MINUTES
COMMITTEE OF THE WHOLE
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Quinn called the Tukwila City Council meeting to order at 7:00 p.m. and led the
audience in the Pledge of Allegiance.
OFFICIALS
Present were Council President Quinn; Councilmembers Verna Seal, Kathy Hougardy, Kate Kruller,
Thomas McLeod, Zak Idan, Cynthia Delostrinos Johnson.
CITY OFFICIALS
Allan Ekberg, Mayor; David Cline, City Administrator; Joseph Todd, Technology and Innovation Services
Director; Joel Bush, Senior Technology Integration Manager; Laurel Humphrey, Council Analyst; Barbara
Saxton, Administrative Support Coordinator.
The following staff were present via Skype: Rachel Bianchi, Deputy City Administrator;
Robert Eaton, Parks & Recreation Manager; Minnie Dhaliwal, Deputy Community Development Director;
Meredith Sampson, Assistant Planner; Hari Ponnekanti, Deputy Public Works Director/City Engineer;
Vicky Carlsen, Finance Director.
AGENDA AMENDMENT
Council President Quinn asked for consensus to remove items 3.d, "A contract to implement the non -
represented employees' market -based system," and 3.e, "A contract with Tactical Athlete Health and
Performance Institute," due to the need to preserve City funds in response to the coronavirus pandemic
CONSENSUS EXISTED TO REMOVE ITEMS 3.d AND 3.e FROM THE AGENDA,
PUBLIC COMMENTS
Council President Quinn announced that for this meeting, to reduce risk of exposure for the public due to
COVID-19 (Coronavirus), the City is providing an enhanced option for public comment. While in -person,
verbal comments will still be accepted during the regular order of business, those wishing to provide
public comment had the opportunity to deliver public comments via email by 5:00 p.m. today.
There were no public comments.
SPECIAL ISSUES
a. An ordinance regarding the draft Parks, Recreation and Open Space (PROS) Plan.
Robert Eaton, Parks & Recreation Manager, stated they are presenting the final draft of the 2020 PROS
Plan. Mr. Eaton introduced Ryan Mottau, Senior Planner with MIG, the City's consultant, who was
present via Skype. He reviewed the four -phase development process, the vision, and the goals and
recommendations identified in the PROS Plan. A message heard repeatedly during the engagement
process was "Taking care of what we have."
Laurel Humphrey, Council Analyst, acknowledged receipt of and read the following written comment
received by email:

1. Nancy Manos, email received 3/23/20, questioned the discussion on park budgets when children and
families in the City are living below poverty level and people are losing their jobs and now have no
way to support their families.

b. A resolution related to House Bill 1406 and a sales tax revenue program for affordable
housing.
Meredith Sampson, Assistant Planner, reviewed the options available for rechanneling of sale tax
revenue. Staff proposed retaining 30% of the annual revenue from House Bill 1406 (up to a maximum of
$49,800 annually) for rental assistance and to pool the rest of the funds with South King Housing and
Homelessness Partners' (SKHHP) member agencies. The Council discussed the 30% number versus
other higher percentages and agreed to continue the discussion at the next meeting upon receipt of
further information from staff and SKHHP.

c. Update on the Public Works Fleet and Facilities Building Project and 30% Design Review.
Cynthia Delostrinos Johnson, Chair of the Transportation and Infrastructure Committee, explained the
30% design for tenant improvements for the project is complete and within the range of the estimated
budget. She noted there are four contracts related to this project on the agenda for the Special Meeting
later this evening.

f. Reappointment to the Public Safety Bond Financial Oversight Committee.
Laurel Humphrey, Council Analyst, explained the Public Safety Bond Financial Oversight Committee
consists of 5 members, all appointed by the Council. Andy Reiswig has served since the inception of the
committee and has applied for reappointment.

g. 2019 4th Quarter sales tax report.
Vicky Carlsen, Finance Director, gave an overview of sales tax and miscellaneous revenue for the 4th
quarter of 2019. The final 2019 sales tax collections met budget at $19.9 million. Construction related
sales tax ended the year almost $600,000 higher than the previous year. Revenue from the City's
gambling tax, admissions tax and telecommunications tax were also reviewed.
h. Discussion on land acknowledgement practices.
Ms. Humphrey explained this item is following a request from the Council to further discuss whether to
incorporate a land acknowledgement practice into certain gatherings, which is a formal statement that
pays tribute to the indigenous inhabitants of the land. The discussion included: suggestions of other
methods for accomplishing this practice, whether to broaden the message to other groups that have
experienced historical injustice, questions on the timing for committing City resources to properly address
this issue, and which City committee or commission would be the appropriate forum to begin research
and discussion.

i. A resolution enacting a temporary moratorium on certain residential evictions during the
period of civil emergency related to the novel coronavirus (COVID-19).
Ms. Humphrey stated Governor Inslee announced a 30-day statewide moratorium on residential
evictions, and the cities of Seattle and Burien have passed similar motions. The City Attorney has
advised that the Council may make a similar collective statement via resolution. Further Council authority
via an ordinance for enforcement or to override landlord rights is questionable. Discussion included a
question on the time period the moratorium would be in effect and similar concern for landlord hardships.

REPORTS
a. Mayor
Mayor Ekberg acknowledged the stay-at-home order announced by Governor Inslee earlier today, which
applies to all residents except those employed in "essential" activities. He stated discussions will take
place on what "essential" means within the City.
b. City Council
There were no reports.
c. Staff
There was no report.
d. Council Analyst
There was no report.
MISCELLANEOUS
Councilmember Kruller asked what actions may be needed by the Council in response to the Governor's
order. Discussion about conducting meetings remotely was discussed including technology capabilities,
participants learning of the rules and process, and implications of the Open Public Meetings Act. The
Mayor noted that groups within the City, including the Emergency Operations Center, have been
conducting meetings remotely. Staff will provide a written update to the Council closer to the date of the
next scheduled Council meeting (April 6, 2020).
