CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Mayor Ekberg called the Regular Meeting ofthe Tukwila City Council hoorder at7:OOp.m.and led the
audience inthe Pledge ofAllegiance.
ROLLCALL

APPOINTMENTS
1' Equity and Social Justice Commission:
Confirm the reappointment of Aaron Draganov to Position #8 on the Equity and Social Justice
Commission, with aterm expiring 12/31/2O21.

2. Library Advisory Board:
Confirm the reappointment of Cynthia Chesak to Position #7 on the Library Advisory Board, with a term
expiring December 31.2021.

PUBLIC COMMENTS
Joe Duffie, 5332 South 140th Street, expressed his frustration regarding the lack of diverse representation
in the Public Safety Plan concept art. It is important that the art in these City facilities represent the
diverse community it serves. The community's wishes are not being heard. He urged the Council to
reconsider the concept art.
Rob|eh yWuone. 1513U65mAvenue Sou(h, shared that businesses are operating in the City without bank
accounts, which has become public safety issue due to recent robberies. He asked the Council to help
bring awareness to the issue of financial inclusivity, as venture capital funded businesses only serve a
small percentage ofminority and women -owned businesses. Mr. K8uaoe relayed he is working on a
resolution with surrounding jurisdictions.
Council President Quinn proposed sending this resolution through the committee process once submitted
by Mr. Musse

MunaAidkd. 3730South 148m Street, is from Somalia. She read a poem about memories from her
motherland and her experience as an immigrant and refugee. There is a need for better access to
modern technologies, funding, and equitable treatment ofall students atthe Tukwila School District.
Mary Fertakis, 11822 42nd Avenue South, referencing the Public Safety Plan concept art, stated the
choice to depict awhite male in the new Fins Stations marginalizes women and communities ofcolor and
does not represent Tukwila's diversity. The voices of residents whose taxes are paying for these buildings
are not being heard. The City has also failed to acknowledge the Duwamish people, the original settlers
of this region.
Latricia Kinlow, Court Administrator for the City of Tukwila, expressed her disappointment with last week's
Council meeting and said community members should be involved in decisions that affect them. The City
must fully commit to the cause of social justice and racial equity, as one of the most diverse school
districts in the nation. There isstill an opportunity hzcorrect this.
Cynthia Chesak, Arts Commissioner, clarified that the early stages of the Public Safety Plan art was
discussed bythe Arts Commission. The Fire Stations are partly pub|ic'faoing.with other portions used ae
homes for firefighters. She noted the art currently being designed is fnundadono|, and there will be many
additional spaces to have artwork added in the Public Safety Plan facilities.
The Councilmembers commented that last week was the first time the Public Safety Plan art was
presented before the Council and asked that the Arts Commission and the Equity and Social Justice
Commission review the art.
Council President Quinn asked that this issue be brought before the Community Services and Safety
Committee for further review. Consensus was received.

Mayor Ekberg reported hewas inOlympia last week speaking tovarious State Representatives regarding
the need to replace the 42'mAvenue Bridge. He visited Quality Sewing and Vacuum for "National Quilt of
Valor Day" held by the Quilts of Valor Foundation which provides combat service members and veterans
with quilts. Mayor Ekberg relayed the King Conservation District will be holding the first online voting in
the country. He thanked all those who attended last week's City Employee Banquet.
b. City Council
Councilmember Seal relayed she was asked by a resident why the City did not hold celebrations for
Martin Luther King Junior Day. She suggested celebrating Juneteenth (Freedom Day/the abolition of
slavery) by way of proclamation.
Councilmember Hougardy shared she was appointed to the Association of Washington Cities' Board of
Directors representing District 13. She has also been elected enthe Vice Chair ofthe Regional Transit

Committee. Cnumj|nlemberH attended mCity employee equity training and encouraged
other Counoi|membenstoattend.
Council President Quinn attended a meeting for the King County Consortium's Joint Recommendations
Committee focusing on affordable housing, homelessness, and community development.
Councilmember Kruller attended the Minority and Justice Commission meeting held through Washington
State Courts. She relayed some discussions with residents, including a suggestion to utilize doorbell
security cameras to reduce crime, and minimizing impact from construction near schools.
Counoi|memberMcLeod reported the Planning and Economic Development Committee discussed a
request for qualifications for the City's Economic Development Plan that will be $50,000 - $70,000. This
item will beappearing before Council.
Councilmember Idan referenced a previous request he made to install toddler swings at Cascade View
Park and asked for anupdate onthis request.
c. Staff
David Cline, City Administrator, referenced the CA(City Administrator) report and monthly Construction
and Budget Report, and offered toanswer any questions.

EXECUTIVE SESSION — Potential Litigation — Pursuant toRCVV42.3O.11O(1)(i)-3Ominutes
Mayor Ekberg announced the Council will now go into an Executive Session to discuss:
|twill last no longer than 30 minutes, and no decisions will be made during the Executive Session.
No action will be required in the Open Meeting after the Executive Session has concluded.
8:16p.m. Mayor Ekberg called for a brief recess to allow the Councilmembers to go to the Hazelnut
Conference Room.
