Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:02 p.m. and led the
audience in the Pledge of Allegiance.

Sharon Mann, 4452 South 1601h Street, shared that she and Katrina Dohn have started a neighborhood
trash pickup group. The group is looking for someone to cover the Allentown neighborhood and are
working ontentative agreements with the City for pick-up ofthe trash residents are unable todispose of.

c. Authorize the approval of hiring of two additional full-time Police Support Officers for inmate

d. Authorize the approval of funding for the Police records digitization project, in the amount of
$150,000.00.

monitoring, structural analysis in the amount of $39,000.00, and initial design funding in the amount of
$1,000,000 (based on approval of all 3 options in the agenda documentation)..

Council President Quinn acknowledged the efforts made by former Councilmember Robertson towards
the Shoreline and Critical Areas Code updates.

REPORTS
a. Mayor
Mayor Ekberg attended the 2020 Pacific Northwest (PNW) Economic Equity Summit, held by the Seattle
Southside and Renton Chambers of Commerce.

b. City Council
Councilmember Hougardy participated in a Greater Seattle Partners meeting, Soundside Alliance policy
meeting, and visited Horizon House inSeattle.
Council President Quinn announced the City Council will be holding a Town Hall on March 17. 2020 at
8:00 p.m. at Billy 8orodasd Foster Golf Links.
Councilmember Kruller asked for input on the upcoming aircraft noise federal policy advocacy trip to
VVaehinghonD.C. She also attended the 2O2OPNVVEconomic Equity Summit and shared there is
discussion about the possibility of bringing one of the community presenters to the opening of the Justice
Center.
Councilmember McLeod participated in a Growth Management Planning Council meeting and South King
Housing and Homelessness Partners meeting. He reported that the Planning and Economic Development
Committee discussed a resolution for House Bill 1406 and associated sales tax revenue for affordable
housing that will be coming before the Council. The Committee has also requested the Tukwila
International Boulevard rechannelization study be distributed to the Council.
Councilmember Idan attended the 2020 PNW Economic Equity Summit. He suggested having a City staff
member dedicated b>equity-based work.
Councilmember Delostrinos Johnson reported the Transportation and Infrastructure Committee has
forwarded the Neighborhood Traffic Calming Program to the full Council for further discussion. The
Committee also approved two grant applications related to pedestrian and bicyclist safety enhancements,
She supports Councilmember Idan's suggestion of having dedicated resources towards equity -based
work.
Council President Quinn noted equity -based work is most effective as an institutional effort and looks
forward to receiving recommendations from the Equity and Social Justice Commission.
c. Staff
David Cline, City Administrator, referenced the CA(City Administrator) report and monthly Construction
and Budget Report, and answered questions from Councilmembers regarding the resolution of lack of
parking at Tukwila Village, communication to residents regarding construction at 53rd Avenue South, and
grant funding for the Boeing Access Road over Airport Way Bridge.
d. City Attorney
Mike Kenyon, City Attorney, relayed it has been a privilege to serve the City.
e. Council Analyst
There was noreport.
MISCELLANEOUS
Councilmember Idan referenced Item 5.0 on the Consent Agenda (Parks and Recreation capital budget
items) and asked about the possibility of installing bathrooms at parks that are used heavily by the
community such asCascade View Park.
Council President Quinn noted there may be operational considerations and impacts that will need further
discussion. Councilmembers discussed the need to review this item through public safety and equity
lenses.

Council President Quinn asked for and received consensus to forward this discussion to the Planning and
Economic Development committee for further review.
Councilmember Kruller asked whether a timeline and process has been established for discussion of land
acknowledgements.
Councilmembers commented on the need to conduct land acknowledgements meaningfully and to have
pnaotimesthatoneneflectiveofTuhwi|aandthecommunidesiteen/es
Council President Quinn asked for and received consensus to discuss land acknowledgement at the next
Committee ofthe Whole meeting.
Councilmember Kruller shared that the Public Safety Plan concept art has been reviewed by the Arts
Commission and will be reviewed by the Equity and Social Justice Commission at its upcoming meeting.
Rachel Bianchi, Deputy City Administrator, reported the City is involved in regional efforts tocontain the
Coronaviruooutbreak and continues tomonitor the situation. King County Public Health and the
Washington State Department ofHealth are trusted sources for information and resources on this issue.
Residents experiencing symptoms consistent with those listed should oa|| their health care providers first,
Residents can also help to contain the virus by washing hands often and well.
Council President Quinn shored the Council will be reading ''The Price of Government" by David Osborne
and Peter Hutchinson as follow-up to the Council Retreat and as a tool to frame budget discussions.
