Council President Quinn called the Tukwila City Council meeting to order sd7:O2 p.m. and led the audience inthe Pledge ofAllegiance. OFFICIALS Present were Council President Quinn, Councilmembers; Verna Seal, Kathy Hougardy, Kate Kru|k*r, Thomas McLeod, Zak |dan.Cynthia Ue|osthnooJohnson. Allan Ekberg, Mayor; David CUne, City Administrator; Rachel Bianohi, Deputy City Administrator; Jason Konieczka, Emergency Manager and Acting Fire Chief; Vicky Carlsen, Finance Director; Henry Hooh, Public Works Director; Juan Padi||a, Human Resources Director; Bruce Linton, Police Chief; Minnie Ohm|ivvm|, Community Development Deputy Director; Andrea Cummins, Environmental Specialist; Jeff Friend, Fiscal Manager; Tony Cu||edon, Deputy Finance Director; Trish Kin|ovv, Court Administrator; Laurel Humphrey, Council Analyst; Barbara Saxton, Administrative Support Coordinator. SPECIAL PRESENTATION Fire Department Letter of Commendation to Firefighter Brian Willis. Jason Aonkacrka.Emergency Manager, Tukwila Fire Department Acting Fire Chief Jason Konieczka introduced Brian Willis, who has been a firefighter with the City for 22 years. Firefighter Willis was swimming laps off duty at his local pool last month and encountered a man who was floating tothe bottom. Once moved onto the pool deck, the man was pu|ae|eeeand not breathing. Willis began chest compressions and continued CPR until Snohomish Fire District 1 arrived on scene. The man was successfully resuscitated and transported to the hospital with a pulse. Firefighter Willis was presented with a Letter of Commendation in recognition of excellent heroic work while off duty. JanBohyrjaok 13832 Military Road, thanked the City, Mayor and Councilmembers; for their support of the Tukwila School District levy election. She also expressed appreciation tothe Police and Fire Departments for holding people to account, while demonstrating compassion and respect. Sharon Mann, 4452 South 160th, expressed appreciation to the Council and City Administration for working with her on possible solutions for disposal of bags of trash collected by volunteers. SPECIAL ISSUES a' 2019 3rdQuarter Financial Report. Vicky Cadaen.Finance Director, and Jeff Friend, Fiscal Specialist, reviewed General Fund revenues and expenditures osofthe end ofSeptember 2O10.oswell amupdates onother City funds. The review included discussion onthe impacts ofseveral unplanned events that happened in2O19 Tukwila City Council Committee ofthe Whole Minutes b. Ordinances updating the Shoreline and Critical Areas sections of the Tukwila Municipal Code: (1) An ordinance tmamend and establish new regulations related to critical areas. (2) Amordinance approving and adopting amew Shoreline Master Program update for the City of Tukwila to incorporate new state requirements. (3) Amordinance establishing new regulations and updating zoning regulations related to shoreline uses. Minnie Dha|ivva|. Community Development Deputy Director, and Andrea Cummins, Environmental 8pecia|iot, provided background on the requirements associated with updates bzthe three ordinances and summarized the key changes proposed to regulations in critical areas and shoreline environments. CONSENSUS EXISTED TOFORWARD THIS ITEM TO THE NEXT REGULAR MEETING. Following Council approval, the ordinances will be sent to the Department of Ecology for final approval, at which point they would become effective. REPORTS a. A8aymx Mayor Ekberg attended a meeting on affordable housing hosted by the Housing Development Consortium, which was also attended by Councilmembers McLeod and Delostrinos Johnson. He met with a business new to the City, Maverick Gaming, which has purchased the Great American and Macau casinos. b. City Council Counoi|mennberSeal reviewed the items discussed ot the Finance Committee meeting this evening. She noted the Committee will be researching potential funding sources for replacement of the 42nd Avenue South bridge. Councilmember Kruller stated the National League of Cities reported that the Chair of the Transportation Committee in the House released a $760 billion framework and it includes $434 billion for transportation and infrastructure improvements for states, cities, tribes and local transit systems. She also attended the Seattle Sports Commissions' Sports Star ofthe Year event. Councilmember McLeod stated he will be attending a conference this week on the Future of Shopping K8aUe. Councilmember Delostrinos Johnson recently took a tour of the current and new Public Works facilities buildings. She also referenced discussion mtthe Transportation and Infrastructure Committee meeting last week about the 42ndAvenue South Bridge. Council President Quinn stated that a meeting of the Lodging Tax Advisory Committee will be held on February 14, 2020, as well as review of the two firms who responded to the Request for Proposal for City Attorney services. There was noreport d' Council Analyst Tukwila City Council Committee ofthe Whole Minutes Page 3 of 3 MISCELLANEOUS Councilmember Hougardy noted that time constraints may occur at Council Committee meetings due to the new meeting schedule. Several suggestions were made related tomembers ofthe public attending these meetings, with procedures being optional at the discretion of the Committee Chairs. Councilmember Kruller referenced the scope of the public comments made at the February 3, 2020 City Council meeting related to public art at the Public Safety Plan buildings. She asked that the written comments of Mary Fertakis be entered into the record of the February 3, 2020 Council meeting. Council President Quinn noted that the Equity and Social Justice Commission has not yet met this year. He suggested waiting for their discussion on the issue of the murals, as well as inviting firefighters to join adiscussion. Consensus existed onCouncil President Quinn's recommendation. Council President Quinn discussed a potential Town Hall to be held in March and outlined a tentative discussion schedule. Rachel 8ianohi, Deputy City Administrator, referenced four bills currently in the State Legislature relating to potential funding for affordable housing and/or regulations for Accessory Dwelling Units (ADLls) and multi -family housing. K80. Bianchi was seeking Council direction hosupport, oppose orremain neutral on the bills. While acknowledging the goals of the proposed legislation, a majority of Councilmembers; were opposed due to the language that preempts local control over these regulations from cities to the state. Atthe Coumci|'arequest, Ms. Bianchi agreed toprovide additional information onthe potential impact of the four bills. She noted this request was being brought to the Council in this way due to the short legislative session, which limits the time bo respond. Council President Quinn stated there will be no Council meeting next Monday due to the holiday.
