This meeting was not conducted at Tukwila City Hall, based on the Govemor'sPmclamation 20-28 adopted March 24, 2020 which says in part: "Any public agency, subject to RCW 42.30, is prohibited from conducting any meeting, subject toRCW 42.30 unless (a) the meeting LL!22-t conducted in:person and instead provides anoptionbUfor the public boattend the proceedings through, at minimum, telephonic acceao.^ All padioipmnta, including the Mayor, Cuunci|membera. PUBLIC COMMENTS Council President Quinn announced that those wishing toprovide public comment had the opportunity to deliver public comments via email by 5:00 p.m. today. UehaPadilla posed several questions related tothe Tukwila Police Department, referencing research on the topic of police brutality, oversight ofuoe-of-fnrooincidents, and options available inresponse tocalls todefundpolice departments. 2. Christine Neuffer provided comments on police accountability, including the need for an independent committee to evaluate and make recommendations, law enforcement responsibility when a person is taken into custody, and m review ofpractices otSCORE (South Correctional Tukwila City Council Committee ofthe Whole Minutes June 8.2O2O Page 2uf4 a- /4resolution amending the rental housing program fee schedule to waive 2828 late fees. (COV|0- 9') KiaGhagena.Code Enforcement Officer, provided information onthe residential rental business license and inspection program. Approximately 100 inspections are overdue at this time. The City would not be formally waiving the inspections this year but would be waiving the late fee. Counoi|membens requested that they be updated on how many inspections are being done and/or whether the majority nfproperty owners are deferring their inspection. Rachel Bionohi, Deputy City Administrator, stated the contract is for Phases 1 and 2 (Assessment and Planning) ofthe Facility Study. The information gained would give the City abetter understanding of conditions and needs inorder tomake budget and work space decisions. The most recent seismic study was done in2OO8. and code changes coming inNovember 2U2Uwill bmstricter. Following discussion and questions, the Council requested a contract with a reduced scope nfwork limited to the City Hn|| building and the Tukwila Community Center. CONSENSUS EXISTED TO FORWARD THUS ITEM TO THE NEXT REGULAR MEETING WITH A REDUCED SCOPE OF WORK AS DISCUSSED. c. Update on 2020 overlay and repair options. [yndyKnighton, Senior Program Manager, explained Public Works staff was asked todevelop options for areduced Overlay and Repair Program this year. Based onmultiple factors, eteff'erecommendation was tofundtwo projects, one on54thAvenue G.and one onS. 158thStreet, sdatotal cost of$31O.000. which was also recommended by the Transportation and Infrastructure Committee. CONSENSUS EXISTED TO MOVE FORWARD WITH THE RECOMMENDATION FROM THE TRANSPORTATION AND INFRASTRUCTURE COMMITTEE. d. Weekly COVID49 report. David Cline, City Administrator, explained that three ofthe fourleomotergroups approved furloughs for the remainder of 2020. Staff inthose groups, as well as non -represented mmp|oyeem, will bAeoommute on Friday monningo, providing son/ioea remotely. Through the remainder ofthe year, City buildings will be closed onFridays and services will not beavailable onFriday afternoons. Staff continues contacting local businesses with additional resources onthe move toaModified Phase 1 inKing County, toinclude use mf current and now social media platforms. e. Finance Director, naviovmad the monthly update (revenue and expenditures) on the General Fund and the twice-o-month report specific bodepartmental expenditures related bothe COVKJ-19 pandemic. Fire stations amotaffe otaminimum of13for the vast majority of the time, and sometimes upto1G. Chief VWtbmeralso reviewed the status ofthe 2U20budget proviso for the Fine Department. The third -party consultant hired to review budgetary and management practices (item 1.d.ofthe Proviso) has not been able tocontinue work onthe project. CONSENSUS EXISTED TOMOVE FORWARD WITH HIRING OF A NEW THIRD PARTY CONSULTANT. Mayor Ekberg had no report. b. City Council Councilmember Seal extended a special thank you to Jovita Thomas for rallying a community march on June 7. She also recognized Council President Quinn's involvement in the Law Enforcement Training and Community Safety Act (LETCGA) becoming law in Washington State last year. She noted that Tukwila's Police Department enacted these changes before the rules were made final. Council President Quinn noted issues around use ofdeadly force were taken upbythe Criminal Justice Training Commission. Initiative 940. which led to LETCSA, has prompted discussions between those impacted bythe use ofdeadly force and law enforcement. Herecalled participating inemeeting hosted by Tukwila Police Chief Linton, which was ocircle ofpeople who had relatives who were killed by police. Councilmember Kruller commended Jovita Thomas for organizing yesterday's event. The group gave a peaceful voice twthe need tochange systemic racism. She attended ameeting ofKing County -Cities Climate Collaboration (K4C), and noted they are interested in feedback f rom youth groups on a climate ontinntoo|kit. Counoi|mamberMcLeod read a letter hmwrote bzhis community. Counoi|member |dan thanked Counci|mambor McLeod for sharing his experiences. He expressed appreciation to Jovita Thomas and to those who spoke during the rally on June 7. Councilmember Delostrinos Johnson stated change is not easy and does not happen overnight, and she is committed to working with the Council and Chief Linton.
