" All participants, including the Mayor, Councilmembers,CdyStaff,LogalCounoe|weremta(Tukwila City Hall and participated via a remote electronic system. CALL TO ORDER/PLEDGE OF ALLEGIANCEIROLL CALL Mayor Ekberg called the remote Regular Meeting of the Tukwila City Council to order at 7:01 p.m.and led the audience inthe Pledge cfAllegiance. Deputy City Clerk PUBLIC COMMENTS Those wishing to provide public comment had the opportunity to deliver public comments via email by Laurel Humphrey, Council Analyst, acknowledged receipt of and read the following written comments received byemail: 1. William Holstine expressed concern about food inequities as children attending charter schools in the City may not have access to the food program through the Tukwila School District. 2. Jay Stark referenced a public comment he made atthe March 16. 2020 Council meeting and asked that the City respond to his concern regarding the constitutionality of the City's response to the Coronavinuapandemic. MOTION CARRIED 7'0. Tukwila City Council Regular Minutes UNFINISHED BUSINESS a. Weekly COVID-19 Report. David Cline, City Administrator, provided an update on the City's coronavirus response and highlighted the following: Financial stability continues to be an issue for the City; Staff are working on supporting business recovery; Food insecurity continues tobeomajor oponadona|foouefortheQty.inpadnerahip with community organizations and the Tukwila School District; Detailed information on utility payments is available in the report. Council President Quinn clarified that meal distribution through the Tukwila School District is available to all children. Mr. Cline added all families are being aerved, regardless of residence. Councilmember Delostrinos Johnson asked that information be provided on the use of rental assistance funds inthe City. MOVED BY KRULLER, SECONDED BY SEAL TO AFFIRM THE CITY OF TUKWILA ADMISSIONS AND ENTERTAINMENT TAX REMITTANCE POLICY IN RESPONSE TO COVID-19 TO TEMPORARILY EXTEND THE REMITTANCE AND COLLECTION OF TAXES SET FORTH IN TUKWILA MUNICIPAL CODE CHAPTER 3.20, "ADMISSIONS AND ENTERTAINMENT TAX," EFFECTIVE ON APRIL 1, 2020. (3) Affirm the City of Tukwila Commercial Parking Tax Remittance Policy in response to COVID-19 to temporarily extend the remittance and collection of taxes set forth in Tukwila Municipal Code Chapter 3.48, "Commercial Parking Tax," effective April 1, 2020. MOVED BY QUINN, SECONDED BY SEAL TO AFFIRM THE CITY OF TUKWILA COMMERCIAL PARKING TAX REMITTANCE POLICY IN RESPONSE TO COVID-19 TO TEMPORARILY EXTEND THE REMITTANCE AND COLLECTION OF TAXES SET FORTH IN TUKWILA MUNICIPAL CODE CHAPTER 3.48, "COMMERCIAL PARKING TAX," EFFECTIVE APRIL 1, 2020. MOTION CARRIED 7- 0. e. COVID-19 Community Assistance: City utility payments. Affirm the City of Tukwila Water and Sewer Utility Policy in response to COVID-19 to temporarily suspend the imposition of past - due and late penalties on delinquent water and sewer accounts and to temporarily discontinue the water shut-off on delinquent accounts subsequent to Governor Inslee's February 29, 2020 Proclamation of Emergency No. 20-05 and subsequent orders, effective April 1, 2020. MOVED BY HOUGARDY, SECONDED BY MCLEOD TO AFFIRM THE CITY OF TUKWILA WATER AND SEWER UTILITY POLICY IN RESPONSE TO COVID-19 TO TEMPORARILY SUSPEND THE IMPOSITION OF PAST -DUE AND LATE PENALTIES ON DELINQUENT WATER AND SEWER ACCOUNTS AND TO TEMPORARILY DISCONTINUE THE WATER SHUT-OFF ON DELINQUENT ACCOUNTS SUBSEQUENT TO GOVERNOR INSLEE'S FEBRUARY 29, 2020 PROCLAMATION OF EMERGENCY NO. 20-05 AND SUBSEQUENT ORDERS, EFFECTIVE APRIL 1, 2020. MOTION CARRIED 7-0. REPORTS a. Mayor Mayor Ekberg had no report. b. City Council Councilmember Seal asked that the Council review and provide input on a recently distributed Fire department memorandum that will be discussed in a future Finance Committee meeting. Councilmember Hougardy referenced the 2020 ls' Quarter Work Plan update and commented on the value of being able to see COVID-19 impacts on City functions. Councilmember Kruller thanked the Police and Fire Department for participating in a recent healthcare worker appreciation event at Valley General Hospital. April 22, 2020 is the 50th anniversary of Earth Day. She reported seeing an increase in graffiti reports throughout the City. Councilmember McLeod reported he will be attending a South King Housing and Homelessness Partners meeting on April 24, 2020. c. Staff David Cline, City Administrator, referenced the CA (City Administrator) report, and 2020 1st Quarter Work Plan and offered to answer any questions.
