Remote Meeting per Governor Proclamation 20-28 May 4, 2020 — 7:00 P.m.
REGULAR MEETING
This meeting was not conducted at Tukwila City Hall, based onthe Governor's Proclamation 20-2 adopted
March 24, 2020 which says in part: 'Any public agency, subject toRCW 42.30, is prohibited from conducting
any meeting, subject to RCW 42.30 unless (a) the meeting is not conducted in -person and instead provides
an option(s) for the public to attend the proceedings through, at minimum, telephonic access. "
All participants, including the Mayor, Councilmembers, City Staff, Legal Counsel were not at Tukwila City Hall
and participated via a remote electronic system.

Mayor Ekberg called the remote Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led
the audience in the Pledge of Allegiance.

Those wishing to provide public comment had the opportunity to deliver public comments via email by

Laurel Humphrey, Council Analyst, acknowledged receipt of and read the following written comments
received byemail:
l. Peggy McCarthy urged the Council to restore Fire Station 52's level of service and expressed the
recent decision to reduce fire protection services puts the community at risk.
2. Julien Loh, Local Government Affairs Manager for Puget Sound Energy, provided information on
measurable actions they have taken on behalf of customers, including the Crisis -Affected
Customer Assistance Program, availability of payment arrangements, and not disconnecting
customers for nonpayment during this time.

UNFINISHED BUSINESS
a. Weekly COVID-19 Report.
David Cline, CdvAdnnin�trabzr provided anupdate onthe {�Ux'eoononavirunresponse and highlighted

been a marked decrease in Police and Fire calls for service compared to this time last year; Human
Services staff has begun distributing House Bill 1406 funds for rental assistance; business recovery
continuos tobeacore focus for the City.
b. Financial impacts from the COVID-19 emergency.

used to close the revenue gap, including a match of contingency funds to labor reductions using a 3 to 1
ratio, voluntary retirements and separations, furloughs, layoffs, and pay reductions.
Council consensus existed mmthe 2020revenue gap scenario mf $12million with mcontinuing
revenue gap of $6 million in 2021.
The Council discussed services that the City is mandated to provide, the use of contingency funds, the
possibility of revising service levels based on the City's priorities, and the need for further information
regarding savings that have already been identified by departments as part of their'budget scrub' as well
aaprojected sevingsae000iotedvvithemohpnopoeedtoo|.
REPORTS

Mayor Ekberg had noreport.
b' City Council
Councilmember Kruller acknowledged the Tukwila Children's Foundation for their work in procuring
donations for the Tukwila Pantry and other local organizations.
Councilmember McLeod reported the Planning and Economic Development Committee recently
discussed the status of zoning changes on Tukwila International Boulevard and the possibility of
extending the moratorium in light of impacts from the coronavirus pandemic.
Council consensus existed twextend the moratorium and support for staff tmkeep this item
moving forward and kmwork through the process -related components.

David Cline, City Administrator, referenced the CA(City Administrator) report, and Monthly Construction
and Budget Report and following questions from the Council, confirmed additional information will be
provided to the Council regarding the Tukwila School District and results of the community survey
conducted bvParks and Recreation.
d. City Attorney
There was noreport.
e' Council Analyst
Laurel Humphrey, Council Analyst, shared that Governor |no|ee extended his proclamation waiving
requirements related to the Open Public Meetings Act through May 31, 2020. Council meetings will
continue tobevirtual through that time.
MISCELLANEOUS
Councilmember Kruller referenced the annual Fire Department report and received confirmation that this
item will be presented at the next Community Services and Safety Committee meeting.
Councilmember Kruller noted there are hazardous traffic conditions at the Tukwila Pantry due to an
increase inclientele and asked ifthere are any solutions the City can provide.
Councilmember McLeod reported the Planning and Economic Development Committee received a
request from staff for Council to send a letter supporting the King County appropriations bill that would
provide $3 million in emoU business relief and $8 million in tourism marketing.
Mayor Ekberg indicated a draft of the letter would be forwarded to the Council for their review.

Mayor Ekberg announced the Council will now Qointo onExecutive Session todiscuss:
The total amount of time will be no more than 60 minutes, and no decisions will be made during the
Executive Session. No action will be required in the Open Meeting after the Executive Session has
concluded.
He declared the meeting adjourned as of the conclusion of the Executive Session. The Executive
Session will not boextended beyond the announced time, and they will not bereturning toopen session
boadjourn orfor any other reason.
