REGULAR MEETING This meeting was not conducted at Tukwila City Hall, based onthe Governor's Proclamation 20-2 adopted March 24,2020 which says in part: "Any public agency, subject toRCN/4230, isprohibited from conducting any meeting, subject /nRCN/42.3Dunless (a) the meeting and instead provides an option(s) for the public to attend the proceedings through, at minimum, telephonic access. " All participants, including the Mayor, Councilmembers, City Staff, Legal Counsel were not at Tukwila City Hall and participated via a remote electronic system. Tammy D'Oyley expressed reducing staffing at Fire Station 52 to save money during the coronavirus pandemic risks the safety of residents and City employees. Cutting emergency services will cause discord within the community. 2. Hannah Hedrick urged the Council to reconsider the closure of the engine at Fire Station 52 considering the importance ofservices provided bvfirst responders. 3. Joseph Langer expressed concern at the decision of reducing staffing and resources at Fire Station 52 during the connnavirus pandemic. He urged the Council to prioritize the safety of the community and increase staffing atFire Station 52. 4. Hubert Crawley expressed his disapproval of the decision to reduce personnel at Fire Station 52 and spending of bond funds for the Public Safety Plan, He would like to see the staffing issue discussed ataCouncil meeting with full public participation, 5. Jovita McConnell shared her disappointment that the reduction of services at Fire Station 52 was made without any communications to residents in the area. The new staff recommendation is to dedicate all of the HB 1406 funds to rental assistance until the pandernic is over. The percentage of dedication of funds between the City's rental assistance program and SKHPP was discussed, with the acknowledgement that it can be changed again once the ooronaviruopandemioends. David Cline, City Administrator, provided an update on the City's coronavirus response and highlighted the following: The City's Emergency Operations Center is largely virtual as of March 23, 2020; changes in City operations include furloughing of temporary, part-time staff and focusing on essential functions and services. Heconfirmed that Fire Station 52 is not closing. Vicky Car|sen, Finance Dinycbor, gave an overview ofthe City'gbudget impacts due tothe cononavinuopandominand indicated revenue impacts can hepartially identified through June. REPORTS m' yNoyon Mayor Ekberg read a proclamation in recognition of legal services received from Kenyon Disend for more than 25years. b' City Council The Councilmembers extended thanks to Kenyon Disend for their years of service to the City. Council President Quinn served on the Joint Recommendations Committee through King County for affordable housing. Councilmember Kruller indicated she has received inquiries from residents concerned about zoning changes on a site near Tukwila Elementary and confirmed residents should reach out to Mayor Ekberg or Jack Pace, Community Development Director, with comments. Councilmember McLeod shared that his father tested positive for COVI D-1 9 but has been released as of today and will berecovering athome. o' Staff David Cline, City Administrator, referenced the CA(City Administrator) report' and Monthly Construction and Budget Report and offered toanswer any questions. d' City Attorney There was noreport. m.
