Mayor
Council Members Councilman Bohrer said the decorations in City Hall are beautiful
and he thanked M. A. Segale for furnishing them.
Staff Byron Sneva, Public Works Director, reported that 15 forty cubic
yard dumpsters were emptied on fall cleanup weekend.
Agenda Items under Mr. Sneva reported that the three items under Old Business are
Old Business not ready for Council approval, and he asked to have them de-
leted from the agenda.
a. A resolution of the City of Tukwila accepting the plat
and commercial street improvements for Upland Drive.
b. A resolution of the City of Tukwila enacting a Compre-
hensive Water Plan.
c. A resolution of the City of Tukwila enacting a Compre-
hensive Sewer Plan.

CONSENT AGENDA
Mayor Van Dusen reported that the City received 15 proposals for
the operation of the Golf Course. They will be reviewed and
presented to Council at a later date.
Council President Bohrer said he would like to put the Compre-
hensive Water and Sewer Plans forward to 1983. Council still
needs to spend a substantial amount of time on these documents.

Daniel D. Woo, Deputy City Attorney, reported on new legislation
that requires all Justice and Municipal Courts to provide jury
trials for all defendants in criminal cases unless the defendant
specifically waives his right to do so. At the present time, no
one knows what the results are going to be. There could be
more jury trials scheduled requiring more office work and court
time.

for funding assistance for an outdoor recreation project
to the IAC.

Councilman Harris asked to have Item 6f moved to 9i for discussion.

Councilman Bauch noted that during his review of the vouchers,
there were some that still had problems the Administration was
going to take care of. If this continues, Council may need to
address it.
Proposed 1983 Alan Doerschel, Finance Director, presented Council a worksheet
Budget and overhead exhibit showing the revised revenues and the ex-
penditure changes made during the Council Review sessions. The
2/10 of one percent imposed by Council is included. The Current
Fund total is $4,529,000. The total of the proposed budget for
1983 is $13,298,600. At the present time, the budget is out of
balance by about $4,000.

Mayor Van Dusen declared the Public Hearing open at 7:40 p.m.
Mrs. Jan Wiesner, Executive Director of the Tukwila Sea -Tac
Chamber of Commerce, said they appreciated the presentation
given by Mr. Doerschel. They were able to see the comparison
between the last budget and the proposed one. It was a very
clear presentation.
There being no further comments, Mayor Van Dusen closed the
Public Hearing.
Council President Bohrer said discussion on the proposed budget
will be on the agenda next Monday night.
Mrs. R. Regel, audience, said people had not been notified of
this public hearing so it would be unfair to continue.
Councilmen Duffie and Hill agreed the subject was important
enough that it should be tabled until the citizens could be
notified.
Mayor Van Dusen declared the Public Hearing open.

Mr. Earl Westlund, 16530 S.E. 43rd St., Issaquah, spoke in favor
of the Planned Residential Development in the R -1 Single Family
District. He explained that the development would come under a
Homeowner's Organization. This would assure control of the area.
There is no increase in density and there can be additional land-
scaping buffers, the establishment of areas of park land or green-
belts, and the establishment of self policing controls. The City
has complete review and control of the project. This is not
multi family zoning; it is detached housing. It is an alternate
home style ideal for the elderly, handicapped and professional
people who have limited time.
Mr. Cris Crumbaugh, audience, said if this changes the character
of the single family neighborhoods, Council should not adopt it.

Daniel Woo, Deputy City Attorney, read an ordinance of the City
of Tukwila, Washington, appropriating unanticipated funds for
additional attorney's fees and amending the 1982 budget as
adopted by Ordinance No. 1241.

Attorney Woo reported that the additional appropriation was
caused by the Allenbach lawsuit, the proposed City of Highline
lawsuit, and the number of criminal and traffic trials held in
the Municipal Court.

Mayor Van Dusen called the Regular Meeting back to order with
Council Members in attendance as previously reported.
MOVED BY MORGAN, SECONDED BY BOHRER, THAT THE REORGANIZATION OF
THE PUBLIC WORKS MAINTENANCE DEPARTMENT BE CONSIDERED FIRST.
PIOTION CARRIED.
Hr. Sneva illustrated the present organization of the Public
Works Department. At the present time the only two employees
reporting directing to the Public Works Director are the Engineer
and the Superintendent. The Leadmen of the Shop, Building
Maintenance, Park, Water, Sewer, and Street Departments all re-
port to the Superintendent. There are disadvantages to this
operation and restrictions that prohibit improvements to allow
the sections to be more efficient and economical. Mr. Sneva
then presented his proposal for reorganization. This would

create four sections that report directly to the Public Works
Director. He explained that he and Mayor Van Dusen would like
to implement this change by starting with the Building and
Grounds Maintenance Section. They would provide maintenance
of all the City parks and buildings, including the Golf Course.
Under this section, it would require hiring three new people-
the Section Manager, the Crew Chief and one new Utility Person.
Councilman Hill expressed concern that this plan creates too
many "Chiefs." He asked if the Section Managers would be
union members and was told no. He suggested putting the
Utilities, Street Maintenance and Support Center all in one group.
Mayor Van Dusen explained that all they are asking for now is
permission to hire and upgrade the Building and Grounds Maintenance
Section Manager. This is a working position, not just a manager.
Mr. Sneva said the new Crew Chief will be the Greenskeeper and
spend 100% of his time at the Golf Course. Councilman Bohrer
questioned whether he needed to be at that particular job 100%
of the time.
Councilman Morgan questioned having four utility people to work
in the parks. Mr. Sneva said this hasn't been studied.
Councilman Bohrer said he is in favor of the change; there are
advantages to the City and to the employees, but he is also con-
cerned about too many "Chiefs." Out of 27 employees there are
10 managers. Mayor Van Dusen said they are working managers.
Basically, you will have the Public Works Director and 4 Section
Managers.
Councilman Duffie was doubtful the new supervisors are going to
do the actual work. He suggested we train the employees we
have to do the new jobs.
Councilman Morgan said she believes the specialists should not
be supervisors. A Crew Chief could handle buildings and parks
besides the Golf Course. His job would be to coordinate the
utility people that have specific jobs.
Councilman Bauch said the job description for the Section Manager
of Building and Maintenance is strong on management and very weak
on actual labor. He said he wanted to talk to the union negotiator
on what the future problems might be with this type of set up.
He is afraid the new Section Manager, once hired, is going to
want more people to do the work.
Mayor Van Dusen explained he is asking for an upgrade for the
Building Maintenance position so that the individual will have
the expertise to handle heating and air conditioning systems as
well as other specialized maintenance problems and further, have
the expertise to handle people. He is asking a Grade 4 at
$27,000. The new positions and reorganization have been dis-
cussed with the union negotiator.

Councilman Bohrer suggested removing the mechanical skills from
the buildings and grounds. He agreed that if the City needs
employees with special skills, they should not be managers.
Mr. Sneva explained that under the existing organizational
structure the Crew Chiefs are at the top of the pay scale. There
is no more room for advancement. Under the new structure, they
are being worked in without a lot of problems.
Councilman Bohrer said the Mayor has made a good effort to try
to reorganize this department. We have to give him a little
leeway, but we all have concerns about the proposal looking top
heavy in management. Mayor Van Dusen explained that they are
trying to handle the Crew Chiefs without giving cause for grievance.

Councilman Harris said she also cannot see making more "Chiefs."
We have had this experience before.
Councilman Bohrer said that the new proposal of four major
sections gives more appropriate levels and allows more flexi-
bility. The problem is still too many "Chiefs."
Mr. Sneva explained the current salary pay scale. He said the
way he has presented the reorganization to Council is in the
best interest of the City. It offers flexibility with the
employees and strength administratively. This is desperately
needed.
Mayor Van Dusen said he and Mr. Sneva have discussed this
thoroughly and 'feel comfortable with the plan.
Councilman Harris said the plan does not really focus on the
Golf Course and that is where it should be.
Councilman Bauch asked to have the union negotiator present to
answer Council's questions.

THE HIRING OF THE SECTION MANAGER FOR BUILDING AND GROUNDS BE
FORWARDED TO THE NEXT COMMITTEE OF THE WHOLE MEETING AND HAVE
THE UNION NEGOTIATOR PRESENT. MOTION CARRIED WITH HILL VOTING NO.
Councilman Bauch explained that the Board of Trustees of Valley
General Hospital is offering the new administrator for the
hospital a salary of $95,000. The City has backed the Board on
many items, but this is out of line. Salaries like this will
effect hospital, Medic I, and other rates.
MOVED BY BAUCH, SECONDED BY HARRIS, THAT THE CITY COUNCIL ASK
THE BOARD OF DIRECTORS TO RE- EXAMINE THEIR POSITION OF PAYING
$95,000 TO THEIR NEW DIRECTOR. MOTION CARRIED.
Councilman Morgan noted the terrible traffic in the Southcenter
area. She hopes the Police Department will provide visible
traffic control for this busy season.
