Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:09 p.m. and led the audience in the Pledge of Allegiance. CITY OFFICIALS Jim Haggerton, Mayor; David Cline, City Administrator; Shelley Kerslake, City Attorney; Jack Pace, Community Development Director; Bob Giberson, Public Works Director; Gail Labanara, Public Works Analyst; Peggy McCarthy, Interim Finance Director; Mike Villa, Police Chief; Derek Speck, Economic Development Administrator; Mary Miotke, IT Director; Christy O'Flaherty, City Clerk. ROLL CALL Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie, Joan Hernandez, Allan Ekberg, Dennis Robertson, Verna Seal, Kathy Hougardy and De'Sean Quinn. SPECIAL PRESENTATION Recognition of Certified Municipal Clerk status awarded to Melissa Hart, Deputy City Clerk. Christy O'Flaherty, City Clerk, presented Melissa Hart, Deputy City Clerk, with a plaque from the International Institute of Municipal Clerks (IIMC) acknowledging her attainment of the status of "Certified Municipal Clerk." The letter received from IIMC announced that this is more than a pin, a piece of paper, or three letters after her name; this certification is a declaration that Melissa has received training specifically applicable to the responsibilities of the City Clerk's Office. This designation is granted only to those municipal clerks who complete the demanding educational requirements administered by the Northwest Clerk's Institute in conjunction with Washington State University. The required educational training and time commitment usually takes 3 -4 years to complete. The letter further stated, "In light of the speed and drastic nature of changes these days, lifelong learning is not only desirable, it is necessary for all in local government to keep pace with growing demands and changing needs of the citizens we serve. Your city can take immense pride in Melissa's educational accomplishments and achievement of this milestone. We share your pride in this achievement, and we applaud your support of the role Melissa plays in your City." The Mayor and City Councilmembers congratulated Melissa on this exceptional accomplishment. CITIZEN COMMENTS Councilmember Duffie welcomed a group of young people in the audience who were in attendance at the recent Tukwila Village community meeting. He asked them to come forward and introduce themselves. The following people introduced themselves: Nimo Abdi, Zamzam Did, Ardokhadra Hersi, Hafso Abdulla, Salman Omar, Abdi Giire, Mohamed Hussein, Mohammed Aden, Abdirasir Elmi. They relayed the message that they do not want to see their brothers and sisters turning to illegal activities, and they would like to see how government works. The Councilmembers thanked the group for attending the Council meeting and encouraged them to continue to be involved in City business. The group was encouraged to review City information and Tukwila City Council Regular Meeting Minutes November 21, 2011 Page 2 of 6 newsletters on the City website, participate in the Council Coffee Chats, and attend Council and community meetings. David Cline, City Administrator, asked the group to leave their contact information, and City staff will follow up with them on questions or concerns. CONSENT AGENDA a. Approval of Minutes: 11/7/11 (RegularMtg.) b. Approval of Vouchers #358941 359053 and 111100, 111102 111103 in the amount of $6,077,884.52. MOVED BY DUFFIE, SECONDED BY QUINN THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 7 -0. UNFINISHED BUSINESS a. Authorize the Mayor to sign a sponsorship agreement with Competitors Group for the 2012 Rock'n' Roll Seattle Marathon on behalf of Seattle Southside Visitor Services in the amount of $50,000. MOVED BY HOUGARDY, SECONDED BY EKBERG TO AUTHORIZE THE MAYOR TO SIGN A SPONSORSHIP AGREEMENT WITH COMPETITORS GROUP FOR THE 2012 ROCK 'N' ROLL SEATTLE MARATHON ON BEHALF OF SEATTLE SOUTHSIDE VISITOR SERVICES IN THE AMOUNT OF $50,000. MOTION CARRIED 7 -0. b. Authorize funding for three full -time police officers to be hired in 2012 to be included in the year -end 2011 -2012 budget amendment. MOVED BY HOUGARDY, SECONDED BY QUINN TO AUTHORIZE FUNDING FOR THREE FULL TIME POLICE OFFICERS TO BE HIRED IN 2012 TO BE INCLUDED IN THE YEAR -END 2011 -2012 BUDGET AMENDMENT.'` Councilmember Robertson requested a friendly amendment to the motion, with concurrence by Councilmember Duffie, to add the words, "and the 6 -year financial plan" to the end of the motion. Councilmember Robertson explained that it is important the costs associated with the added officers be included in the long term financial plan, and it will also be a helpful resource for future budget decisions. At the request of Councilmember Hougardy, Police Chief Mike Villa spoke to the amendment to the main motion. Mike Villa, Police Chief, relayed that it is the desire of the Police Department to retain the 3 officers over the long term, and he appreciates the reference in the 6 -year financial plan. He supports the amendment to the motion. *MOTION CARRIED 7 -0, TO ADOPT THE MOTION WITH THE AMENDMENT TO ADD THE WORDS "AND THE 6 -YEAR FINANCIAL PLAN." c. Authorize funding in the amount of $175,000 for a permit tracking system to be included in the year -end 2011 -2012 budget amendment. MOVED BY SEAL, SECONDED BY DUFFIE TO AUTHORIZE FUNDING IN THE AMOUNT OF $175,000 FOR A PERMIT TRACKING SYSTEM TO BE INCLUDED IN THE YEAR -END 2011 -2012 BUDGET AMENDMENT. MOTION CARRIED 7 -0. Authorize the Mayor to sign a grant funding contract for the Washington State Department of Transportation Rideshareonline project in the amount of $101,370.00 (no General Fund impact). MOVED BY HERNANDEZ, SECONDED BY SEAL TO AUTHORIZE THE MAYOR TO SIGN A GRANT FUNDING CONTRACT FOR THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION RIDESHAREONLINE PROJECT IN THE AMOUNT OF $101,370.00. MOTION CARRIED 7 -0. e. Authorize the Mayor to sign an Interlocal Agreement with King County for transfer of the drainage facility at South 200th Street and Frager Road in the Tukwila South area. 7:31 p.m. Councilmember Quinn recused himself and left the Council Chambers MOVED BY HERNANDEZ, SECONDED BY DUFFIE TO AUTHORIZE THE MAYOR TO SIGN AN INTERLOCAL AGREEMENT WITH KING COUNTY FOR TRANSFER OF THE DRAINAGE FACILITY AT SOUTH 200TH STREET AND FRAGER ROAD IN THE TUKWILA SOUTH AREA. MOTION CARRIED 6 -0, WITH QUINN RECUSED. Mayor Haggerton explained that Councilmember Quinn works for King County, which is the basis for the recusal. 7:33 p.m. Councilmember Quinn returned to the Council Chambers. f. Authorize the Mayor to sign a contract with KPG, Inc. for the 2012 Overlay and Repair Program in the amount of $79,986.87. MOVED BY HERNANDEZ, SECONDED BY DUFFIE TO AUTHORIZE THE MAYOR TO SIGN A CONTRACT WITH KPG, INC. FOR THE 2012 OVERLAY AND REPAIR PROGRAM IN THE AMOUNT OF $79,986.87. MOTION CARRIED 7 -0. g. Authorize the Mayor to sign a Memorandum of Understanding with the Washington Cities Insurance Authority (WCIA) regarding the City's deductible. Tukwila City Council Regular Meeting Minutes November 21, 2011 Page 5 of 6 NEW BUSINESS Authorize the Mayor to sign an amendment to the Interlocal Agreement with the Tukwila Metropolitan Park District for support services, with a new expiration date of January 15, 2013. MOVED BY EKBERG, SECONDED BY HOUGARDY TO AUTHORIZE THE MAYOR TO SIGN AN AMENDMENT TO THE INTERLOCAL AGREEMENT WITH THE TUKWILA METROPOLITAN PARK DISTRICT FOR SUPPORT SERVICES, WITH A NEW EXPIRATION DATE OF JANUARY 15, 2013. MOTION CARRIED 7 -0. REPORTS a. Mayor On November 16, 2011, Mayor Haggerton volunteered at the Thanksgiving lunch for the senior citizens at the Tukwila Community Center. Approximately 150 -200 people were served, and he offered thanks to the Councilmembers and staff who volunteered at the event. Additionally, on November 16 he attended the Suburban Cities annual business meeting. On November 17, 2011 he attended the community meeting on the Tukwila Village project. There will be a presentation on Tukwila Village at the December 19, 2011 Council Meeting. On November 18, 2011, the Mayor attended the Transportation Improvement Board meeting and the Valley Cities meeting. b. City Council Councilmember Duffie attended the community meeting regarding Tukwila Village on November 17, 2011. Councilmember Hernandez volunteered at the Thanksgiving lunch for the senior citizens at the Tukwila Community Center on November 16, 2011. Additionally, that same day she attended the Highline Forum and the Suburban Cities Association meeting. Council President Ekberg attended the Tukwila Metropolitan Park District meeting at Friendz Cafe on November 19, 2011. He appreciated the involvement of the City Administrator and City staff and felt the meeting was a great success. Councilmember Seal participated in the Citizenship Day event at Foster High School on November 19, 2011 sponsored by One America. Councilmember Quinn attended the community meeting regarding Tukwila Village on November 17, 2011. He relayed that it was a very successful event and complimented the staff and residents on the collaborative effort. c. Staff David Cline, City Administrator, extended thanks to City staff members, Derek Speck and Joyce Trantina for their work on the Tukwila Village community meeting and to Rick Still, Peggy McCarthy, and Gail Labanara for their work on budget issues. Mr. Cline reported that he has taken a tour of City of Tukwila elementary schools. Additionally, he reported that as the state legislators enter into a special session, City staff will be watching the issues carefully as they relate to Tukwila. d. City Attorney There was no report. e. Intergovernmental The Council Analyst is not required to attend Regular Meetings Tukwila City Council Regular Meeting Minutes November 21, 2011 Page 6 of 6 MISCELLANEOUS Councilmember Duffie stated that the Chief of Police meets with School District staff at the administration building on the second Tuesday of each month at 9:30 a.m. The meetings are very informative. Councilmember Hernandez referenced her comments from a prior Council meeting regarding possible consideration by the Community Affairs and Parks Committee of an Interlocal Agreement with King County for Historic Preservation. She inquired whether a majority of Councilmembers agree to consideration of the item. It was determined the Council would like a presentation from the King County Office of Historic Preservation regarding this issue at a future Committee of the Whole meeting. Council President Ekberg explained that the agenda for the next Committee of the Whole meeting is extremely lengthy, and he suggested the meeting time be changed from 7:00 p.m. to 5:00 p.m. The Community Affairs and Parks Committee set to meet that same evening would be canceled to facilitate the time change. Additionally, the December 19, 2011 Council meeting is expected to be long, and he suggested that meeting also begin at 5:00 p.m. It was determined the start time for the November 28, 2011 Committee of the Whole meeting and December 19, 2011 Regular Meeting will be 5:00 p.m. Mayor Haggerton announced he will not be in attendance at the December 5, 2011 meeting, and Council President Ekberg will preside over the Regular Meeting. Councilmember Robertson thanked City Department Heads for their work on an action item list he submitted after receiving comments from citizens. The comments primarily involved 3 issues: (1) public safety, particularly in the Tukwila International Boulevard corridor; (2) residential streets and sidewalks; and (3) abandoned housing. He relayed that strides have been made in these areas by way of the recent nuisance ordinance, approval to hire 3 more Police officers, and upcoming review of abandoned housing legislation.
