An Executive Session was held to clarify labor problems concerned
with the reorganization of the Public Works Maintenance Section.
Council President Bohrer led the City Council and audience in the
Pledge of Allegiance and called the Committee of the Whole Meeting
to order at 7:25 p.m.

Council President Bohrer welcomed and introduced the Seniors from
Foster High School who were in attendance and had participated in a
day at the City Hall as participants in Student Government Day.
Councilman Bauch reported there were real estate signs out after
dark that are in violation of the new Sign Code. Brad Collins,
Director of Planning, said he would take care of the matter.
Symposium on Energy Councilman Phelps reported she and Mayor Van Dusen attended a
symposium on energy conservation. The program will be presented
at the Suburban Mayors Meeting in the near future.
Police Chief Lowery reported the crime reports show crime down
about 4% over last year in the State. Burglary is down 8 to 9% in
this area, whereas it is up in other areas.
Brad Collins, Director of Planning, reported a ruling in favor of
the City in regard to junk yards has been received. The City will
now be able to take care of the matter.
Deputy City Attorney Woo reported his office is still awaiting a
decision on the Allenbach case.
City Clerk Maxine Anderson said the contract with 3 -H Management
and Consultants, Inc. provides consultant and complaint service.
They have been found to be prompt in answering calls for assistance.

Byron Sneva, Director of Public Works, requested authority to
hire D. A. Hogan Associates to provide design documents,
engineer estimates and inspection support for Phase II of the
Foster Golf Course Irrigation System. He stated this would
complete the golf course irrigation system. The consultants,
D. A. Hogan and Associates, are well qualified and have fine
recommendations.

The Committee of the Whole Meeting was called back to order by

taken place as a result of the budget hearings.
Byron Sneva, Director of Public Works, presented a bar chart
with an overhead projector showing positions and percentage
of time that would be used if the restructure of the Public
Works Department takes place.

budget.

Alan Doerschel, Finance Director, said the animal control contract
with Renton will require an expenditure of about $8,000.
It was determined the matter would remain in committee and
be unbudgeted at this time.
Alan Doerschel, Finance Director, said it is possible the union
contracts will not be settled before the budget is printed.
There have been some benefit increases that are known.
Alan Doerschel, Finance Director, said it will be cheaper to
buy the xerox machine than lease it.
Alan Doerschel, Finance Director, said the City can buy some
disks from Auburn at about one -half the cost. This would make
it possible to have additional computer capacity in the City.
Mr. Doerschel said there is a $4,145 deficit in the budget.

Councilman Bohrer said last year the City was in difficulty and
this year it is worse. Personnel costs are going up. The
increased tax is a short -term solution.

PORTION OF MINUTES FROM DECEMBER 13, 1982 COMMITTEE OF THE WHOLE.
I have one item to discuss and I think I can -if it's accepted
it may solve this problem as well. Last year we said that we
were in difficult straights with our budget versus revenue and
the increasing cost of our personnel. We're in worse straights
this year. Revenue hasn't gone up substantially, but the per-
sonnel costs are still going up. There are people who think
that our 2/10 in sales tax increase is going to bale us out.
I view that as a short term thing, and like revenue sharing, I'm
unwilling to commit it to personnel. There are, however, projects
that I feel that are desireable for the City to go forward with,
and so I want to make a motion and I will then try to explain my
rationale for it. The motion is to delete one person from the
recreation department and one person from the mechanical shop,
and that we take the $30,000 of the or the funds that are
generated and put that in the Planning Department and commit it
to an Urban Form Study and the balance of it go into the Current
Fund to balance the budget. I think that it will make available
something on the order of $37,000 and that that should approximately-
it should compensate for the Urban Form Study and provide the
$4,000 to balance the budget.

I would like to explain why, and I will deal with the cuts first.
Mechanical Shop everytime in the past that we have run a compari-
son of number of vehicles in the City and the number of people to
maintain them, we find that everybody else maintains more vehicles
with less people than do we.
Parks and Recreation Department -Two reasons. Number one, I think
the size of our Parks and Recreation Department in terms of per-
sonnel is out of all bounds with respect to the size of the City
of Tukwila. And Number two, some four or five years ago, when we
changed two part time people in that department to full time people
and expected that there would be more programs, I don't think that
that has happened. I think the Urban Form Study is a very impor-
tant study for us to go through with. At the time of discussion
of the zoning ordinance, we made a lot of decisions about heights
and setbacks and potential uses and a variety of other things, and
we said, gee, it'd be nice if we had this Urban Form Study because
it would give all the data we need to make some of those decisions,
but we sort of, you know, said I don't have that data so I'm going
to shoot from the hip and make the decision based on lack of data.
And we did that. I would like to, before the redevelopment of the
City gets off and running at full speed for us to develop that data
so that we do have it. Ithink that we are all concerned about controls
on building heights down there and that there are views in the City,
and that it is important to maintain those as one aspect, that how
the City deals with extensive development and redevelopment of
what the philosophies are and what the City would look like -this
study would give us some important information to address. There
is one item of comparison I would note that in the Denny regrade
area in Seattle where they currently allow tall buildings, for
example, for whatever reasons, and I think in some parts to retain
view, air circulation, light, air, whatever, they currently have
a philosophy that only on certain blocks can you build tall build-
ings and on other blocks, the buildings must be small. I'm not
certain that quite that structured approach is appropriate for the
City of Tukwila, but I think it's one of the issues that an Urban
Form Study might address. I view such a study as encompassing
a very large part of the City and not just the commercial /industrial
area south of I -405. It should also include the Interurban Cor-
ridor and the area at the very north of the City and to some ex-
tent the residential area as well. But I feel that plan is a very

important part of the City. To go along with that, I would like
to have the administration involve our Planning Department in
all of the City planning area, the water and sewer plan, the
parks plan, any other plans that we develop. The problem that
I perpetually have with these plans, and I will take the water
plan as a prime example is that our consultant has made policy
decisions that I feel are reserved for me as a legislator to
make. He has made them, and I do not agree with them, and I want
to go back and have a second look at those policy decisions. We
have been through an entire process with the comprehensive plan
and the zoning ordinance where we had policy issues raised to us
by the Planning Department, and it seems to me that the only de-
partment in the City that is able to deal with issues on a policy
basis is that department, and I would like to see them involved.
I think we can reach decisions that are -reach them more rapidly
and reach better decisions with that involvement in many of these
areas. So that I also would like to propose as part of this entire
discussion.

Wouldntit be appropriate to fund the Urban Form Study out of a portion
of our revenue sharing funds which are not committed at this time?
If the question is directed to me, that has not been our approach
in the past. We reserve that to largely the capital items, and
this does not appear to me to be a capital item. I do not recall
that we have funded studies from it in the past.
That wasn't my question.
Would I consider it appropriate?
Um hmm.
I would not. Mr. Doerschel.
I did some quick calculations here. The two positions -one
position out of Non Departmental Mechanical and one out of
Recreation, depending on who they were would be a savings of,
probably, in excess of $45,000, including benefits. I'm assuming
they disappear January 1. Also there is a cost that is not in
the Current Fund, but probably in excess of $16,000 in unemployment
benefits, say we'd have to pay here in 1983. Also the Urban Study,
at least in the supplemental budget, unless Brad wants to -is
$15,000, unless you're thinking of a more expanded study than that,
in the amounts in the supplemental budget.

The Urban Form Study is part of a supplemental budget package.
It was first proposed for the 1982 budget, and as such it was
connected the third planner's position, which we were recommending
both then and we have in the supplemental budget this year. It
was our expectation that the Urban Form Study would be done with
a combination of in -house expertise as well as going out to an
outside consultant to accomplish that work. I think that it's fair
to say that there are probably two or three ways to accomplish
that Urban Form Study. It wouldn't have to be done totally out-
side; it could be done with a combination of inside and outside
expertise. I think, at a very minimum, there would have to include
some outside expertise in generating such a study, but the level
of the outside versus inside would could fluctuate. It was our
expectation under the original proposal that a portion of the
third planner position, Fred Satterstrom's position, if you will
would have been devoted to that additional, in an additional
amount to that study in the amount of, I think we estimated around
$5,000- -that was of the total cost of the third planner in that
particular budget scheme. I would expect that, at a minimum, we're
talking, just in dollars, whether it's in house or out of house a
mimimum of $20,000 for a bare bones Urban Form Study, and we could

spend much greater sums than that very quickly and easily de-
pending on what form of expert we hired. My expectation is
that the $30,000 range would probably be not an inappropriate
sum of funds to expend on such a study particularly if you're
going to expand it to some of the other concerns that you had.
The form study that we had envisioned when we budgeted was
primarily for a downtown city -scape kind of issue. It didn't
address the whole area of the City, although, it wouldn't be
that difficult to bring those areas into the study, and it, as
I understand in the proposal, it would necessitate us looking
at either farming the whole thing out or making a, perhaps,
again a contract arrangement on, on a project basis which we've
done in the past for a special study. But, so I think at a
minimum we're talking $20,000, and $30,000 is probably a very
easy figure to arrive at based on the other concerns that
Councilman Bohrer expressed.
Does that have to be all done in one year? Couldn't it be
two years, split up if we needed?
I doubt it. I think that in terms of the contract approach to
that kind of work, it would be very difficult to place if over
a long period of time. It would be much easier to do over a
short period of time, where somebody came in and provided a
product in a very efficient way. I am happy to answer any
questions regarding that because it has been in the budget for
the last couple years.
