GEORGE D. HILL, LIONEL C. BOHRER, Council President, DORIS E. PHELPS, EDGAR D. BAUCH, WENDY A. MORGAN. MOVED BY BOHRER, SECONDED BY PHELPS, THAT COUNCILMAN HARRIS BE EXCUSED FROM THE MEETING. SHE IS ON VACATION. MOTION CARRIED. OFFICIALS IN DANIEL D. W00, Deputy City Attorney; MAXINE ANDERSON, City Clerk; ATTENDANCE BRAD COLLINS, Planning Director; ALAN DOERSCHEL, Finance Director; JIM HOEL, Acting Fire Chief; PAT LOWERY, Police Chief. Mayor Van Dusen noted that the contract for the Southcenter Blvd. project requires that the City make an archaeological reconnaissance study for $872, noise study for $2,469, air quality study for $1,708 and make a supplemental agreement with Entranco to provide project data to review the findings of these studies and incor- porate them in the environmental assessment document at a cost of $6,300. The total comes to $11,379. Mayor Van Dusen read his message on the 1983 budget proposals. He identified the following key elements and suggested that Council pay particular attention to them during their review: 1. Personnel services have not been significantly altered. 2. Operation of the Golf Course needs to be addressed. 3. The Water Fund appears to be in a precarious situation. 4. G.O. Bonds are proposed to fund the 56th Avenue and Grady Way Bridge projects. Funding the next street project in the amount of $250,000 needs to be addressed. 5. Alternate funding sources need to be considered. Alan Doerschel, Finance Director, commented that the revenue from sales tax has been estimated at $200,000 more than the 1982 estimate. This is the first year that the Golf Course and Street Funds will contribute to Current Fund expenditures. All salaries included in the proposed 1983 budget are actual 1982 salaries and wages. The Water Fund is precariously balanced and there is going to have to be some adjustment in water rates. He recommended that Council consider the sales tax before October 31. a. MOVED BY BOHRER, SECONDED BY PHELPS, THAT ADMINISTRATION PROCEED WITH THE DEMOLITION OF THE OLD POLICE DEPARTMENT BUILDING.* Councilman Hill suggested the building be sold for the salvageable material. *MOTION CARRIED WITH HILL VOTING NO. MOVED BY BOHRER, SECONDED BY HILL, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. Deputy City Attorney Woo read an ordinance of the City of Tukwila, Washington, designating the Tukwila Fire Department as the hazardous materials incident command agency within its respective boundaries and authorizing the Fire Department to accept mutual assistance between the City and persons with equipment, personnel and expertise in the handling of hazardous materials incidents, by establishing limitations on liability for those persons responding. MOVED BY BOHRER, SECONDED BY HILL, THAT ORDINANCE NO. 1276 BE ADOPTED AS READ.* Councilman Bauch said he feels there is not enough fiscal restraint on this ordinance so he will vote against it. *h10TION CARRIED WITH BAUCH VOTING NO. MOVED BY BOHRER, SECONDED BY HILL, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED. Deputy City Attorney Woo read a resolution of the City of Tukwila, Washington, fixing the date and place for a public hearing for two (2) petitions for annexation of certain properties within the Tukwila Planning Area. MOVED BY BOHRER, SECONDED BY PHELPS, THAT RESOLUTION NO. 837 BE ADOPTED AS READ. MOTION CARRIED. MOVED BY BAUCH, SECONDED BY BOHRER, THAT THE MOTION BE AMENDED TO DESIGNATE THE ZONING AS R -1 7,200. MOTION CARRIED. A gentleman from the audience commented that the total assessed value of the area is almost $600,000 and he doesn't believe that the owners of 75% valuation of the property will sign such a petition. Councilman Bauch commented R -2 zoning could be con- sidered at the time of the Public Hearing. Mr. Turner commented that R -2 zoning would be satisfactory to the people he talked to in the area. Councilman Hill said they want to bring this in at the low zoning so they can control the development. Council does not intend to hurt anybody with the zoning. *MOTION CARRIED WITH PHELPS VOTING NO. Deputy City Attorney Woo read an ordinance of the City of Tukwila, Washington, relating to crimes involving domestic violence and permitting the issuance of no contact orders by the Tukwila Municipal Court. 3766 Public hearing on the proposed annexations will be November 15, 1982. MOVED BY HILL, SECONDED BY MORGAN, THAT ORDINANCE NO. 1277 BE ADOPTED AS READ. MOTION CARRIED. Councilman Bauch recalled that Council asked to have the naming of a park on the agenda tonight. There was discussion on naming the park located on the Tecton property as "Ikawa Park." MOVED BY BAUCH, SECONDED BY PHELPS, THAT THE PARK AT THE BEND OF THE RIVER ON THE TECTON PROPERTY BE DESIGNATED AS "IKAWA PARK.* Discussion was held on the type of a park that would honor our Sister City. The question was raised as to whether this is an appropriate site. Japanese parks tend to be formal in construction and very beautiful. Councilman Morgan suggested that a corner of the library site, once the old building is removed, might be more appropriate. *MOTION FAILED WITH BAUCH AND PHELPS VOTING YES. Councilman Bohrer reported that he has spent several days in Court on the Allenbach lawsuit. The City staff worked very hard on the case. Mr. Collins, Attorney Hard and Mr. Satterstrom did an excellent job. Mr. Kirsop, Chairman of the Planning Commission, appeared as a witness and did a superb job. The City's case was well presented. MOVED BY BAUCH, SECONDED BY HILL, THAT COUNCIL GO INTO EXECUTIVE SESSION.* Executive Session requested by the City Attorney to discuss the current status and strategy in the Allenbach lawsuit with Council. *MOTION CARRIED. Councilman Duffie arrived in time for the Executive Session. Councilman Bauch left the meeting because of the discussion. MOVED BY HILL, SECONDED BY PHELPS, THAT THE EXECUTIVE SESSION BE CLOSED.
