Meeting Minutes
January 13, 2020 - 5:30 p.m. - Foster Conference Room, 6300 Building

Chair Delostrinos Johnson called the meeting to order at 5:30 p.m.
I. BUSINESSAGENDA
A. Public Works Fleet & Facilities Building/Minkler Improvements Overview
Staff provided an update on the PW Fleet and Facilities tenant improvements and Minkler
Shop upgrades.

B. Public Works Fleet and Facilities Building/Seattle City Light Temporary Permit
Staff is seeking Council approval of a Seattle City Light temporary construction permit for
the use of SCL's fee owned transmission line corridor located at the site.
A new map was distributed at Committee.
Committee question(s) requiring follow up
1) Is the SCL rental rate standard/commercial or is it possible to get a government
rate?
2) Is it possible to purchase the property and or negotiate a land trade in the future?
Committee Recommendation
Unanimous approval. Forward to January 27, 2020 Special Consent Agenda pending
information requested.
C. Public Works Departmental Overview
Staff provided an overview of the Public Works Department.

D. Surface Water Utility Enterprise Fund Capital Projects and Flood Prevention
Staff provided an overview of the Surface Water division of the Public Works Department.
A Capital Improvement Program (CIP) list was distributed to Committee.
Committee question(s) requiring follow up
1) Requested an updated outreach article in the Hazelnut regarding surface water
and flooding.
2) CIP list be revised to show boundary projects separately.

Staff requested that the SCATBd/RTC agendas no longer be attached to the packet as
Councilmember Hougardy reports to the full Council on these meetings. Packets can be
distributed electronically. Committee members concurred with the change.
Staff reviewed the changes to the Traffic Impact Fee Ordinance that will be on tonight's
Committee of the Whole agenda. Calculations on the spreadsheet were not linked correctly
and caused a mathematical error.
Councilmember Kruller requested an update on the history of sewer improvements in
Allentown/Duwamish areas and staff will report back.
Councilmember Kruller asked for history and status of the Seattle City Light poles and the
strong chemical odor in the East Marginal Way area. This will be assigned to the appropriate
committee.
The meeting adjourned at 6:41pm.
