Meeting Minutes
October 29, 2019 - 5:30 p.m. - Hazelnut Conference Room, City Hall

CALL TO ORDER: Chair Quinn called the meeting to order at 5:30 p.m.

A. Parks, Recreation, and Open Space (PROS) Plan
A representative from MIG, Inc. updated the Committee on the update to the Parks,
Recreation, and Open Space (PROS) Plan, focusing on process, progress, key findings and
next steps. A significant portion of the work has been focused on engagement for a
community needs assessment. The next phase will work to identify the capital
improvement strategy. The plan will be presented to the City Council early next year. Chair
Quinn urged continued family engagement using PTA resources. DISCUSSION ONLY.
B. Interlocal Agreement: Property Acquisition
Staff is seeking Council approval of an Interlocal Agreement with King County to receive
Conservation Futures Tax Grant funding in the amounts of $335,000.00 (per year) for the
acquisition of a parcel in the Duwamish Community and $25,000 for an Equitable Access
Initial Acquisition Work project. Chair Quinn stated that he will recuse himself from voting
on this matter due to related previous professional work. MAJORITY APPROVAL.

C. Resolution: Cottonwood Corner
Staff is seeking Council approval of a resolution that would name a park parcel located at
the corner of South 128' Street and 37' Avenue South as "Cottonwood Corner." This site is
part of the Green Tukwila program implementation and has an active stewardship group
that has recommended this name. If approved, the Park Commission budget can fund an
estimated $2,500 for a name sign. UNANIMOUS APPROVAL. FORWARD TO NOVEMBER 12,

D. Safety in Parks
Committee members and staff discussed park safety with particular emphasis on Cascade
View Community and Crystal Springs Parks. This is a complex issue involving multiple city
departments such as Parks and Police. Staff distributed a handout showing calls for service
in the vicinity of Cascade View Park between 2015-2019 by month and year. Committee
members expressed support for piloting a security camera installation at both parks, which
is estimated to be 16-18K. DISCUSSION ONLY.
E. Rental Housing Policies
Committee members and staff continued discussion of rental housing policies including an
overview of existing Tukwila programs, including the Residential Rental Business License &
Inspection Program, Source of Income Discrimination prohibition, relocation assistance,
rental & utility assistance, and utility tax relief. Councilmember Seal stated that at the last
South King Housing & Homelessness Partnership Executive Board meeting, the City of
Burien presented on the efforts that led to the passage of their recent rental housing
ordinance. This was an extensive effort including significant community involvement and
assistance from ecumenical leaders. Staffed asked for direction on next steps. The
Committee requested an updated City Attorney opinion on "just cause" eviction protections
and requested to further explore policies on notification of rental increases, written
agreements and installation payments for security deposits, and increased time for notices
to vacate. Committee members discussed the importance of normalizing fair and equitable
practices and making progress in the short term, while also avoiding unintended
consequences. RETURN TO COMMITTEE.
III. MISCELLANEOUS
Staff distributed a document outlining Parks & Recreation Department work plan items and
status.
