SPONSOR'S The contract with Ceccanti, Inc. of Tacoma, WA is complete for the 2018 Annual Small
SLTMNLARY Drainage Program. This contract installed drainage improvements at seven locations
throughout the City. Construction began September 19, 2018 and was completed on April
12, 2019. One change order was issued for $44,061.89 and under -runs credited
($27,756.37). Council is being asked to accept and finalize the contract with Ceccanti, Inc.
for $562,844.94.

ISSUE
Accept construction contract as complete and authorize release of retainage.
BACKGROUND
The Small Drainage Program constructs drainage projects throughout the City that are too large for city
staff to complete but are smaller than a typical capital improvement project. The 2018 Annual Small
Drainage Program provided drainage improvements at seven locations:
1) Tukwila I nt'I Blvd —Pipe abandonment 5) S 180th St — Catch basin retrofit
2) Interurban Ave S — Catch basin retrofits 6) S 180th St Abutment Wall — Levee repair
3) Strander Blvd Bridge — Levee drainage repair 7) Todd Blvd — Catch basin retrofit
4) Gilliam Creek Flap Gate — Outfall maintenance access
DISCUSSION
The Notice to Proceed for Contract Number 18-127 with Ceccanti, Inc. of Tacoma, WA was issued on
September 19, 2018 and construction was physically completed on April 12, 2019. The final affidavits of
Wages Paid were received in April 2020.
FINANCIAL IMPACT
The 2018 construction budget was $600,000, which included a 10% contingency. King County Flood Control
District contributed $65,378 to the project. The original contract amount was $543,836.40, and one change
order was executed for $48,957.66. Retainage is being held by the City in the amount of $26,830.47.

Council is being asked to formally accept the 2018 Annual Small Drainage Program with Ceccanti, Inc. in
the amount of $562,844.94 as complete and authorize the release of retainage subject to standard claim
and lien release procedures, and to consider this item on the Consent Agenda at the July 6, 2020 Regular
Council Meeting.

The contract had two schedules, Schedule A, which was tax exempt per Rule 171, and Schedule B,
which was taxed. The change order was included in Schedule B, and was also taxed.

I. BUSINESSAGENDA
A. Project Closeout: 2018 Small Drainage Program
Staff is seeking Council approval of contract completion and release of retainage with
Ceccanti, Inc. in the amount of $562,844.94 for the 2018 Annual Small Drainage Program.
Committee Recommendation
Unanimous approval. Forward to July 6, 2020 Regular Consent Agenda.
B. Fleet & Facilities Building update
Staff provided an update on the PW Fleet & Facilities tenant improvements at 60% design,
which is currently under budget. If the main seismic portion of the project is higher than
anticipated, there are other separate improvements that could be reduced or delayed. The
design timeline has been slightly affected from COVID-19, but is currently scheduled to
return to Committee with 90% design in August 2020.

C. Grant Applications: Green River Trail Improvements
Staff is seeking Committee approval to submit grant applications to the Pedestrian &
Bicycle Program for the Green River Trail Improvements Project & South 152nd Street Safe
Routes to School.
