Remote Meeting per Governor Proclamation 20-28 June 8, 2020 — 7:00 P.M.
MINUTES
This meeting was not conducted at Tukwila City Hall, based on the Governor's Proclamation
20-28 adopted March 24, 2020 which says in part: `Any public agency, subject to RCW 42.30,
is prohibited from conducting any meeting, subject to RCW 42.30 unless (a) the meeting is not
conducted in person and instead provides an option(s) for the public to attend the proceedings
through, at minimum, telephonic access. "
All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not
at Tukwila City Hall and participated via a remote electronic system.
The phone number for public participation that was provided via the agenda distribution
process was: 1-253-292-9750, access code 670077847#.
SPECIAL MEETING
Mayor Ekberg called the remote Special Meeting of the Tukwila City Council to order at 9:40 p.m. directly
following the Committee of the Whole meeting.
ROLL CALL
Barbara Saxton, Administrative Suppoo Coordinator, called the roll of the Council. Present at the
virtual meeting were Councilmembers Verna Seal, Kathy Hougardy, De'Sean Quinn, Kate Kruller,
Thomas McLeod, Zak Idan, Cynthia Delostrinos Johnson.

Allan Ekberg, Mayor; David Cline, City Administrator; Rachel Bianchi, Deputy City Administrator;
Kad Sand, City Attorney; Vicky Carlsen, Finance Director; Jay Wittwer, Fire Chief; Bruce Linton,
Police Chief; Henry Hash, Public Works Director; Jack Pace, Community Development Director;
Rick Still, Parks & Recreation Director; Kim Walden, Municipal Court Judge; Trish Kinlow, Court
Administrator; Laurel Humphrey, Council Analyst; Barbara Saxton, Administrative Support Coordinator.
NEW BUSINESS
Ratify the Mayor's three Emergency Orders issued on June 2, 2020, June 3, 2020, and June 4, 2020
to impose a curfew in the City of Tukwila in order to maintain public safety and welfare.
MOVED BY KRULLER, SECONDED BY SEAL TO RATIFY THE MAYOR'S THREE EMERGENCY
ORDERS ISSUED ON JUNE 2, 2020, JUNE 3, 2020, AND JUNE 4, 2020 TO IMPOSE A CURFEW IN
THE CITY OF TUKWILA IN ORDER TO MAINTAIN PUBLIC SAFETY AND WELFARE.
MOTION CARRIED 7-0.
Based on an inquiry from Council President Quinn, Mayor Ekberg recapped the curfews, which were
reduced to the Central Business District on June 5 and ended on the morning of June 6. Westfield
Southcenter has informed the City they expect to reopen on June 15.
Mayor Ekberg stated there was no need to conduct the scheduled Executive Session.
