CALL FOR BIDS
NOTICE IS HEREBY GIVEN that sealed bids will be received by the City of Tukwila, Washington at the Office
of the City Clerk, in Tukwila City Hall, 6200 Southcenter Boulevard, Tukwila, Washington 98188, up to the
hour of 9:30 a.m. on Thursday, May 21, 2020. Bids will be opened and publicly read aloud at 10:00 a.m. on
Thursday, May 21, 2020 for:
RIVERTON CREEK FLAP GATE REMOVAL:
PROJECT NO. 98-DR03
The Work to be performed within 115 working days from the date of Notice to Proceed consists of furnishing
all materials, equipment, tools, labor, and other work or items incidental thereto for:
Construction of approx. 160 linear feet of stream improvements within Riverton Creek, including
but not limited to removing two culverts with flapgates, excavating an existing embankment to
create an open confluence with the Duwamish River, installing streambed gravel, boulder
materials and large woody debris, installing a new pedestrian bridge for the Green River Trail,
structural reinforcements to the adjacent sheet pile wall supporting Tukwila International Blvd.,
construction of a new soldier pile wall, installation of woody debris in upper wetland area, and
other work necessary to complete the Work as specified and shown in the Contract Documents.
Each bid shall be in accordance with the bid documents available free of charge on-line through Builders
Exchange of Washington, Inc. at http://www.bxwa.com. Click on: "bxwa.com", "Posted Projects"; Public
Works'; "City of Tukwila", and "Project Bidding". Bidders are encouraged to "Register as a Bidder" in order to
receive automatic e-mail notification of addenda and to be placed on the "Bidders List". This service is
provided free of charge to Prime Bidders, Subcontractors and Vendors bidding this project. Contact Builders
Exchange of Washington at (425) 258-1303, should you require further assistance. Informational copies of
any available maps, plans, specifications, and subsurface information are on file for inspection in the office of
the Tukwila City Engineer, at the Public Works Department.
All bid proposals shall be submitted according to the Information for Bidders and be accompanied by a bid
proposal deposit in the form of a cash deposit, certified or cashier's check, postal money order, or surety bond
made payable to the City of Tukwila, for a sum not less than five percent (5%) of the amount of such bid,
including sales tax. Should the successful bidder fail to enter into such contract and furnish satisfactory
payment and performance bonds within the time stated in the specifications, the bid deposit/bond shall be
forfeited to the City of Tukwila.
The City of Tukwila in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d
to 2000-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the
Secretary, Part 21, Nondiscrimination in Federally- Assisted programs of the Department of Transportation
issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract
entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part
26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated
against on the grounds of race, color, national origin, or sex in consideration for an award.
The City reserves the right to reject any and all bids or waive any informalities in the bidding and make the
award as deemed to be in the best interest of the City.

NOTE TO ALL PLANHOLDERS:
This Addendum No. 1, containing the following revisions, additions, deletions, and/or clarifications, is
hereby made a part of the Plans and Contract Provisions (Contract Documents) for the above -named
project. Bidders shall take this Addendum into consideration when preparing and submitting their bids.
Bidders shall acknowledge receipt and acceptance of this Addendum No. 1 in the space provided on the
Proposal Signature Sheet or by signing in the space provided below and submitting the signed addendum
with the bid package. Failure to provide this written acknowledge may result in disqualification of the Bidder's
submittal.
PROPOSAL
1. Page 1-2: 1. Pre -Bid Conference is replaced with the following (Note the changes are to the
contact e-mail address and the pre -bid conference registration deadline):
1. Pre -Bid Conference A pre -bid conference will be held through an online video conference
meeting on TUESDAY, MAY 12, 2020 at 10:00 a.m. All potential bidders are strongly encouraged
to attend. This will be your only opportunity to ask direct questions related to the project.
Information from the pre -bid conference will not be made available to bidders who do not attend.
The Engineer will transmit to all prospective Bidders of record such addenda as Engineer considers
necessary in response to questions arising at the conference. Oral statements may not be relied
upon and will not be binding or legally effective.
Bidders must register for the online Pre -Bid Conference by sending an email to the City Project
Engineer, Mike Perfetti (mike. perfettiQ_tukwilawa.gov). Emails to register for the online pre -bid
conference must be received before 9:30 a.m. on Tuesday, May 12, 2020. The City response
email will confirm receipt and will provide a link to the online meeting for audio and video content.
Participants will have an option to call in for audio only.
ALL OTHER REQUIREMENTS OF THE CONTRACT DOCUMENTS REMAIN IN EFFECT.

CLARIFICATION
1. Clarification on In -water Work
Appendix E: Permits includes a Nationwide Permit 27 Letter of Verification from the US Army
Corps of Engineers (the Corps) and a Hydraulic Project Approval from the Washington
Department of Fish and Wildlife (WDFW). These two permits have different timelines associated
with when in -water work is allowed.
The Corps' in -water work window, being the stricter of the two, shall apply to this Contract. Note
that in -water work is considered any work below the ordinary high water line as indicated in the
Contract Plans.
The Corps' permit included in Appendix E states the following:
In order to meet the requirements of the Endangered Species Act in -water activities may
be conducted from August 1 through August 31 in any year this permit is valid. The in -
water activities authorized by this permit may not be conducted from September 1 through
July 31 in any year.
The City has received the following information from the Corps of Engineers in an e-mail on May
14, 2020:
For all work associated with Riverton Creek, I am ok with letting contractors know that the
work -window is going to be modified to the July 15 and September 14 timeline. I would
prefer, that any work associated at the confluence of Riverton Creek with the Duwamish
River attempt to be within the Duwamish River in -water work window. However, as
discussed there is typically a 2-week grace period, allowing less impactful work to occur
in -water. An official notification of the decision will be emailed at the end of next week.

NOTICE IS HEREBY GIVEN that clearly marked and sealed bids shall be received no later than
9:30 a.m. on Thursday, May 21, 2020. Due to issues associated with COVID-19 and social
distancing, Tukwila City Hall is not open to the public. While bids can be mailed to Tukwila City Hall,
a box will also be located outside the double doors at Tukwila City Hall near the flagpole for receipt
of bids on the day of the bid opening. Bids will be picked up, with the last pickup being at exactly
9:31 a.m. on Thursday, May 21, 2020 based on the Atomic Clock in the City Clerk's Office. To listen
to the bids be opened and publicly read aloud at 10:00 a.m. on May 21, 2020, please call 1-253-
292-9750, Conference ID is 98038751#."
2. BID SCHEDULE
The Bid Schedule A forms are replaced with the new Bid Schedule A Forms attached at the
back of this Addendum.
Changes made to the Bid Schedule are as follows:
Added Item No. 89 — Property Restoration (by Force Account).
SPECIAL PROVISIONS
1. Section 1-07.16 of the Special Provisions is supplemented with the following new Special Provision:
1-07.16(5) Payment
(Special Provision) Supplement
"Property Restoration", when approved by Engineer, will be paid by force account per Section
1-09.6 of the Standard Specifications and these Special Provisions, and will be full compensation to
relocate, replace, or modify existing private improvements or landscaping where required as a
condition of an easement or permit, or where impact resulting from construction activities is
determined by Engineer, prior to the impact occurring, to be unavoidable, and authorized to be paid
under this force account item.
Disturbed grass areas shall be restored with sod. Existing plant material shall be salvaged prior to
disturbance, where feasible, and replanted following the installation of improvements. Where it is
not feasible to salvage existing plant material, new plant material shall be provided that is
compatible to the existing landscaping as approved by the Engineer. All materials shall conform to
the applicable portions of Section 9-14 and 9-15 of the Standard Specifications.
"Property Restoration", by force account.
All other maintenance and property restoration work, and all costs for use of private property shall
be incidental to the Contract.

2. List Item No. 2 under Section 7-06.3(2)C of the Special Provisions is revised as follows:
2. Schedule and Sequence
a. Provide a sequence of Work, dates, and durations for when the following will occur, in
accordance with the in -water work window in the Special Provisions:
i. Fish exclusion (performed by the Ge,racting AgenGyyFish Screen
installation (under supervision of Contracting Agency Biologist
Representative).
ii. TSD Plan Implementation Meeting
iii. TSD installation.
iv. Dewatering of the isolated Work area.
V. Restoration and stabilization of the temporary stream diversion Work area to
prevent erosion.
vi. Any relocations of the temporary stream diversion to accommodate the Work
sequence (if needed).
vii. Channel rewatering.
viii. Removal of the TSD.

3. The first paragraph of Section 7-06.3(3) of the Special Provisions is revised as follows:

aContractor shall notify the Engineer at least 72 hours in advance of installing the fish screen
within Riverton Creek. A Contracting Agency Biologist Representative will be onsite to provide field
observation and direction during the fish screen installation. The biologist will safely capture and
relocate any fish and other aquatic organisms that become trapped between the block nets and the
levee. No Work within the limits of the Ordinary High Water Line will be allowed prior to installation
of fish block nets and completion of fish exclusion activities. The Contractor shall install and maintain
fish screens as shown in Plan details.
4. Section 8-31 of the Special Provisions is revised as follows:
8-31.1 Description
This Work shall consist of coordinating with the Artist, allowing for artist work area on -site for log
carving, power washing existing concrete retaining walls for mural preparation, and iR sta�utieeR
incorporation of the ebonized and carved log in one of the Woody Debris Structure Over Riprap
installations of art in accordance with the Artist's instruction.
8-31.3 Construction Requirements
Art work shall he installed per the Artist's ipstr„ntiops. Contractor shall coordinate with the Artist for
instruction and installation per Appendix G of the Contract Documents.- including coordination of
schedule and providing site access and staging for art to be fabricated and installed by the Artist.
The Artist will perform the on -site log carving, provide mural painting, provide and install bridge

bells, and provide and install living willow plantings. Contractor shall power wash the existing
concrete retaining walls and install the carved log as part of one of the Woody Debris Structure
Over Riprap installations. Care should be taken to protect the carved log during installation.
5. Division 10 of the Special Provisions is supplemented with the following:

Payment for "Property Restoration" shall be by force account per Section 1-09.6 of the Standard
Specifications.
APPENDICES
1. APPENDIX E: Hydraulic Project Approval (HPA)
The HPA in the contract documents is replaced with the HPA attached in this addendum. The HPA
was previously issued prior to changes made in obtaining the Corps' permit. The new HPA reflects
those changes and is now consistent with the Contract Plans.
2. APPENDIX E: The Construction Agreement with WSDOT
The Construction Agreement with WSDOT is replaced with a signed version. No other changes
have been made.
