MOTION CARRIED 7-0. PUBLIC COMMENTS Joe Duffie, 5332 South 1401h Street, congratulated the new and returning Councilmembers. Tonight's meeting attendance by the public is a sign that residents are fully engaged. The current Council is a sign of progress, and he looks forward to seeing what they accomplish. Armen Papyan, 5604 South 150th Street, offered his congratulations to the newly elected and returning Councilmembers. He invited the public to the upcoming Action Tukwila conversation on homelessness that will take place at 7:00 PM on January 16, 2020 at Valley View Sewer District. Khang Nguyen, 13304 56th Avenue South, congratulated the new and reelected Councilmembers. He stated Tukwila is changing for the better and looks forward to seeing what Councilmember Delostrinos Johnson accomplishes this term. Anson Huang, 526 South 19th Street, Renton, congratulated the new and returning Councilmembers and said this is an exciting time for Tukwila. He first worked with Councilmember Delostrinos Johnson in June and also had the opportunity to meet other Councilmembers. Jarmaine Santos, 9735 South 222nd Street, Kent, congratulated the reelected and new Councilmembers. She thanked Councilmember Delostrinos Johnson for the opportunity to work on her campaign. Councilmember Delostrinos Johnson thanked Justice Mary Yu for being her mentor and for believing in her; she came to Southcenter Mall and Tukwila often when she was younger and feels lucky to be able to live here and raise her children in this community. She extended thanks to her family, the Mayor, Council, staff, and those who voted for her for their support and stated she looks forward to learning more and serving the Tukwila community. 7:32 p.m. Mayor Ekberg declared a brief recess to allow the newly elected officials to sign their Oaths of Office. 7:44 p.m. Mayor Ekberg called the Regular Meeting back to order. City Council Councilmember Seal reported Tukwila Village is continuing to experience parking issues and asked staff to reach out to the developer. She relayed concerns that Waste Management did not pick up Christmas trees at some addresses and asked for fo||ovv'up. Councilmember Hougardy attended meetings for South County Area Transportation Board (SCATBd), Soundside Alliance, and Greater Seattle Partners for which she was elected to the Executive Board. She reported Waste Management has asked that Christmas trees be cut into 2-feet segments, which may explain why some trees were not collected. Council President Quinn thanked former Council President Hougardly for her work in 2019. He noted Tukwila was not as impacted as other jurisdictions by flooding and asked for a report from Public Works. She reported she has been appointed as the Chair of the Federal Advocacy Committee with Association of Washington Cities. Councilmember McLeod asked that residents along 53rd Avenue South be provided with direct updates unthe project astheymayncthaveacceaatomgendapochets, Mayor Ekberg indicated staff would look atcommunication avenues. Councilmember Idan asked that staff follow up regarding the issue of Waste Management not picking up Christmas trees. Councilmember Delostrinos Johnson referenced the City Administrator's report (page 74 of the agenda packet) and asked for further details regarding the Homeless Encampment Clean -Up on Boeing Access Road near Airport Way. Bruce Linhzn, Police Chief, indicated he will work with the Community Police Team to provide further information to the Council regarding the Homeless Encampment. Rachel Bianohi, Deputy City Administrator, referenced the CA (City Administrator) report and monthly Public Safety Plan update, and offered to answer any questions. d. City Attorney There was no report. e. Council Analyst There was no report. MISCELLANEOUS Council President Quinn announced the days and membership of each of the 4 Council Committees as Community Services and Safety 2nd & 4 th Monday 5:30 p.m. Kruller, Chair Committee 6300 Building McLeod This Committee will provide policy Suite 100, Delostrinos Johnson recommendations on legislative matters Foster Conf. relating to police, fire, emergency Rm. services, municipal court, public safety facilities, animal control, community engagement, human services, parks, recreation, library, public art, social equity and justice, census, and other ad hoc matters as assigned. The intent isfor the Council tobeservice-oriented and no|utionn-driven. Councilmember Kruller relayed a resident's concern regarding a strong chemical smell in the Duwamish Preserve area.
