COMMITTEE OF THE WHOLE
Council President Quinn called the Tukwila City Council meeting to order at 7:00 p.m. and led the
audience inthe Pledge ofAllegiance.

SPECIAL PRESENTATION
Report onTukwila Permit Process Project.

Andrea Reay and Joe Scorcio conducted an outreach process regarding the City's permit practices and
how the City ksmeeting customer and staff needs. They explained that recent organizational and staff
changes in applicable City departments provided an opportunity to evaluate processes, gather input from
customers and staff, and define next steps. They provided enoverview ofkey findings from customer
interviews and nsqueeta, common themes, priorities and opportunities for involvement, and charter
development. Council President Quinn requested that staff return with a detailed report, response and
proposal for next steps including budget analysis.
PUBLIC COMMENTS
Andrea Reay, 14220 Interurban Avenue South, President/CEO of the Seattle Southside Chamber of
Commerce, reminded the Council of several upcoming events, including the 1/17/20 Economic Equity
Summit and Tukwila Pride onG/13/2O.
Joe Duffie.5332 South140th Street, said work as resumed on 53rd and there are issues with electricity
being unavailable and notice to residents. There has also been mailbox vandalism in the City.
SPECIAL ISSUES
m. Discussion mm2020 census outreach plan.
Niesha Fort -Brooks, Community Engagement Manager, presented an overview of the 2020 census
outreach plan. The importance ofletting nesidnntoknowtheinformadon^mtayeinoneopot"—withthe

Oecembar2O1S. N1n. Knighton noted that nopermit applications have been received during the time
period since Ordinance No. 2G22was adopted.

Laurel Humphrey, Council Analyst, presented the draft list ofCouncil participation and representation on

year. She noted the list will be updated throughout the year as needed, and that Alternates are needed
for efew ofthe positions.

The Council concurred with the list ofrepresentations, oaamended.
d. A contract with A|hatreamm for cloud PBX services.
Eric Compton, Technology and Franchise Specialist, and Joel Bush, Senior Technology Integration
Manager, explained the contract would upgrade the City's existing phone service to a more modern,
digital, and cloud -based system.

e. A contract with Tri-Wlmd for ambulance services.
Jay Wittwer, Fire Chief, and Vicky Carlsen, Finance Director, explained that Tri-Med Ambulance has
provided ebasic level ofambulance transport services within the community for many years. The
contract provides for Tri-Med to pay $2,000 per month, which will go to the City's General Fund.
Councilmembers asked clarifying questions regarding impacts to community members.

REPORTS
a. Mayor.
Mayor Ekberg reviewed the City's inclement weather assessment procedures, which are being
coordinated with the Tukwila School District this year. He commended Niesha Fort -Brooks for her work
in the community on Census 2020 and noted that Tukwila will be represented in a discussion of Census
2020 in an upcoming issue of the AWC's (Association of Washington Cities) magazine.
b. City Council
Councilmember Hougardy reported on several upcoming events: Topping -Off Ceremony for Fire Station
52on1/14/20; Regional Transportation Committee meeting 1/15/20; Action Tukwila meeting 1/16/20;
Pacific NVVEconomic Equity Summit 1/17/20; equity training for staff 1/23/20; Vietnamese Martyrs
Church Lunar New Year; and AVVC'aCity Action Days atthe end ofJanuary.
Councilmember Kruller attended a Puget Sound Regional Council Transportation Policy Board meeting
focusing on project review; policy recommendations have been sent tothe Board; Call for Projects in
February2O2U.
Councilmember McLeod stated the first Planning and Economic Development Committee meeting was
held this evening and provided aounnrnory.
Councilmember Delostrinos Johnson, Chair of the Transportation and Infrastructure Committee, provided
a summary of the meeting conducted this evening.
Council President Quinn stated he is proud to serve as Council President this year. Henoted this will ba
a budget preparation year, and he met with the Mayor to ensure a successful partnership. He also

c. Staff
David Cline, City Administrator, stated that King County's annual "Count Us In" event will be held on
January 24, beginning at2:OO a.m.
d. Council Analyst
There was noreport.
MISCELLANEOUS
Councilmember Kruller noted that the Sound Cities Association's orientation of committee members is
being held the same night onthe Action Tukwila meeting onhomelessness.
Councilmember McLeod stated that Council had a brief discussion last year related to looking at
economic development through the lens of technology, and he asked for consensus to move forward
through the Planning and Economic Development Committee. Consensus existed.
Councilmember Idan stated the Planning and Economic Development Committee discussed their Work
Plan this evening, and he asked for Council consensus to examine multi -family tax exemptions as a pilot
program inthe Tukwila International Boulevard area. Consensus existed.
