This meeting was not conducted at Tukwila City Hall, based onthe Governor's Proclamation
20-28 adopted March 24, 2020which says in part: "Any public agency, subject toHCN/42.3K
is prohibited from conducting any meeting, subject to RCW 42.30 unless (a) the meeting Lagf
conducted in -person and instead provides mnoptionddfor the public toattend the proceedings
through, etminimum, telephonic mcceoo.^
All podioipanto, including the Mayor, Counoi|membarm. City staff, and legal counsel were not
at Tukwila City Hall and participated via o remote electronic system.
The phone number for public participation that was provided via the agenda distribution

COMMITTEE OF THE WHOLE
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Quinn called the remote Tukwila City Council meeting to order at 7:UOp.rn.and led the
audience inthe Pledge ofAllegiance.
OFFICIALS
Present atthe virtual meeting were Council President Quinn; Counoi|mennbersVerna Seal,
Kathy Hougardy, Kate Kruller, Thomas McLeod, Zak Idan, Cynthia Delostrinos Johnson.

PUBLIC COMMENTS
Council President Quinn announced that those wishing to provide public comment had the opportunity to
deliver public comments via email by 5:00 p.m. today.
Laurel Humphrey, Council Analyst, acknowledged receipt of and read the following written comments
received byemail:
1. Charles Tyson commented, ^| thought the Boulevard was safe now" inreference toodeadly
shooting onthe 141OUblock ofTukwila International Boulevard.
2. Robert Neuffer commented that a person was caught breaking into his neighbor's car today. As
other nearby residents have had their cars broken into multiple times, she called the police. The
police showed upvery quickly and oman was arrested. Mr. Neufferexpressed appreciation bo
the police for the quick response and asked that one or two officers stay in the area to help with
fast responses and some deterrence.

David Cline, City Administrator, provided onoverview ofinformation contained inthe report including
discussions related to: the Chv'ofinancia| atobi|hx. Police and Fire staffing and calls for service, Human
Services'call volume and use of funds related to House Bill 1408. business recovery nevvs, and
measures taken tohelp meet basic needs inthe community.
b. Financial impacts from the COVID-19 emergency.
Vicky Carlsen.Finance Director, explained that while there ionot yet enough information hopredict what
the second half of 2020 could look like, a number of assumptions have been made (page 10 of the
agenda packet), and those assumptions have been built into financial modeling.
Financial impacts affecting the City include lost revenue byway ofadmissions and gambling tax,
Community Center programs and rentals, and sales tax, and delayed revenue to include utility and
property bnwes, permit activity and business licensing. It is expected the CC)V|U-ne|mb*d recession will last
through 2D21.impacting the next biennial budget. The Finance Committee will baholding oSpecial
Finance Committee Meeting April 28 to discuss new information and develop a decision tree with
recommendations tob*reviewed atthe May 4.2O2OCouncil meeting.
Mayor Ekberg stated he conducted anall-hands meeting with staff earlier today to
discuss the need toreduce overhead. All Directors have volunteered totake o1U96pay reduction
through this year. Astaff reduction ofuptoSnon-rep positions will beneeded. |fall non -reps took a
1596reduction inpay, noloss ofnon-rep positions would beneeded.
b. City Council
Coumci|memberSeal attended oTown Hall for small businesses hosted last week by Congresswoman
Pramila Jayapal to get a better understanding of what small businesses are facing and about federal
assistance programs such aothe paycheck protection program.
Councilmember Hougardy referenced the Airport Community Ecology (ACE) grant program created by
the Port of Seattle, which provides funds for environmental programs to the cities of SeaTac, Burien and
Des Moines. Tomorrow the Port will consider temporarily expanding the program to community groups in
Tukwila, Normandy Park and Federal Way. City Administration would like to send e letter expressing
support and requesting this be a permanent change —not temporary —as Tukwila's air quality is affected
byairport operations.
Ms. Hougardy also discussed last week's Planning Commission meeting, at which a public hearing was
held relating to zoning code amendments on Tukwila International Boulevard. She would like the Council
to discuss the timing of this issue and whether the path started pre-COVID should stay the same.
Councilmember Kruller referenced the quarterly report from the Fire Chief, which will be reviewed at an
upcoming Community Services and Safety Committee meeting. She has listened toseveral White House
local, regional and tribal briefings, which include details ontesting. She asked about any planning being
done by City Administration on creating testing sites and how they would be coordinated.
Counoi|membarMcLeod attended the April 24.2O2Umeeting ofthe South King Housing and
Homelessness Partners (GKHHP). He relayed the City'a decision to temporarily retain 90Y6 of the funds
available through House Bill 1408. Honoted that nopush-back about the decision was received. Most
cities are focused onthe impacts ofthe pandemic.

MISCELLANEOUS
Council President Quinn asked if there was Council consensus onsending mletter tothe Port ofSeattle in
conjunction with Councilmember Hougardy's report about the ACE grant program. Consensus existed.
Council President Quinn asked Police Chief Linton to provide information on an incident that occurred last
week Chief Linton reported that a vehicle heading westbound on 124th did not negotiate the stop at
124th and 42nd, and in a subsequent maneuver the vehicle went into the river with two occupants. There
was an immediate response from Police and Hre, with divers using UVvvith thermal imaging. King
County'eboat/dive team was deployed. One occupant was recovered. The search resumed the
following day; however, they were unable torecover the missing person. |tieonon-going investigation.
Councilmember Delostrinos Johnson asked for consensus to develop a statement addressing some of
the anti -Asian bias that has been occurring inconjunction vviththeooronavirus.ino|udingincidenoaaof
hateful language specifically toward Asian Americans inKing County. She would like the statement to
naaffirrn Resolution No. 1970 in which the City Council naobabad the (�ity'000nnmitrnentbo being "diverse,
bo|anantandindusive.^ She would also like to denounce the use of racially charged terms and encourage
residents and visitors to report hate crimes ho law enforcement and the Human Rights Commission.
Council President Quinn conducted oroll call consensus. Consensus existed.
Counci|rnennberKru||erencouraged the City tocontinue with painting over graffiti. She commended the
Tukwila Police and Fire Departments for their response to the incident on the river. She would like hnsee
a consistent practice around when Council is notified of similar incidents and the related use of Police and
Fire social nmedicaaccounts.
