The Council Chamber Lobby in Tukwila City Hall was open and available for the public to listen by phone, pursuant 0othe Open Public Meetings Act. Statements were made by Mayor Ekberg and Council President Quinn regarding ongoing systemic injustices and racism associated with the death of George Floyd at the hands of law enforcement officers. All {|ounoi|membere expressed deepest concern and thanked the Mayor and Council President for their statements. PUBLIC COMMENTS Those wishing to provide public comment had the opportunity to deliver public comments via email by 5:08 p.m. today. [Reviewed and forwarded to Consent by the Planning and Economic Development Committee on 5118120.] ORDINANCE NO. 2629 MOVED BY SEAL, SECONDED BY KRULLER THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 7-0. UNFINISHED BUSINESS a. An ordinance authorizing the issuance and sale of a Limited Tax General Obligation Refunding Bond of the City in the principal amount of not to exceed $2,450,000 to refund the City's outstanding Limited Tax General Obligation Bonds, 2010b (Taxable Build America Bonds — Direct Payment) and to pay the cost of issuing the bond. MOVED BY SEAL, SECONDED BY KRULLER THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 7-0. Christy O'Flaherty, City Clerk, read the proposed ordinance by title only. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AUTHORIZING THE ISSUANCE AND SALE OF A LIMITED TAX GENERAL OBLIGATION REFUNDING BOND OF THE CITY IN THE PRINCIPAL AMOUNT OF NOT TO EXCEED $2,450,000 TO REFUND THE CITY'S OUTSTANDING LIMITED TAX GENERAL OBLIGATION BONDS, 2010B (TAXABLE BUILD AMERICA BONDS — DIRECT PAYMENT) AND TO PAY THE COST OF ISSUING THE BOND; PROVIDING THE FORM, TERMS AND COVENANTS OF THE BOND; DELEGATING THE AUTHORITY TO APPROVE THE SALE OF THE BOND; PROVIDING FOR OTHER MATTERS RELATING THERETO; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. "Tukwila, City of Opportunity Scholarship": (1) Authorize the award of a $1,500 "Tukwila, City of Opportunity Scholarship" to: Victoria Boyle, Alexandria Chiu, Morgan Fields, Rujina Mojullah, Ngoc Nguyen (Anh Thu) and Semira Osman. MOVED BY SEAL, SECONDED BY HOUGARDY TO AUTHORIZE THE AWARD OF A $1,500 "TUKWILA, CITY OF OPPORTUNITY SCHOLARSHIP" TO: VICTORIA BOYLE, ALEXANDRIA CHIU, MORGAN FIELDS, RUJINA MOJULLAH, NGOC NGUYEN (ANH THU) AND SEMIRA OSMAN. MOTION CARRIED 7-0. (2) Authorize the award of a $1,000 "Tukwila, City of Opportunity Scholarship" to Nisha BK and to Trescege Ramirez -Diaz. MOVED BY KRULLER, SECONDED BY IDAN TO AUTHORIZE THE AWARD OF A $1,000 "TUKWILA, CITY OF OPPORTUNITY SCHOLARSHIP" TO NISHA BK AND TO TRESCEGE RAMIREZ-DIAZ. MOTION CARRIED 7-0. Authorize the Mayor to sign an Interagency Agreement with the Washington State Department of Commerce to accept grant funds through the Coronavirus Relief Fund program under the CARES Act in the amount of $627,900.00. MOVED BY IDAN, SECONDED BY MCLEOD TO AUTHORIZE THE MAYOR TO SIGN AN INTERAGENCY AGREEMENT WITH THE WASHINGTON STATE DEPARTMENT OF COMMERCE TO ACCEPT GRANT FUNDS THROUGH THE CORONAVIRUS RELIEF FUND PROGRAM UNDER THE CARES ACT IN THE AMOUNT OF $627,900.00. MOTION CARRIED 7-0. d. Weekly COVID-19 Report. David Cline, City Administrator, provided an update on the City's coronavirus response referencing the use of rental assistance funds, focus on businesses re -opening, and food security. In response to a question by Councilmember Kruller regarding the status of the Open Public Meetings Act, Laurel Humphrey, Council Analyst, said the Governor has extended the date to June 17, 2020 that prohibits having onsite meetings. NEW BUSINESS — per agenda amendment on Page 1 Ratification of Proclamation and Emergency Orders. MOVED BY KRULLER, SECONDED BY MCLEOD TO RATIFY THE MAYOR'S MAY 31, 2020 PROCLAMATION OF EMERGENCY IN RESPONSE TO PROTESTS, DEMONSTRATIONS AND LOOTING IN THE CITY OF TUKWILA. MOTION CARRIED 7-0. MOVED BY KRULLER, SECONED BY QUINN TO RATIFY THE MAYOR'S TWO EMERGENCY ORDERS ISSUED ON MAY 31, 2020 AND JUNE 1, 2020, TO IMPOSE A CURFEW IN THE CITY OF TUKWILA IN ORDER TO MAINTAIN PUBLIC SAFETY AND WELFARE. MOTION CARRIED 7-0. In response to a question by Councilmember Delostrinos-Johnson regarding adherence to curfews, Kari Sand, City Attorney, said there can be a fine of up $500 and up to 180 days in jail or both. Mayor Ekberg relayed that information on curfews is pushed out through the City's social media sites and Code Red. REPORTS a. Mayor Mayor Ekberg had no report. b. City Council Councilmember Hougardy attended 3 meetings including Soundside Alliance, the Highline Forum, and SCATbd (South County Area Transportation Board), where the primary focus was on COVID-19 updates. She also expressed satisfaction toward working with her fellow Councilmembers, particularly during trying times. Council President Quinn reported on the CARES Act as it relates to COVID-19 relief and his work as Chair of the Joint Recommendations Committee. The portion to be shared in South King County is $1,118,000 for use toward homelessness, shelter support, rental assistance, and other relief efforts. Councilmember Kruller attended the Sound Transit Meeting where the focus was on very low funding and a priority of equity and getting to those who are underserved. She has concern that the Tukwila Station may be in jeopardy of losing funding and would like the City to remain vigilant about the project. She expressed concern for some of the smaller businesses that also experienced looting and asked that they not be forgotten. Tukwila City Council Regular Minutes June l,2020 Page 4 of 4 c. Staff David Cline, City Administrator, referenced the CA (City Administrator) report, and Monthly Construction and Budget Report, and offered to answer any questions. d. City Attorney There was no report. e. Council Analyst There was no report. EXECUTIVE SESSION. — Collective Bargaining —Pursuant to RCW 42.30.140(4)(a) and (4)(b)-60 minutes Mayor Ekberg announced the Council will now go into an Executive Session to discuss: Collective Bargaining — Pursuant to RCW 42.30.140(4)(a) and (4)(b) The total amount of time will be no more than 60 minutes, and no decisions will be made during the Executive Session. No action will be required in the Open Meeting after the Executive Session has concluded. He declared the meeting adjourned as of the conclusion of the Executive Session. The Executive Session will not be extended beyond the announced time, and they will not be returning to open session to adjourn or for any other reason. 8:02 p.m. Mayor Ekberg called for a brief recess to allow the Councilmembers to convene in a separate remote meeting.
