The City Administrator Report ismeant toprovide the Council, staff and community anupdate on
the activities ofthe City and onissues that concern Tukwila. Please let nmeknow ifyou have any

A, Intergovernmental Update
r :Community Development
staff attended the monthly meeting of the Urban Growth Capacity/Urban Lands technical
team on February 8. King County requested feedback on a draft proposed Market Factor
approach. The group also received a presentation on a 3-D model the City of Seattle is using
tovisualize development regulations and measure the zoned capacity for new housing units
and commercial space.

Constantine and Renton Mayor Armondo Pavone at the Lake to Sound Trail Ribbon Cutting
on February 26.

Krutter and other City staff attended the Pacific Northwest Economic Equity Summit on
February28.
* Community Development staff
attended the King County Metro Technical Advisory Committee meeting on March 2. The
group discussed upcoming policy updates including streamlining performance measures
about how effectively Metro isoperating according tothe goals of its Strategic Plan.

Development attended a meeting with Alta Planning, Tukwila School District Transportation
and elementary school social workers regarding potential Alta 5choo(Pooi efforts tmconnect

Earth[orps and Ok*na Perry have planned site visits to Cottonwood Corner, Crystal Springs
and Tukwila Park to establish work for 2020 professional crews.
III. Staff Updates
Public Safety
* Asxvetransition to
meet the requirements ofthe Law Enforcement Training and Community Safety Act
(LETCSA)'the Police Department isaccepting applications for volunteers toserve onthe
Valley Independent Investigative Team (VIIT) as a non -law enforcement representative who
will work alongside the Chief ofPolice inthis effort. The goal isto enhance accountability and
increase trust toimprove the legitimacy ofpolicing for an increase in safety for everyone.
•Worksh": On February 26 Foster High Students participated in a three-
hour training with our Gracie Survival Tactics (GST) instructors during the BVllyproofTraining
workshop. Participants were provided with basic jiu 'itsu'based techniques tmcounter and
control common assauttive behaviors. This is the second year School Resource Officer (SRO)
Joseph Tran has hosted this workshop for students. We hope to expand this training in the
near future tOTukwila community members as well.
w Daily Briefings with Regional Partners on Coronavirus: Many City employees are actively
monitoring and coordinating with other regional partners on responding to the [oronavirus
issues. For example, Chief VVittvver and Battalion Chief Jason Konieczka continue to
participate indaily briefings regarding the C[>V|D-l9issues affecting the region.
Project Updates
* 53rd Ave S: Estimated Completion: May 2020

The last two weeks have been busy for the crews with the vast majority ofbarenootpiant
material having been installed. There were plant losses that resulted from the recent river
event and the shoreline experienced some erosion as a result of the high waters. Additional
plants will bepurchased tocompensate for the loss.
w Boeing Access Rd overAirport Way Bridge:VVSD<]Theadquarters has accepted the plans for
the Boeing Access Rdover Airport Way Seismic retrofit. The project xvasadvertisedfor
construction on March 3 and 9 on Builders Exchange, Daily Journal of Commerce, and the
Seattle Times. A pre -bid meeting is scheduled for March 16 with the bids opening on March
24.

in-depth structural inspection. The inspection will require a boom lift for the structural
members above the bridge deck and a Under Bridge Inspection Truck (UBIT) to access the
structural members under the bridge deck. The inspection wilt utilize non-destructive testing
to measure the thickness of the steel members and check for cracks in the steel to illustrate if
there are any internal deficiencies in the steel. The funding for design of the replacement
bridge was approved byCouncil onMarch 2.
4Culture Grant Application to Create Preservation Plan: Economic Development staff
collaborated with Public Works staff and submitted an application to 4Culture for a grant to
be used to create a preservation plan for the old city halt/school building on Tukwila Hill. We
anticipate 4Cuiture'sdecision in April.
