Meeting Minutes
April 6, 2020 - 5:30 p.m. - Electronic Meeting due to COVID-19 Emergency

Chair Delostrinos Johnson called the meeting to order at 5:30 p.m.
I. BUSINESSAGENDA
A. Contract Amendment: Boeing Access Road over Airport Way Bridge Seismic Retrofit
Staff is seeking Council approval of Amendment No. 2 to Contract 18-227 with TranTech
Engineering, LLC in the amount of $356,397.00 for this project.
Committee Recommendation
Unanimous approval. Forward to April 20, 2020 Regular Consent Agenda.
B. Grant Applications: Transportation Demand Management & 42nd Avenue South Bridge
Staff is seeking Committee approval to apply for federal funding through the Puget Sound
Regional Councii's 2023-24 project selection process. 1) $450,000 for the Transportation
Demand Management program's outreach activities and 2) $4M for the 42nd Avenue South
Bridge Replacement Project. The 13.5% match requirement would come from available
WSDOT funding and would not affect the general fund.
Committee Recommendation
Unanimous approval.
C. Grant Application: Gilliam Creek Fish Barrier Removal
Staff is seeking Committee approval to apply to the Recreation and Conservation Office,
King County Flood Control District, and other future grants for the Gilliam Creek Fish
Barrier Removal Project. This project will restore fish passage between Gilliam Creek and
the Green River, restore salmon habitat, and maintain or improve flood protection. Staff
recommended submitting the grant proposal for Option 3. The feedback they received
from major funders was that Option 3 was the only option that would likely receive
funding. The 15% match requirement would come from surface water enterprise funds or
other available grant funds.

D. Grant Application: Nelsen Side Channel
Staff is seeking Committee approval to apply to the Washington State Department of
Ecology's (DOE) Floodplains by Design grant program and other future grant opportunities
for the Nelsen Side Channel Project. This project will set the levee back to create a side
channel, restore an acre of riparian forest, provide flood storage, and provide public access
to the shore. The match requirement for this project would be waived.
Committee Recommendation
Unanimous approval.
E. Tukwila International Boulevard Rechannelization Alternatives Report
Staff updated the committee on the implementation of the Tukwila International
Boulevard Neighborhood Plan and the rechannelization alternatives report. This is also
being discussed in the Planning & Economic Development Committee and will be brought
to the Committee of the Whole at a future date.

F. Transportation for America's The Congestion Con
Councilmember Kruller spoke to the report, which takes the position that the strategy of
widening and building new highways has failed to solve the congestion problem and US
DOT's models are outdated. This may help future discussions on the TIB discussions, and
the presenter may be available to call into a future committee meeting to assist.

II. MISCELLANEOUS
Staff reported on the activities of the department during the COVID-19 emergency.
