City Council: De'Sean Quinn, Kathy Hougardy, Verna Seal, Kate Kruller, Thomas McLeod, Zak Idan,
Cynthia Delostrinos Johnson; Mayor & Staff Allan Ekberg, David Cline, Vicky Carlsen, Laurel
Humphrey; Other: Michael Bailey, finance consultant
Council President Quinn called the meeting to order at 8:30 a.m.
Municipal Budgeting
Mr. Bailey presented an overview of municipal budgeting, including terminology, fund accounting,
requirements and best practices.
Overview of Financial Structure of the City
City staff presented an overview of the City's financial structure, including fund types, revenues &
expenditures, financial policies, priority based budgeting, and historical data. Staff passed out drafts
of a new City of Tukwila Revenue Guide and a 2020 Fee Schedule.
2021-2022 Biennial Budget Process
Staff distributed a draft budget process timeline that covers February 2020 through adoption
tentatively scheduled for December 7.
During the presentations, Councilmembers asked clarifying questions and the following requests
were made for follow up by staff:
• Chart of accounts
• 5-year history of revenues and expenditures as percentages of the general fund
• Document showing all departments and their revenues
The 2020 Tukwila City Council Retreat was adjourned at 4:19 p.m.
