Essential Services and City Operations
There have been no changes to essential services
The City is continuing to refine a reopening plan corresponding with the State's "Safe Start" phased approach to
reopening the state. It should be noted that only in Phase 3 do they recommend re -opening customer -facing
government services, and even at that time telework is still strongly encouraged for non -customer facing
positions.
Financial Stabil
City staff have been working with the Finance Committee since mid -April to review the financial impacts to the
City resulting from the pandemic. At the May 11 Committee of the Whole meeting there was significant
discussion on the tools available to close the gap between revenues and expenditures this year. The Council will
continue to discuss these issues at length on May 18, with possible action. Detailed information is provided in
the council packet.
Police Staffing and Calls for Service
There have been no changes to Police staffing since the last report.
Fire Staff ine and Calls for Service
There have been no changes to Fire staffing since the last report. Attached is a detailed analysis of calls for
service for the Fire Department.
Human Services
Human Services staff continues to assist new, unduplicated households with HB 1406 (and other funds) to
create a 'patchwork' of rental assistance support. Please see the 5-18-20 Regular Council Meeting agenda
packet for data related to HB 1406 revenue spending.
Business
King County is currently in Phase 1 of Washington's "Safe Start" four phase business reopening plan. During this
phase, in addition to essential business and activities, other businesses are allowed to open such as restarting
construction, vehicle sales, spiritual drive-in services, car washes, landscaping, pet walking, and curbside retail.
Westfield Southcenter and other retailers have already started curbside retail.
Although King County is not yet in Phase 2, the Governor has issued guidance for various business sectors that
may start in other counties. This is helpful because it gives our businesses an opportunity to prepare to re -open.
The new guidance pertains to dine -in restaurants and taverns, in-store retail, manufacturing, professional
services, and personal services. In addition to physical distancing and other requirements, key limitations for
restaurants include: customers are limited to 50% of maximum building occupancy, additional table spacing, and
a customer log if there is table service. Retail stores are limited to 30% of maximum occupancy. Employees are

required to wear cloth face masks. As the Governor explained, Phase 2 will start depending on a number of
metrics such as disease activity, health care capacity, testing and tracing capacity, and protections for high risk
individuals. City Economic Development staff is hopeful that King County will enter Phase 2 in early June.
The SavingLocalKC campaign continues to grow. As a reminder, SavingLocalKC.com is funded by the City's
lodging tax fund and its mission is to help consumer facing businesses throughout King County offer deals and
discounts that could be purchased now, for use once the Stay Home order limits are eased. Over the last week
eight new businesses have signed up to provide deals, including the Museum of Flight. The Greater Issaquah
Chamber of Commerce also came on as a partner. Key Performance Indicators (KPIs) are strong, with a high
conversion rate of visitors to the website clicking through to buy deals.
Parks and Recreation staff continued calling businesses to survey their status due to the pandemic. We
anticipate reporting on results by the end of May.
Meetine our Communitv's Basic Needs
Food Security
National Guard is expected to stay with the Food Pantry until end of May 31St, 2020. The Food pantry has
reached out to the King County Resources and Americorps to back fill when the National Guard assignment work
is completed. The National Guard has provided 6 persons on site 6 days a week, from 8 am to 3pm. Recently,
two volunteers have gone back to work and it is to be expected that a few more of the food pantry volunteers
will return back to work. Approximately 1,000 households are served at the Tuesday and Thursday food
distribution, this number has been consistent on a weekly basis.
The Pantry has been purchasing items in bulk from US Foods. US Foods provides stable products such as canned
meats and vegetables but is becoming too expensive for the Pantry, which will need to look elsewhere. Starting
May 18th the Pantry will be unable to order food from Food Lifeline because they will be supplying emergency
boxes throughout the region/state. The Tukwila Pantry will look at other places like Darigold and Franz Bakery
for ordering milk and bread on a regular basis. Additional updates will be provided once more information is
available.
Tukwila Food Pantry has partnered with Uber Eats for free food delivery for residents of Tukwila, SeaTac, Burien
and Boulevard Park. Deliveries are every Tuesday from 2:30 pm — 4:00 pm. Residents will receive an emergency
food box that includes produce. Residents are required to sign up by emailing the Tukwila Food Pantry. Uber is
paying for the food delivery program.
Seniors
City staff again supported our senior community through direct food distribution to homebound residents. Staff
calls residents on Monday and Tuesday, to set up a Wednesday meal delivery. Staff delivered to 74 clients,
consisting of 529 meals.
City staff is waiting on additional updates to determine if funds from the Senior Meal distribution can be
reimbursed during the COVID-19 pandemic. FEMA has not yet defined it process. More information will be
provided with the next couple of weeks.

Students
Technology and Innovation Services (TIS) staff report that the City and the District were able to work out terms
with AT&T for an additional 250 devices that have been delivered and are currently being deployed to grades K-
5. All initial devices procured at the start of the stay home, stay healthy order have been deployed for grades 6 —
12.
Public Safety Plan Construction Protects
There have been no changes to the Public Safety Plan projects since the last report.
Compliance with the Governor's Order
There have been no changes to compliance issues since the last report.

1. Total TFD Call Volume in April `20 represented a decrease of 27% compared to April
`19 (Jan, Feb, and March averaged an 8% decrease)
2. Most of April's drop resulted from a marked decrease in EMS responses, which fell 28%
compared to 2019. Fire and Service calls both fell but each carry far less weight due to
comparatively low volumes.
3. April '20 call activity was 24% lower than in March.
a. Q1'20 averaged 15.2 calls/day while April '20 averaged 11.5 (24% drop)
b. Average calls/day April ' 16-' 19 was 15.4 4 April '20 at 11.5 (a drop of 25.3%)
4. Year to date through April 301h, total case volume for the Tukwila Fire Department has
fallen 12% compared to the same time frame in 2019.
5. Station 51 volume has taken the biggest hit with a 47% drop April vs April

Additional notes:
1. Feb 2020 is a leap month with 3.57% more days than the previous three Febs.
2. Because of their infrequent occurrence, Fire and Service response calls are more subject to
wilder "% Changes" than EMS responses. YTD, we've averaged 3.1 of these types of calls
(combined) each day. An increase or decrease of just one of these types of calls per day would
result in a change of about a third. This helps to explain some of the volatility in the graphs and
charts.
3. Station -related metrics are based on "Primary Station": while more than one station may
respond to a single call, only the station deemed as primary by ValleyCom gets the credit. In
some cases, an OSA (Outside Agency/Mutual Aid) unit will be designated as primary on a call
within Tukwila. Those calls are included within "All TFD" metrics but not within individual
Station metrics.
