellevue, Washington for the Boeing Access Road over BNRR Rehabilitation Project was issued on June 23, 2016. This construction project consisted of a seismic retrofit of the Boeing Access Road over BNRR bridge deck, traffic barriers, sidewalk widening, concrete column jacketing, and foundation support. DISCUSSION The Boeing Access Road over BNRR Rehabilitation construction project was physically completed on July 18, 2019. There were no contract disputes or claims on the project and the project was completed under budget. Since the physical completion date, staff has been waiting for approval of all administrative obligations and payment verification items before accepting the work as complete. FISCAL IMPACT The original construction budget for the Boeing Access Rd over BNRR Bridge Rehabilitation was $7,923,340.00 with a 25% contingency of $1,584,668.00. Twenty-two change orders were executed for a total of $716,587.31. The final cost for the retrofit of the bridge, including all change orders, was $6,905,831.31. The 80% project funding was secured through a Federal Bridge Replacement Advisory Committee (BRAC) grant. The final project expenditures are as follows: Expenses Construction Contract Amount $6,189,244.00 Change Order Nos. 1 to 22 716,587.31 Total Contract Amount $6,905,831.31 RECOMMENDATION Council is being asked to formally accept the Boeing Access Road over BNRR Bridge Rehabilitation contract with PCL Construction, LLC in the amount of $6,905,831.31 as complete, and authorize the release of the payment and performance bond subject to standard claim and lien release procedures, and to consider this item at the December 9, 2019 Committee of the Whole and subsequent Consent Agenda at the Special Meeting immediately following that same night. Project Closeout: Boeing Access Road over BNRR Bridge Rehabilitation Staff is seeking Council approval of contract completion and release or retainage with PCL Construction, LLC in the amount of $6,905,831.31 forthe Boeing Access Road over BNRR Bridge Rehabilitation Project.
