COMMITTEE OF THE WHOLE MEETING Council Chambers
M I N U T E S
Council President Bohrer led the audience and City Council in the
Pledge of Allegiance and called the Committee of the Whole Meeting
to order.
EDGAR D. BAUCH, LIONEL C. BOHRER (Council President), JOE H. DUFFIE,
GEORGE D. HILL, DORIS PHELPS.
Mayor Van Dusen reported that Fire Chief Crawley has been able to
return to work.
November 21 will be Forgotten Children Day in the City. At the
Regular Meeting on November 15 there will be a proclamation issued.
At the Doubletree Inn there will be an auction and entertainment
as a benefit.
On November 12 the visitors from the Sister City will arrive.
They will be in attendance at next week's meeting.
Maxine Anderson, City Clerk, announced the Amusement Device
Ordinance has resulted in $5,850 in fees to date. Two businesses
are in process of obtaining their licenses which should bring in
$720. Two other businesses are preparing their facilities which
should generate about $3,000 in fees.
Mr. Woo, City Attorney, said final debate on the Allenbach case
is scheduled for November 18 at 2:30 p.m.
The Highline approvals on consolidation have been received and
they are in the process of being recorded.
Christmas Decorations Cris Crumbaugh, representing the Segale family, said they would
by Segale Family. like to decorate the City Hall again this year. They would like a
resolution passed that would allow them to put up the decorations
the day after Thanksgiving.
MOVED BY HILL, SECONDED BY DUFFIE, THAT A RESOLUTION BE PREPARED
APPROVING THE DECORATION OF THE CITY HALL BY THE SEGALE FAMILY AND
IT BE ON THE AGENDA OF THE NOVEMBER 15, 1982 REGULAR MEETING.
MOTION CARRIED.
Brad Collins, Planning Director, stated November 22, 1982 has been
suggested as the date for a Public Hearing on the proposed ordinance.
The proposed ordinance before the Council includes all changes that
have been made to date.
Councilman Hill said he would like all residents of the City to
know about the proposed ordinance and its implications. The
Hazelnut is coming out the first of December. The fact that the
notice of hearing will appear in the Record Chronicle will not be
adequate publicity for most of the people.
MOVED BY HILL, SECONDED BY DUFFIE, THAT THE PUBLIC HEARINGS BE
HELD ON NOVEMBER 22 AT 7 P.M. AND THAT ALL SINGLE FAMILY RESIDENTS
IN THE CITY BE NOTIFIED BY STAFF THAT THE HEARING WILL TAKE PLACE AND
THERE BE A BRIEF SUMMARY OF THE ORDINANCE.
MOVED BY BAUCH, SECONDED BY PHELPS, TO AMEND THE MOTION AND HAVE THE
PUBLIC HEARING ON DECEMBER 6 AT THE TIME OF THE BUDGET PUBLIC
HEARING AND THE NOTICE BE IN THE HAZELNUT WITH THE SYNOPSIS OF THE
ORDINANCE.
Mrs. Regel, audience, said the delivery of the Hazelnut is often
delayed.
Police Chief Lowery said Staff could consider ways of hand delivering
the notice of the public hearing and a synopsis of the ordinance.

Mayor to execute Water Co., the City Attorney and the Public Works Department prepared
agreement for purchase the proposed resolution. The Council needs to discuss the
of Independent Water purchase price.

MOVED BY PHELPS, SECONDED BY HILL, THAT COUNCIL ADJOURN THE
EXECUTIVE SESSION. MOTION CARRIED.
The Committee of the Whole Meeting was called back to order by
Council President Bohrer, with Council Members present as previously
listed.
MOVED BY HILL, SECONDED BY BAUCH, THAT THE PROPOSED RESOLUTION
BE REFERRED BACK TO STAFF FOR NEGOTIATION AND IT BE BROUGHT BACK
TO THE COUNCIL. MOTION CARRIED.
A representative of Horton Dennis presented the Comprehensive Water
Plan they prepared for the City.
Council President Bohrer said it seemed the plan has been prepared
with the thought of an occurrence of simultaneous emergencies.
He felt the requirements as levied unreasonable and there is an
over estimation. The plan is not doing something that is required,
it is better than is required.
MOVED BY HILL, SECONDED BY PHELPS, THAT COUNCIL ACCEPT THE ENTIRE
PLAN.
MOVED BY HILL, SECONDED BY DUFFIE, THAT THE PROPOSED RESOLUTION
BE FORWARDED, AT THE DISCRETION OF THE COUNCIL PRESIDENT, TO AN
AGENDA OF A REGULAR MEETING.
Council Members noted the recommendations in the Comprehensive
Water Plan.

MOVED BY HILL, SECONDED BY PHELPS, THAT THE COMMITTEE OF THE
WHOLE MEETING RECESS FOR TEN MINUTES. MOTION CARRIED.
Council President Bohrer called the Committee of the Whole Meeting
back to order, with Council Members present as previously listed.
MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE PROPOSED RESOLUTION
AND COMPREHENSIVE SEWER PLAN BE PLACED ON THE AGENDA OF THE NEXT
REGULAR MEETING WITH THE INTENT TO ADOPT.
Council Members noted Recommendations one through nine in the
Comprehensive Sewer Plan.
Cris Crumbaugh, audience, said they had received copies of the Plan
and there will be comments from the businesses. They would like
the Council to wait for their comments.
Council President Bohrer noted that the visitors from the Sister
City will be in attendance at the meeting on November 15, 1982.
It is possible it will not be put on that agenda.

Sales Tax Councilman Bauch said he would like a report from Administration
on some of the discussions regarding sales tax. He asked about the

time line on adopting the sales tax, and if the County has the
same time limit as the City. Mayor Van Dusen said there is a
30 day period, although there have been problems interpreting
the law.
