Please let me know if you have any questions or need additional information about any of the following items. 1. Intergovernmental Update • King County City Managers/City Administrators Weekly Meetings: City Administrator David Cline is participating in weekly virtual meetings with the King County City Managers/City Administrators group. • South Kin County ounty Housing and Homeless Partnership Meeting: Community Development staff attended a staff working group of South King County Housing and Homeless Partnership meeting and updated them of the City Council action on Resolution to allocate 90 % of HB 1406 funds towards rental assistance and 10%towards SKHHP until the pandemic is over. • Regional Planning Directors Meeting: Community Development staff attended a Planning Directors meeting where ideas were shared about maintaining permitting services while the Stay at Home Order is in place. Some cities are passing temporary legislation to formally extend timelines involved with permitting. • King County Metro Town Hall Meeting: Councilmembers Hougardy and Kruller and Community Development staff attended a Town Hall meeting hosted by Rob Gannon, General Manager of King County Metro Transit. The meeting covered service reduction changes to operations for the safety of transit passengers and operators in response to the COVID-19 pandemic. Mr. Gannon reported that transit ridership is down by approximately 75%, and the agency continues to provide service for approximately 100,000 transit riders per day. Metro's aim is to preserve regional connectivity and ensure that buses are not crowded. To protect drivers, bus boarding is currently not allowed at the front door and fares are not being collected. Metro is also monitoring and responding to feedback from community -based organizations and transit riders to respond to the community's transportation needs. Community Outreach • Business Outreach: Economic Development staff has compiled a webpage for small businesses offering links to resources that may help them. Outreach will expand to a telephone survey to Tukwila businesses that is currently being compiled by staff. Survey responses will assist staff in preparing a business recovery plan. • School District Distributing Meals at the Tukwila Community Center: The Tukwila Community Center is a distribution location being utilized by the Tukwila School District for families to pick up breakfast and lunch items for students - Monday through Friday from 10:00am - Noon. • Tukwila Pantry Support: Parks and Recreation staff members began providing staffing support to the Tukwila Pantry on April 13, as demand for food has increased substantially. Staff will help bag groceries and boxes and assist with distribution. • Operation Senior Food Drop adds Halal Meal Option: This past week, Parks and Recreation staff picked up over 30 meals at the Food Innovation Network in Kent and delivered them to residents at Tukwila SHAG. Next week numbers of Halal meal requests are expected to double. Outreach efforts continue to grow for the program, a new flyer that will be distributed to clients at the Tukwila Food Pantry. Social media outreach is also attracting new clients to the program. Staff expects to increase distribution substantially over the next few weeks. III. Staff Updates Public Safety • Fire Regional Meetings: Chief Wittwer continues to participate in daily meetings with regional partners regarding the COVID-19 issues affecting the region. • King County Police Chiefs and Sheriff Meeting: Chief Linton attended a virtual meeting with the King County Police Chiefs and Sheriff on April 9. • Outreach to Homeless: The Community Police Team continues to provide outreach to the homeless camps. Projects • 53rd Ave S: Estimated Completion: July 2020 Comcast's contractor, Sefnco, is scheduled to dig up and repair a Comcast conduit and pull the remaining span of fiber beginning April 24.Once that is complete, Comcast will schedule fiber splicing and complete the removal of their overhead facilities. After Comcast has completed the work, Centuryl-ink will remove the existing utility poles and the construction contractor will return to physically complete the project. Boeing Access Rd over Airport Way Bridge: Estimated Completion: December 2020 The City conducted a virtual bid opening on April 7, 2020 to abide by current social distancing restrictions and to read the bids out loud per industry standards. There was a total of 5 bids that were timely submitted. The City and TranTech Engineering are currently reviewing the bids to verify the apparent low bidder. 42nd Ave S Bridge In-depth Inspection: The City was informed at the beginning of April 2020 that Seattle Department of Transportation (SDOT) has restricted the use of their Under - Bridge Inspection Truck (UBIT) due to social distancing concerns and the safety of their employees. The City continues to work with TranTech Engineering and Fickett Structural Solutions to perform a partial inspection of the bridge to the areas that can be accessed without the UBIT. Once the social distancing regulations have been lifted, the City will work with SDOT to reschedule the UBIT to finish the remaining portion of the inspection. West Valley Highway: 30% plans were submitted to staff for review on April 2 along with the channelization plans that will be submitted to WSDOT for approval. Other work still underway includes environmental studies and other supportive work necessary for the federal permit approvals. • TIB Channelization Study: Continue presentation and discussion at April 20 Planning and Economic Development Committee. • Tukwila Village: Construction restarted on Buildings A and B. Construction of affordable housing is allowed as an essential use under the Governor's Stay at Home Order. Boards and Commissions - Most meetings in April have been canceled. • Arts Commission: No vacancies. The next meeting is scheduled for May 27, 2020. • Civil Service Commission: Vacant Position: #1 Resident Position. The next meeting is scheduled for May 11, 2020. • COPCAB: Vacant Position: Student Representative. The next meeting is scheduled for May 14, 2020. • Equity & Social Justice Commission: Vacant Positions: #2 Education Representative and Student Representative. The next meeting is scheduled for May 7, 2020. • Human Services Advisory Board: No vacancies. The next meeting is in the process of being scheduled and has yet to be determined. • Library Advisory Board: Vacant Position: Student Representative. The next meeting is tentatively scheduled for May 5, 2020. • Lodging Tax Advisory Committee: Vacant Positions: #5 Business Collecting Tax and Position #9 Funded by Tax. West Valley Highway (I405 to Strander) T&I PW At 30% design, grant funded. 42nd Avenue South Bridge Replacement (Allentown) T&I PW Council approved $1 million for design. Enhanced Code Enforcement PED DCD Ongoing. Successful demolition of three long time nuisance residential structures/neighborhood blights with no cost to the city. Rental Housing inspection started taking online payments and work ongoing to go paperless. Red Light & School Zone Cameras Pilot Project CSS POLICE The Police Department will submit the necessary info memo to present the contract to the Security and Safety Committee in June and on to the full council for approval. The time line is to have the system in place for employment at the beginning of the school year in late Aug/Sep. Green the Green Project T&I DCD/PW PW staff are working on this project and good progress was made in design. Tukwila Locking Mail Box Initiative CSS Police/PW PW staff installed all work orders given to them. Police will not encourage additional installations of security mailboxes; however, there are additional mailboxes available to the public and we will continue the necessary messaging until all mailboxes have been sold. There is no more funding to continue this program after the remaining mailboxes have been depleted.
